Reducing carbon emissions is critical for combating climate change. And one effective way to do this is through the use of carbon taxes.

Carbon taxes are among some of the most efficient policies in pricing carbon, particularly if employed at “choke points” – specific points in the production or supply chain where carbon taxes can be applied – at the upstream level. This is because it allows the process to reach the whole of the economy, without the need to focus on certain industries or sectors.

The lack of a robust tax policy framework that accounts for the environmental damage resulting from private investment means that companies have ultimately been free riding on the environment and society has been paying for that price by now being confronted with the adverse effects of climate change

An upstream carbon tax is simple to administer and can impact both the formal and the informal economies, a point which is particularly relevant for Africa where most countries are either middle- and low-income countries.

Carbon taxes can incorporate the environmental cost of doing business to a product’s final price. The environmental cost of doing business ultimately translates into the cost of the emissions released and waste produced because of a manufacturing process. That cost has been largely avoided or undervalued by corporates.

The lack of a robust tax policy framework that accounts for the environmental damage resulting from private investment means that companies have ultimately been free riding on the environment and society has been paying for that price by now being confronted with the adverse effects of climate change.

Failure to account for the environmental cost of doing business through a carbon tax also provides for the indirect subsidization of carbon intensive products. These products are at a competitive advantage because they have been using “standard” technologies and are part of the routine industrial functions.

A shift in the way society consumes and relies on energy products will require also a change in the valuation of energy forms. By internalizing the carbon equivalent externality via a carbon tax, a government is capable of equalizing consumption patterns by using cardon laden fuel sources as the pricing benchmark.

As a result, every additional ton of carbon in a particular fuel source is accounted for in the final price. Green and brown energy sources can hence compete in parity of conditions, in an environment where the least carbon intensive product receives the lowest price.

Consumers sensitive to the price difference, will seek to consume more of the low carbon fuels and products, fostering the green transition process. The mechanics are more pronounced in Africa where the proportion of low-income consumers is highest and therefore even a small price difference can cause a change to a consumption pattern.

The Africa Tax Administration Forum (ATAF) has recently released a carbon tax policy brief to guide African governments on how to best apply a carbon tax policy that is capable of conferring a whole of government approach. By this we mean how governments can act to establish a carbon price that equally burdens all segments of the economy.

The policy brief explores the key features in the design of a carbon tax that can meet the dual objective of raising revenues while conferring a positive effect on the environment. Beyond carbon tax, the brief also discusses the role of supplementary policies in achieving climate goals. For example, there is ample discussion concerning the need for countries to assess and eventually eliminate harmful fossil fuel subsidies, in line with the commitments assumed by African countries under the Glasgow Pact, the role of implicit carbon pricing in complementing explicit pricing approaches, and general remarks on measures to alleviate concerns around potential competitive disadvantages triggered from the implementation of a carbon tax.

African countries are also facing the increasing use of Border Carbon Adjustment (BCA) measures, like the European Union’s Carbon Border Adjustment Mechanism (CBAM). These measures add a carbon price to products imported into a country if the carbon price has not been added in the country of origin or production. This means that, if there is no carbon price in the country of origin, the destination country will add a carbon fee at the border upon import.

The EU is still establishing the CBAM but its price is expected to be around EUR 100 t/CO2e, based on the price set by the European Emissions Trading Scheme. African countries that do not have a carbon fee and export these products to the EU may lose money because of the price difference. Other countries, like the United States, Canada, Korea, and Taiwan, are also considering similar fees to account for the environmental cost of doing business.

The world is changing, and we need to consider the environmental costs of producing and transporting goods. This new normal means that the price of products will include the environmental costs. African governments can lead the way by introducing policies that include carbon taxes to promote sustainable development and reduce our impact on the environment.

Heads of State, ministers, senior government officials and other key stakeholders will convene in Bangkok from 15 to 19 May at the 79th session of the Economic and Social Commission for Asia and the Pacific (ESCAP) to explore policy options and foster ambitious climate action towards net-zero pathways. Ahead of the 79th session, ESCAP will also launch its theme study The Race to Net Zero: Accelerating Climate Action in Asia and the Pacific. The study sets out the transformations that are needed for the region to transition to a net-zero carbon future in support of sustainable development. It provides an outline of the regional context of climate change and identifies policies and actions that could be taken in various sectors of the economy to support the global climate agenda.

The latest synthesis report from the Intergovernmental Panel on Climate Change makes for grim reading: Every fraction of a degree of warming comes with escalated threats, from deadly heatwaves to severe hurricanes and droughts, affecting all economies and communities.

It is a reality that the people of Asia and the Pacific know only too well. “The worst April heatwaves in Asian history” last month was just a taste of the worsening climate impacts we will continue to face in the years to come.

Our latest report highlights that the sea level is creeping up in parts of the region at a slightly higher rate than the global mean, leaving low-lying atolls at existential threat. Annual socioeconomic loss due to climate change is mounting and likely to double in the worst-case climate scenario.

Inequity is yet another threat as climate change sweeps across the region. Asia and the Pacific already accounts for more than half of global greenhouse gas emissions and the share is growing.

But there is another picture of hope in our region: 39 countries have committed to carbon neutrality and net zero between 2050 and 2060. The cost of renewable energy is falling almost everywhere, with installed capacity growing more than three-fold in the past decade.

Electric vehicles are entering the market en masse as countries such as China, India, Japan, the Republic of Korea and Thailand have made electric mobility a priority.

This momentum needs to accelerate like a bullet train. Because nothing short of a breakthrough in hard-to-abate sectors will give us a good chance of stopping catastrophic global warming.

Accelerating a just and inclusive energy transition

The recent energy crisis has kicked renewable energy into a new phase of even faster growth thanks to its energy security benefits. There is opportunity now to leverage this momentum and turn it into a revolutionary moment.

Cross-border electricity grids can be the game changer. ESCAP has simulated different scenarios for grid connectivity and scaling up renewables. It shows that a green power corridor, cross-border power grid integration utilizing renewables, can help to remove the last hurdles of the transition. We are working with countries to chart a path to improved regional power grid connectivity through cooperation.

Achieving low-carbon mobility and logistics

The exceptional growth of electric vehicles has proved that electric mobility is a smart investment. And it is one that will help stave off carbon dioxide emissions from transport, which has stubbornly increased almost by 2 per cent annually the past two decades.

Through the Regional Cooperation Mechanism on Low Carbon Transport, we are working with the public and private sector to lock in the changeover to low-carbon mobility, clean energy technologies and logistics.

This is complemented by peer learning and experience sharing under the Asia-Pacific Initiative on Electric Mobility to accelerate the penetration of electric vehicles and upgrading public transport fleets.

Building low-carbon industries through climate-smart trade and investment

The net zero transition is not complete without decarbonizing the industrial sector. The region accounts for nearly three quarters of global greenhouse gas emissions in manufacturing and construction.

Binding climate considerations in regional trade agreements can be a powerful tool. While climate-related provisions have entered regional trade agreements involving Asian and Pacific economies, they offer few concrete and binding commitments. To unlock further benefits, they will need to be broader in scope, deeper in stringency and more precise in obligations.

As foreign investment goes green, it should also go where it is needed the most. It has not been the case for any of the least developed countries and small island developing States in the region.

Financing the transition

The transition can be only possible by investing in low- and zero-emission technologies and industries. Current domestic and international financial flows fall well short of the needed amount.

The issuance of green, social and sustainability bonds is rapidly growing, reaching $210 billion in 2021 but were dominated by developed and a few developing countries. Both public and private financial institutions need to be incentivized to invest in new green technologies and make the uptake of such technologies less risky.

Linking actions and elevating ambitions

The code red to go green is ever so clear. Every government needs to raise their stake in this crisis. Every business needs to transform. Every individual needs to act. A journey to net zero should accelerate with a fresh look at our shared purpose.

At ESCAP, we are working to bring together the pieces and build the missing links at the regional level to support the net-zero transition work at the national level. The upcoming Commission session will bring countries together for the first time in an intergovernmental setting – to identify common accelerators for climate action and to chart a more ambitious pathway.

This is the start of an arduous journey that requires cooperation, understanding and determination. And I believe we have what it takes to get there together.

The world is in permanent crisis mode. In addition to the consequences of the COVID-19 pandemic and the triple planetary crisis of climate change, biodiversity loss and pollution, the war in Ukraine and other violent conflicts, a worldwide cost of living crisis and an intensified debt crisis in more and more countries of the global South are affecting large parts of humanity.

Scientists are now even warning of the risk of a global polycrisis, “a single, macro-crisis of interconnected, runaway failures of Earth’s vital natural and social systems that irreversibly degrades humanity’s prospects”.

Human rights, and especially women’s rights, are under attack in many countries. Nationalism, sometimes coupled with increasing authoritarianism, has been on the rise worldwide. Rich countries of the global North continue to practice inhumane migration policies toward refugees.

At the same time, they pursue self-serving and short-sighted “my country first” policies, whether in hoarding vaccines and subsidizing their domestic pharmaceutical industries, or in the race for global natural gas reserves. This has undermined multilateral solutions and lead to a growing atmosphere of mistrust between countries.

“Trust is in short supply”, UN Secretary-General António Guterres told the Security Council in August 2022. Consequently, Member States defined one of the main purposes of the Summit of the Future in September 2024 to be “restoring trust among Member States”.

António Guterres had proposed to hold such a Summit of the Future, which he described as “a once-in-a-generation opportunity to reinvigorate global action, recommit to fundamental principles, and further develop the frameworks of multilateralism so they are fit for the future”.

The Summit offers an opportunity, at least in theory, to respond to the current crises with far-reaching political agreements and institutional reforms. However, this presupposes that the governments do not limit themselves to symbolic action and voluntary commitments but take binding decisions – also and above all on the provision of (financial) resources for their implementation.

In this context, the principle of Common but Differentiated Responsibilities (CBDR) remains absolutely valid. Without such decisions, it will hardly be possible to regain trust between countries.

The G77 emphasized in a statement on 20 April 2023, “since the Summit of the Future is meant to turbo-charge the SDGs, it must address comprehensively the issue of Means of Implementation for the 2030 Agenda, which includes, but is not limited to, financing, technology transfer and capacity building.”

Of course, it would be naive to believe that the risk of a global polycrisis could be overcome with a single summit meeting. But the series of upcoming global summits, from the SDG Summit 2023 and the Summit of the Future 2024 to the 4th Financing for Development Conference and the second World Social Summit 2025, can certainly contribute to shaping the political discourse on the question of which structural changes are necessary to respond to the global crises and to foster multilateral cooperation based on solidarity.

Our new report Spotlight on Global Multilateralism aims to contribute to this process. It offers critical analyses and presents recommendations for strengthening democratic multilateral structures and policies.

The report covers a broad range of issue areas, from peace and common security, reforms of the global financial architecture, calls for a New Social Contract and inclusive digital future, to the rights of future generations, and the transformation of education systems.

The report also identifies some of the built-in deficiencies and weaknesses of current multilateral structures and approaches. This applies, inter alia, to concepts of corporate-influenced multistakeholderism, for instance in the area of digital cooperation.

On the other hand, the report explores alternatives to purely intergovernmental multilateralism, such as the increased role of local and regional governments and their workers and trade unions at the international level.

Seventy-five years after the adoption of the Universal Declaration of Human Rights, a key challenge is to create mechanisms to ensure that human rights – as well as the rights of future generations and the rights of nature – are no longer subordinated to the vested interests of powerful economic elites in multilateral decision-making.

Timid steps and the constant repetition of the agreed language of the past will not be enough. More fundamental and systemic changes in policies, governance and mindsets are necessary to regain trust and to foster multilateral cooperation based on solidarity and international law.

As many as 45 African countries –out of the Continent’s 54 nations–, all of them grouped in what is known as Sub-Saharan Africa, have now been further squeezed to their bones, as funding shrinks to lowest ever levels, and as a portion of the so-called aid goes back to the pockets of rich donor countries.

See what happens.

In its April 2023 World Economic Outlook, the International Monetary Fund (IMF) talks about a rocky recovery. In its reporting on that, it lowers global economic growth outlook as ‘fog thickens.’

It says that the road to global economic recovery is “getting rocky.’ And that while inflation is slowly falling, economic growth remains ‘historically low,’ and that the financial risks have risen.

 

Squeezed

Well. In its April Outlook, the IMF devotes a chapter to Sub-Saharan Africa, titled “The Big Funding Squeeze”.

It says that growth in Sub-Saharan Africa is expected to slow to 3.6 percent as a “big funding squeeze”, tied to “the drying up of aid and access to private finance,” hits the region in this second consecutive year of an aggregate decline.

If no measures are taken, “this shortage of funding may force countries to reduce fiscal resources for critical development like health, education, and infrastructure, holding the region back from developing its true potential.”

 

Some arguments

According to the IMF:

  • Public debt and inflation are at levels not seen in decades, with double-digit inflation present in half of countries—eroding household purchasing power and striking at the most vulnerable.
  • The rapid tightening of global monetary policy has raised borrowing costs for Sub-Saharan countries both on domestic and international markets.
  • All Sub-Saharan African frontier markets have been cut off from market access since spring 2022.
  • The US dollar effective exchange rate reached a 20-year high last year, increasing the burden of dollar-denominated debt service payments. Interest payments as a share of revenue have doubled for the average SSA country over the past decade.
  • With shrinking aid budgets and reduced inflows from partners, this is leading to a big funding squeeze for the region.

The giant monetary body says that the lack of financing affects a region that is already struggling with elevated macroeconomic imbalances.

 

Unprecedented debts and inflation

In a previous article: The Poor, Squeezed by 10 Trillion Dollars in External Debts, IPS reported on the external debt of the world’s low and middle-income countries, which at the end of 2021 totalled 9 trillion US dollars, more than double the amount a decade ago.

Such debts are expected to increase by an additional 1.1 trillion US dollars in 2023, thus totalling 10.1 trillion US dollars.

Now, the IMF reports that “public debt and inflation are at levels not seen in decades, with double-digit inflation present in about half of the countries—eroding household purchasing power and striking at the most vulnerable.”

In short, “Sub-Saharan Africa stands to lose the most in a severely fragmented world and stresses the need for building resilience.”

Like many other major international bodies, the IMF indirectly blames African Governments for non adopting the “right” policies and encourages further investments in the region, while some insist that the way out is digitalisation, robotisation, etcetera.

 

The big contradiction

Here, a question arises: are all IMF and other monetary-oriented bodies’ recommendations and ‘altruistic’ advice the solution to the deepening collapse of a whole continent, home to around 1,4 billion human beings?

Not really, or at least not necessarily. A global movement of people who are fighting inequality to end poverty and injustice, grounded in the commitment to the universality of human rights: Oxfam, on 13 April 2023 said that multilateral lender’s role in helping to insulate people in low- and middle-income countries from economic crises is “incoherent and inadequate.”

For example, “for every $1 the IMF encourages a set of poor countries to spend on public goods, it has told them to cut four times more through austerity measures.”

 

Countries forced to cut public funding

Then the global civil society movement explains that an important IMF initiative to shore up poor people in the Global South from the worst effects of its own austerity measures and the global economic crisis “is in tatters.”

New analysis by Oxfam finds that the IMF’s “Social Spending Floors” targets designed to help borrowing governments protect minimum levels of social spending— are proving largely powerless against its own austerity policies that instead force countries to cut public funding.

“The IMF’s ‘Social Spending Floors’ encouraged raising inflation-adjusted social spending by about $1 billion over the second year of its loan programs compared to the first year, across the 13 countries that participated where data is available.”

 

IMF’s austerity policies

By comparison, the IMF’s austerity drive has required most of those same governments to rip away over $5 billion worth of state spending over the same period, warns Oxfam.

“This suggests the IMF was four times more effective in getting governments to cut their budgets than it is in guaranteeing minimum social investments,” said incoming Oxfam International interim Executive Director, Amitabh Behar.

“This is deeply worrying and disappointing, given that the IMF had itself urged countries to build back better after the pandemic by investing in social protection, health and education,” Behar said.

“Among the 2 billion people who are suffering most from the effects of austerity cuts and social spending squeezes, we know it is women who always bear the brunt.”

 

A fig leaf for austerity?

In its new report “IMF Social Spending Floors. A Fig Leaf for Austerity?,” Oxfam analysed these components in all IMF loan programs agreed with 17 low- and middle-income countries in 2020 and 2021.

Oxfam’s report: “The Assault of Austerity” found inconsistencies between countries. There is no standard or transparent way of tracking progress and many of the minimum targets were inadequate.

The farce of aid budget

In another report titled “Obscene amount of aid is going back into the pockets of rich countries,” Oxfam informed that on 12 April 2023 the Development Assistance Committee of the Organisation for Economic Cooperation and Development. (OECD DAC) published its preliminary figures on the amount of development aid for 2022.

According to the OECD report, in 2022, official development assistance (ODA) by member countries of the Development Assistance Committee (DAC) amounted to USD 204.0 billion.

This total included USD 201.4 billion in the form of grants, loans to sovereign entities, debt relief and contributions to multilateral institutions (calculated on a grant-equivalent basis); USD 0.8 billion to development-oriented private sector instrument (PSI) vehicles and USD 1.7 billion in the form of net loans and equities to private companies operating in ODA-eligible countries (calculated on a cash flow basis), it adds.

Total ODA in 2022 rose by 13.6% in real terms compared to 2021, says the OECD.

“This was the fourth consecutive year ODA surpassed its record levels, and one of the highest growth rates recorded in the history of ODA…”

 

The rich pocketing ‘obscene’ percentage of aid

In response, Marc Cohen, Oxfam’s aid expert, said: “In 2022, rich countries pocketed an obscene 14.4 percent of aid. They robbed the world’s poorest people of a much-needed lifeline in a time of multiple crises.

“Donors have turned their aid pledges into a farce. Not only have they undelivered more than 193 billion dollars, but they also funnelled nearly 30 billion dollars into their own pockets by mislabeling what counts as aid”.

 

Rich countries inflating their aid budgets

“They continue to inflate their aid budgets by including vaccine donations, the costs of hosting refugees, and by profiting off development aid loans. It is time for a system with teeth to hold them to account and make sure aid goes to the poorest people in the poorest countries.”

As signs of a new Cold War are fast emerging at the United Nations, the US continues its war of words with the People’s Republic of China (PRC).

The rivalry, which extends from Russia and Taiwan to Iran and Myanmar – where the UN’s two permanent members are on opposite sides of ongoing political or military conflicts– has now triggered a battle on semantics.

Is China, described as the world’s second largest economy ranking next to the US, really a “developing nation”?

The US House of Representative unanimously passed a bill March 27 directing the Secretary of State Antony Blinken to strip the PRC of its “developing country” status in international organizations

Titled “PRC Is Not a Developing Country Act” — the bill cleared the House in an overwhelming 415-0 vote. The legislation reads: “It should be the policy of the United States—

(1) to oppose the labeling or treatment of the People’s Republic of China as a developing country in any treaty or other international agreement to which the United States is a party;

(2) to oppose the labeling or treatment of the People’s Republic of China as a developing country in each international organization of which the United States is a member; and

(3) to pursue the labeling or treatment of the People’s Republic of China as an upper middle-income country, high income country, or developed country in each international organization of which the United States is a member”.

At the United Nations, China is closely allied with the 137-member Group of 77 (G77), the largest single coalition of “developing countries” (a group created in 1964 with 77 members).

Since China is not a formal member of the G77, the group describes itself either as “The G77 and China” or “The G77 plus China.”

Ambassador Anwarul K. Chowdhury, a former Permanent Representative of Bangladesh to the UN and a former UN Under-Secretary-General, told IPS the defining of a developing country is a complex challenge.

According to well-respected economist Jeffrey Sachs, the current divide between the developed and developing world is largely a phenomenon of the 20th century. Some economists emphasize that the binary labeling of countries is “neither descriptive nor explanatory”.

For the UN system, the G77, which provides the collective negotiating platform of the countries of the South, is in reality synonymous with nations which are identified as “developing countries, least developed countries (LDCs), landlocked developing countries and small island developing states” (SIDS).

“They are all sub-groupings of developing countries and belong to the G-77, he pointed out.

Outlining the group’s history, he said, the G-77 was established in 1964 by seventy-seven developing countries, signatories of the “Joint Declaration” issued at the end of the first session of the UN Conference on Trade and Development (UNCTAD) in Geneva.

Although members of the G-77 have increased to 134 countries, the original name was retained due to its historic significance. Developing countries tend to have some characteristics in common, often due to their histories or geographies, said Ambassador Chowdhury, Chairman of the Administrative and Budgetary Committee (Fifth Committee) of the UN General Assembly in 1997-98 and Chair of the Group of 27, working group of G-77, in 1982-83.

In October 1997, he said, China joined the G-77 while keeping its special identity by proposing the nomenclature as “G-77 and China”. China aligns its positions on the global economic and social issues with G-77 positions for negotiating purposes.

Being the largest negotiating group in the United Nations, and in view of the mutuality of their common concerns, G-77 is not expected to agree to separate China from the current collaborative arrangements.

“And more so, if the pressure comes from the US delegation, in view of the recent resolution of the House of Representatives of the US Congress, to take away the categorization of China as a developing country”, declared Ambassador Chowdhury.

In a World Bank Data Blog, Tariq Khokhar, Global Data Editor & Senior Data Scientist and Umar Serajuddin, Manager, Development Data Group, at the World Bank, point out that the IMF, in the “World Economic Outlook (WEO)” currently classify 37 countries as “Advanced Economies” and all others are considered “Emerging Market and Developing Economies” according to the WEO Statistical Annex.”

The institution notes that “this classification is not based on strict criteria, economic or otherwise” and that it’s done in order to “facilitate analysis by providing a reasonably meaningful method of organizing data.”

The United Nations has no formal definition of developing countries, but still uses the term for monitoring purposes and classifies as many as 159 countries as developing, the authors argue.

Under the UN’s current classification, all of Europe and Northern America along with Japan, Australia and New Zealand are classified as developed regions, and all other regions are developing.

The UN maintains a list of “Least Developed Countries” which are defined by accounting for GNI per capita as well as measures of human capital and economic vulnerability.

“While we can’t find the first instance of “developing world” being used, what it colloquially refers to — the group of countries that fare relatively and similarly poorly in social and economic measures — hasn’t been consistently or precisely defined, and this “definition” hasn’t been updated.”

“The World Bank has for many years referred to “low and middle income countries” as “developing countries” for convenience in publications, but even if this definition was reasonable in the past, it’s worth asking if it has remained so and if a more granular definition is warranted.”

In its legislation, the US House of Representatives says “not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate committees of Congress a report identifying all current treaty negotiations in which—

(a) Any international organization of which the United States and the People’s Republic of China are both current member states, the Secretary, in coordination with the heads of other Federal agencies and departments as needed, shall pursue—

(1) changing the status of the People’s Republic of China from developing country to upper middle income country, high income country, or developed country if a mechanism exists in such organization to make such a change in status;

(2) proposing the development of a mechanism described in paragraph (1) to change the status of the People’s Republic of China in such organization from developing country to developed country; or

(3) regardless of efforts made pursuant to paragraphs (1) and (2), working to ensure that the People’s Republic of China does not receive preferential treatment or assistance within the organization as a result of it having the status of a developing country.

(b) The President may waive the application of subsection (a) with respect to any international organization if the President notifies the appropriate committees of Congress, not later than 10 days before the date on which the waiver shall take effect, that such a waiver is in the national interests of the United States.

Speaking during the debate, Representative Young Kim (Republican of California) said: “The People’s Republic of China is the world’s second largest economy, accounting for 18.6 percent of the global economy.”

“Their economy is second only to that of the United States. The United States is treated as a developed country, so should PRC,” Kim said. “And is also treated as a high-income country in treaties and international organizations, so China should also be treated as a developed country.”

“However, the PRC is classified as a developing country, and they’re using this status to game the system and hurt countries that are truly in need,” she added.

Elaborating further, Ambassador Chowdhury said the World Bank, as a part of the Bretton Woods institutions, classifies the world’s economies into four groups, based on gross national income per capita: high, upper-middle, lower-middle, and low income countries.

In 2015, the World Bank declared that the “developing/developed world categorization” had become less relevant and that they will phase out the use of that descriptor.

Instead, their reports will present data aggregations for regions and income groups.

The World Trade Organisation (WTO) accepts any country’s claim of itself being “developing”.

He said certain countries that have become “developed” in the last 20 years by almost all economic metrics, still wants to be classified as “developing country”, as it entitles them to a preferential treatment at the WTO – countries such as Brunei, Kuwait, Qatar, Singapore, and the United Arab Emirates.

The term “Global South“, used by some as an alternative term to developing countries, began to be mentioned more widely since about 2004.

The Global South refers to these countries’ interconnected histories of colonialism, neo-imperialism, and differential economic and social change through which large inequalities in living standards, life expectancy, and access to resources are maintained.

“Most of humanity resides in the Global South,” declared Ambassador Chowdhury.

Israel of today as a Jewish and democratic state is a contradiction of terms and as such may possibly become transformed into a genuinely democratic Israel tomorrow with justice and equality for all.

In Israel today, citizens who are not Jewish are treated differently than those who are Jewish, who benefit from certain rights and privileges. In a national opinion poll, most Jewish Israelis, about 80 percent, say Jews should get preferential treatment in Israel. Also, nearly half of Jewish Israelis say that Arab Israelis should be expelled or transferred from Israel.

In addition, several years ago Israel passed the “nation-state law”, which among other things, states that the right to exercise national self-determination in Israel is unique to the Jewish people and also established Jewish settlement as a national value. While embraced by many Jewish Israelis, the nation-state law was considered apartheid by the country’s non-Jewish population, ostensibly making them second-class citizens.

In a democratic Israel, in contrast, all Israelis irrespective of their religious affiliation would have the same rights and privileges. In such a state, justice and equality would prevail across the entire country’s population, not just for a single dominant religious group.

A democratic Israel would be similar in many respects to Western liberal democracies such as the United States. In that democracy, all religious groups, including Jewish Americans, have the same rights, privileges and equality under the law.

Most Jewish Israelis, some 75 percent across the religious spectrum, continue to believe that Israel can be a Jewish state and a democracy. In contrast, non-Jewish Israelis, including the majorities of Muslims, Christians and Druze, generally do not believe Israel can be a Jewish state and a democracy at the same time; it’s simply viewed as inconsistent.

Further complicating political, legal and human rights matters for Israelis as well as Palestinians are the new government’s recent proposals for judicial reform, which would impact the independence of the Israeli Supreme Court.

Many Israelis have gone to the streets to protest the proposed reform. Objections to the reforms are being raised by former government officials, military officers, business investors and others. Foreign allies, especially officials, Jewish leaders and journalists in America, have also expressed concerns over the proposals. In addition, the majority of Israelis, about two-thirds, oppose the proposed judicial reform.

Turning to demographics, Israel’s population stood at 9.656 million at the end of 2022. The composition of the population was 74 percent Jewish, 21 percent Arab (largely Christian and Muslims) and 5 percent others (Figure 1).

In 1948 when Israel was established, the country’s proportion Jewish was 82 percent of its population of 806 thousand. By the 1960s the proportion Jewish reached a record high of nearly 90 percent. Since that high, the proportion Jewish in Israel has been steadily declining to its current level of 74 percent.

In addition to Israel’s changing demographics, the Jewish Israeli population has not been confined to its 1948 borders. Large numbers have expanded to settlements in East Jerusalem and the West Bank.

Israel’s Jewish settler population in the West Bank, for example, is now estimated at more than half a million. Many of the estimated 700 thousand Jewish Israelis now living in the West Bank and East Jerusalem are motivated by their religious mission to restore historic Israel to the Jewish people.

The Jewish settler population is continuing to increase rapidly in the West Bank, which is a top priority of ultranationalist parties who oppose Palestinian statehood.

The Israeli government has also pledged to legalize wildcat outposts and increase the approval and construction of settler homes in the West Bank.

In contrast, the United Nations Security Council and much of the international community of nations, including the United States, the European Union and the United Nations, continue to support the idea of an independent Palestinian state. However, the changing demographics in the West Bank have virtually eliminated the possibility of the two-state solution.

Without the two-state solution, Jewish Israelis face a major challenge affecting their majority status, namely the possibility of the one-state solution.

The one-state solution would involve the entire Israeli and Palestinian populations now living between the Mediterranean Sea and Jordan River. In such a population numbering approximately 15 million inhabitants, the Jewish population would become a ruling minority of approximately 47 percent, a fundamental change from the sizable Jewish majority of 74 percent in Israel today (Figure 2).

Even today the Israeli government is confronting human rights issues with its expansion throughout the occupied Palestinian territories. International, Israeli and Palestinian human rights organizations as well as independent observers have found Israeli authorities practicing apartheid and persecution in the occupied Palestinian territories.

According to those human rights organizations, Israeli government policy is to maintain the domination by Jewish Israelis over Palestinians as well as the abuses and discriminatory policies against Palestinians living in the occupied territories.

Israel rejects those accusations, saying it is a democracy and committed to international law and open to scrutiny. The government cites security concerns and protecting the lives of Israelis for its imposition of travel and related restrictions on Palestinians, whose violence in the past included suicide bombings of Israeli cities and deadly attacks against Israelis.

Many have come to the conclusion that given the policies of the current Israeli government, a political path for Israel and an independent Palestinian state to coexist peacefully is simply wishful thinking. For some the two-state solution is effectively dead and it is simply waiting for its formal funeral.

In addition, the human cost of the Israeli-Palestinian conflict has been high and is rising. So far in 2023, the conflict has resulted in the deaths of an estimated 63 Palestinians and 13 Israelis.

From 2008 to 2020 the numbers of killed and injured from the conflict among Israelis and Palestinian documented by the UN were 251 and 5,590 deaths, respectively, and 5,600 and 115,000 injuries, respectively. In brief, over that time period approximately 95 percent of those killed and injured due to the conflict were Palestinians (Figure 3).

It is evident that the Israeli government and many Israelis would like to continue the Jewish settler expansion in the West Bank. That expansion clearly has serious consequences for the resident Palestinian population and the Israelis as well as the prospects of an independent Palestinian state.

The demise of the two-state solution and the possible one-state solution also creates a major foreign and domestic dilemma for the United States, Israel’s major political, military and economic supporter and biggest ally.

Israel is the largest recipient of U.S. foreign assistance, estimated at more than 3 billion dollars annually and more than 150 billion dollars cumulatively. Also, America has vetoed scores of United Nations Security Council resolutions critical of Israel, including at least 53 since 1973.

Given America’s commitment to democratic values, freedom of religious beliefs and equality of citizenship, the White House, U.S. Senators, Congressional Representatives as well as the nation’s citizens will be faced with how to respond to the absence of a possible Palestinian state and Israel’s treatment of the Palestinians.

In the absence of the two-state solution, it will become increasingly difficult for the United States to continue its unwavering commitment and unequivocal support in light of Israeli policies and treatment of the Palestinians. Perhaps, consistent with its values and laws, America will decide to support the one-state solution with equality of all inhabitants, regardless of religious identities.

More importantly, in the absence of a truly independent Palestinian state, Israel may slowly come to embrace the one-state solution. Eventually then, especially given the unavoidable demographic realities strikingly visible on the ground, Israel may possibly come to realize that it’s time to transform the Israel of today into a truly democratic Israel of tomorrow with justice and equality for all.

The Venezuelan parliament, in the hands of the ruling party, is moving towards passing a law to control non-governmental organizations (NGOs) so that, in practice, they could not exist independently.

The new law “not only puts at risk the work of helping victims of human rights violations, but also all the humanitarian and social assistance work carried out by independent organizations,” Rafael Uzcátegui, coordinator of the human rights group Provea, one of the oldest and renowned NGOs in the country, told IPS.

Ali Daniels, a lawyer who is the director of the NGO Access to Justice, was also emphatic when he told IPS that the law “is contradictory and, by design, is made to be breached, since it is impossible to meet the 20 requirements and 12 sub-requirements that it imposes on civil society organizations.”

The bill, entitled the Law for the Control, Regularization, Action and Financing of Non-Governmental and Related Organizations, was approved without dissent at first reading as a whole in the single-chamber legislature on Jan. 24. It must now be debated article by article in order to be passed.

In the current legislature – which has 277 members, many more than the 165 provided for by the 1999 constitution – the ruling United Socialist Party of Venezuela (PSUV) and its allies hold 256 seats, and the rest are in the hands of groups that refused to take part in the boycott of the 2020 legislative elections called by the main opposition party.

The memorandum for the draft law states that it is inspired by a similar law passed in Bolivia in 2013, and highlights that NGOs “depend almost exclusively on ‘aid’ from Western governments, which generally goes to countries of geopolitical importance and is linked to an interventionist framework.”

Diosdado Cabello, the number two in the PSUV under President Nicolás Maduro and the president of the National Assembly, said that through NGOs opposition groups “conspire against the country. They are not non-governmental organizations. They do not depend on the Venezuelan state, but on the gringo (US) government; they are instruments of imperialism.”

The new law will “put an end to their easy life,” he said.

The PSUV not only has control over the executive and legislative branches, but also the judiciary, the electoral commission, the public prosecutor’s office, the comptroller’s office and the ombudsman’s office. In addition, it has staunch support from the armed forces.

The main opposition parties have been intervened by the judiciary, several of their leaders are in exile or disqualified from running for office, and press, radio and television outlets that provide anything but officially sanctioned news have practically been driven to extinction.

In addition, there are 270 political prisoners in the country (150 members of the military and 120 civilians), according to the daily registry kept by the human rights NGO Foro Penal.

In this context, different NGOs and the bishops of the Catholic Church stand out as critical and independent voices.

Nearly a month after the bill was approved in first reading, it has not yet been officially presented, and the text that was leaked from parliament is setting off alarm bells among civil society organizations.

More than 400 organizations, including several from abroad such as Amnesty International, Civil Rights Defenders, Transparency International, Poder Ciudadano of Argentina, Chile Transparente and the Center for Rights and Development of Peru, produced a document expressing their alarm and rejection of the draft law.

United Nations High Commissioner for Human Rights Volker Türk, who visited Caracas two days after the preliminary approval of the draft law, said that when he talked to the authorities “I reiterated the importance of guaranteeing the civic space, and I called for a broad consultative process on the law.”

 

Hands tied

NGOs complain that, first of all, the new law will declare illegal any existing non-profit association, organization or foundation that fails to adapt to the new provisions, even though this violates the principle of non-retroactivity.

In addition to entities defined as NGOs, the law will also apply to charitable or educational foundations, chambers or other business associations and even social clubs – in other words, any kind of civil association.

It creates a long list of requirements and requisites, including mandatory registration and constant renewals, “without setting a time limit or clear evaluation criteria, or providing any guarantee of due process in case of denial.”

Daniels also said the new law requires a sworn statement of assets from the members, representatives and workers of each NGO, together with detailed information on how they obtain and use funds.

In addition, the new law states that organizations must not only register, but also must obtain express authorization from the government, which could thus decide which ones can and cannot operate.

In the event that the authorities suspect any irregularity, it must open an investigation, and by doing so it can suspend operations of the organization, by means of a precautionary measure.

NGOs are generically prohibited from carrying out political activities, which makes it possible to accuse them in cases of defense of rights or criticism of the State.

The sanctions for failing to comply with requirements include fines of up to 12,000 dollars, “which in Venezuela’s current crisis no NGO can comply with without closing down,” Daniels said. Criminal action can also be taken against the organizations.

Carlos Ayala Corao, former chair of the Inter-American Commission on Human Rights, said the new law “violates the national and international legal system, and seeks to control society.”

 

Why now?

According to Uzcátegui, the law is the result of a years-long government policy of confronting NGOs, “in first place because we have been effective in attracting the attention of international mechanisms for the protection of human rights.”

“An investigation by the International Criminal Court, unprecedented in this continent, has been launched into possible crimes against humanity (by Venezuelan authorities), a major blow to Maduro’s international image,” Uzcátegui said.

The ICC is carrying out a preliminary investigation into accusations against the president and other political and military leaders, after complaints brought by families of their alleged responsibility in the death of demonstrators in protests, of opponents or military dissidents in interrogations, torture and other crimes.

Venezuela experienced massive protests, some bloodily repressed, in 2014, 2017 and 2019, and so far in 2023 there have been dozens of demonstrations by public sector workers and pensioners, since the minimum wage and millions of pensions are equivalent to less than six dollars a month.

The head of Provea added that so far this year there have been dozens of workers’ protests against low wages and tiny pensions, “and the authorities are trying to curb this scenario of conflict with the actors of democratic society.”

He also said the new law could be another chess piece in the intermittent negotiations between the government and the opposition, “as are the political prisoners,” ahead of the 2024 presidential elections.

 

The consequences

If the law is passed, “it will prevent the work of critical voices, of support for victims of rights violations, but the most terrible consequences will not be experienced by the organizations but by the people who are the beneficiaries of our activities,” Uzcátegui stressed.

Daniels said the draft law does not cover companies such as banks, for example, but it does cover their chambers, which are civil associations, or the entities that run schools or soup kitchens, many of them in the neediest areas, and which have registered and act as foundations.

“This is the case of the community soup kitchens run by Caritas (a Catholic organization), or free medicine banks run by the NGOs Convite and Acción Solidaria, or the network of community schools run by Fe y Alegría (created by the Catholic Jesuit order),” Uzcátegui added.

Consequences at an international level are also likely, given that most NGOs turn to international donors to finance their activities, and because various international entities do not act directly in the country but do so through NGOs that have become their local partners.

It will also influence the regional political game by following the path taken by Nicaragua, which has outlawed thousands of organizations, and “we are alerting neighboring countries that the crisis in Venezuela will expand and with it emigration, including activists from NGOs seeking refuge,” said Uzcátegui.

During Maduro’s 10 years in the presidency, marked by an acute economic crisis, with a drop of up to 80 percent of GDP and prolonged hyperinflation, more than seven million Venezuelans – almost a quarter of the population – have left the country, mainly to neighboring nations.

More than 90 organizations presented a letter to Colombian President Gustavo Petro, asking him to intervene by making an effort to get the law dismissed and to help persuade the government not to undermine free association as a human right.

Uzcátegui says final approval of the draft law will drive the United States and Europe to impose harsher sanctions on Venezuela.

Thus, “the hardships of the populace and the conflict will increase, when what we Venezuelans need are spaces for dialogue and understanding,” argued the head of Provea.

An African proverb notes that “when two elephants fight, it is the grass underneath that suffers”. Many states in the global south are, therefore, seeking to avoid getting caught in the middle of any future battles between the US and China. Instead, they are calling for a renewal of the concept of non-alignment. This was an approach employed in the 1950s by newly independent countries to balance between the two ideological power blocs of east and west during the era of the Cold War 

The new non-alignment stance is based on a perceived need to maintain southern sovereignty, pursue socio-economic development, and benefit from powerful external partners without having to choose sides. It also comes from historical grievances during the era of slavery, colonialism and Cold War interventionism.

These grievances include unilateral American military interventions in Grenada (1983), Panama (1989) and Iraq (2003) as well as support by the US and France for autocracies in countries like Egypt, Morocco, Chad and Saudi Arabia, when it suits their interests.

Many southern governments are particularly irked by America’s Manichaean division of the world into “good” democracies and “bad” autocracies. More recently, countries in the global south have highlighted north-south trade disputes and western hoarding of COVID-19 vaccines as reinforcing the unequal international system of “global apartheid”.

A return of non-alignment was evident at the March 2022 UN General Assembly special session on Ukraine. Fifty-two governments from the global south did not support western sanctions against Russia. This, despite Russia’s clear violation of Ukraine’s sovereignty, which southern states have historically condemned.

A month later, 82 southern states refused to back western efforts to suspend Russia from the UN Human Rights Council.

These included powerful southern states such as India, Indonesia, South Africa, Ethiopia, Brazil, Argentina and Mexico.

 

The origins of non-alignment

In 1955, a conference was held in the Indonesian city of Bandung to regain the sovereignty of Africa and Asia from western imperial rule. The summit also sought to foster global peace, promote economic and cultural cooperation, and end racial domination. Governments attending were urged to abstain from collective defence arrangements with great powers.

Six years later, in 1961, the 120-strong Non-Aligned Movement emerged. Members were required to shun military alliances such as NATO and the Warsaw Pact, as well as bilateral security treaties with great powers.

Non-alignment advocated “positive” – not passive – neutrality. States were encouraged to contribute actively to strengthening and reforming institutions such as the UN and the World Bank.

India’s patrician prime minister, Jawaharlal Nehru, is widely regarded to have been the intellectual “father of non-alignment”. He regarded the concept as an insurance policy against world domination by either superpower bloc or China. He also advocated nuclear disarmament.

Indonesia’s military strongman, Suharto, championed non-alignment through “regional resilience”. South-east Asian states were urged to seek autonomy and prevent external powers from intervening in the region.

Egypt’s charismatic prophet of Arab unity, Gamal Abdel Nasser, strongly backed the use of force in conducting wars of liberation in Algeria and southern Africa, buying arms and receiving aid from both east and west.
For his part, Ghana’s prophet of African unity, Kwame Nkrumah, promoted the idea of an African High Command as a common army to ward off external intervention and support Africa’s liberation.

The Non-Aligned Movement, however, suffered from the problems of trying to maintain cohesion among a large, diverse group. Many countries were clearly aligned to one or other power bloc.

By the early 1980s, the group had switched its focus from east-west geo-politics to north–south geo-economics. The Non-Aligned Movement started advocating a “new international economic order”. This envisaged technology and resources being transferred from the rich north to the global south in order to promote industrialisation.

The north, however, simply refused to support these efforts.

 

Latin America and south-east Asia

Most of the recent thinking and debates on non-alignment have occurred in Latin America and south-east Asia.

Most Latin American countries have refused to align with any major power. They have also ignored Washington’s warnings to avoid doing business with China. Many have embraced Chinese infrastructure, 5G technology and digital connectivity.

Bolivia, Cuba, El Salvador, Nicaragua, and Venezuela refused to condemn Russia’s invasion of Ukraine. Many of the region’s states declined western requests to impose sanctions on Moscow. The return of Luiz Inácio Lula da Silva as president of Brazil – the largest and wealthiest country in the region – heralds the “second coming” (following his first presidency between 2003 and 2011) of a champion of global south solidarity.

For its part, the Association of Southeast Asian Nations (ASEAN) has shown that non-alignment has as much to do with geography as strategy. Singapore sanctioned Russia over the invasion of Ukraine. Indonesia condemned the intervention but rejected sanctions. Myanmar backed the invasion while Laos and Vietnam refused to condemn Moscow’s aggression.

Many ASEAN states have historically championed “declaratory non-alignment”. They have used the concept largely rhetorically while, in reality, practising a promiscuous “multi-alignment”. Singapore and the Philippines forged close military ties with the US; Myanmar with India; Vietnam with Russia, India, and the US; and Malaysia with Britain, Australia, and New Zealand.

This is also a region in which states simultaneously embrace and fear Chinese economic assistance and military cooperation. This, while seeking to avoid any external powers dominating the region or forming exclusionary military alliances.

Strong African voices are largely absent from these non-alignment debates, and are urgently needed.

 

Pursuing non-alignment in Africa

Africa is the world’s most insecure continent, hosting 84% of UN peacekeepers. This points to a need for a cohesive southern bloc that can produce a self-sustaining security system – Pax Africana – while promoting socio-economic development.

Uganda aims to champion this approach when it takes over the three-year rotating chair of the Non-Aligned Movement in December 2023. Strengthening the organisation into a more cohesive bloc, while fostering unity within the global south, is a major goal of its tenure.

Uganda has strong potential allies. For example, South Africa has championed “strategic non-alignment” in the Ukraine conflict, advocating a UN-negotiated solution, while refusing to sanction its BRICS ally, Russia. It has also relentlessly courted its largest bilateral trading partner, China, whose Belt and Road Initiative and BRICS bank are building infrastructure across the global south.

Beijing is Africa’s largest trading partner at US$254 billion, and builds a third of the continent’s infrastructure.

If a new non-alignment is to be achieved in Africa, the foreign military bases of the US, France and China – and the Russian military presence – must, however, be dismantled.

At the same time the continent should continue to support the UN-led rules-based international order, condemning unilateral interventions in both Ukraine and Iraq. Pax Africana would best be served by:

  • building local security capacity in close cooperation with the UN;
  • promoting effective regional integration; and
  • fencing off the continent from meddling external powers, while continuing to welcome trade and investment from both east and west.The Conversation

The G20 India Presidency is marked by unprecedented geopolitical, environmental, and economic crises. Rising inflation threatens to erase decades of economic development and push more people into poverty. Violent extremism is also on the rise as a result of increasing global inequality, and the rule of law is in decline everywhere. All of these challenges impact the G20’s goal of realizing a faster and more equitable post-pandemic economic recovery.

But as India prioritizes its agenda for 2023, it is corruption that is at the heart of all of these other problems- and which poses the greatest threat to worldwide peace and prosperity.

 

An Idea Whose Time Has Come

Although the G20 has repeatedly committed to the Financial Action Task Force's (FATF) anti-money laundering standards, member countries have been slow to implement policy reforms

When global leaders meet during the G20 Indian Presidency , they must prioritize and build on this progress, rather than make new commitments around these issues that they then fail to implement.

According to the UN, an estimated 2-5% of global GDP, or up to $2 trillion, is laundered annually. Although the G20 has repeatedly committed to the Financial Action Task Force’s (FATF) anti-money laundering standards, member countries have been slow to implement policy reforms. In the wake of the Russian invasion of Ukraine and ineffective economic sanctions against Russian oligarchs, governments have started reexamining existing policy and institutional gaps, especially recognizing the role of Designated Non-Financial Businesses and Professions (DNFBPs), also known as “gatekeepers.”

G20 member countries are responding to concerns and criticisms from their national counterparts regarding failures to adopt FATF recommendations and clamp down on “dirty money.” Grappling with the need to be able to prosecute money-laundering cases and recover billions of dollars worth of frozen assets, they are also amending national laws to be able to do so.

Lack of beneficial ownership transparency is also aiding the flow of laundered money globally. The G20 recognizes beneficial ownership data as an effective instrument to fight financial crime and “protect the integrity and transparency of the global financial system.”

The Russian invasion helped drive home this message, especially among countries that are popular destinations for those buying luxury goods and assets. FATF’s amendment of its beneficial ownership recommendations in early 2022 was timely. Member countries are also introducing new reporting rules, and fast-tracking policies and processes to set up beneficial ownership registers. While there are still gaps in the proposed policies – as identified here– these are important first steps.

Similarly, the transition to renewable energy, initially raised as an environmental issue and then as a national security concern is increasingly gaining attention from a resource governance perspective. Given the scale of the potential investment, there is a need to tackle corruption in the energy sector to avoid potential pitfalls resulting from a lack of open and accountable systems as we transition to a net zero economy.

The cross-cutting nature of the industry means a wide range of issues– from procurement and conflict of interest in the public sector to beneficial ownership transparency- need to be considered. The global energy crisis and the Indonesian Presidency’s prioritization of the issue have helped build momentum around corruption in the renewable energy transition, and this focus must continue.

 

Calling on India

Corruption-related issues identified here are transnational in nature and have global implications, including for India. For instance, with money laundering cases rising in India, it cannot afford to regard it as a problem limited to safe havens like the UK or the US. The same is true for the lack of beneficial ownership transparency or corruption in the renewable energy transition, which fuels illicit financial networks in India and beyond, and which often transcend national borders.

Finally, corruption has a disproportionate impact on the global poor. Almost 10% of the global population lives in extreme poverty, many of whom live in countries such as India. The G20, under the Indian Presidency, provides a unique opportunity to ensure the voices of the most vulnerable are heard at the global level. By prioritizing the anti-corruption agenda and building on past priority issues and commitments, the Indian government can lead efforts to bridge the North-South divide.

Denial at the top of the Democratic Party about Joe Biden’s shaky footing for a re-election run in 2024 became more untenable over the weekend. As the New York Times reported, investigators “seized more than a half-dozen documents, some of them classified, at President Biden’s residence” in Delaware.

The newspaper noted that “the remarkable search of a sitting president’s home by federal agents — at the invitation of Mr. Biden’s lawyers — dramatically escalated the legal and political situation for the president.”

Donald Trump’s obstructive refusal to cooperate with the federal investigation into the far more numerous classified documents in his possession stands in sharp contrast with Biden’s apparently full cooperation with the Justice Department. Yet Biden now faces a documents scandal that’s sure to fester for quite a while — the average length of special counsel investigations has been upwards of 900 days — and the impacts on his plans to seek re-election are unclear.

Meanwhile, here’s an assumption so routine that it passes as self-evident among power brokers and corporate-media journalists: Democratic voters are presumed to be mere spectators awaiting Biden’s decision on whether to seek a second term.

Hidden in plain sight is a logical question that remains virtually off-limits to raise in standard political discourse: Why not ask them?

What a concept. Biden could actually seek guidance from the Democratic base — the people who regularly turn out to vote for the party’s candidates, give millions of small-dollar donations and do priceless volunteer work in support of campaigns to defeat Republicans.

Biden’s decision on whether to run again should be seen as much more than just a matter of personal prerogative. Rather than treating it as such, Biden could put party and country first by recognizing that the essential Democratic task of defeating the Republican ticket in 2024 will require widespread enthusiasm from grassroots Democrats.

Biden would be boosting the chances of beating the GOP by including those Democrats in the decision-making process as he weighs whether to officially declare his candidacy.

But there’s one overarching reason why the Biden White House has no interest in any such idea. The president doesn’t want to ask the question of loyal Democratic voters because he probably wouldn’t like the answer. His stance is clear: It’s my party and I’ll run if I want to.

A glimmer of that attitude showed through during a news conference shortly after the midterm election. Noting that “two-thirds of Americans in exit polls say that they don’t think you should run for re-election,” a reporter asked: “What is your message to them?” Biden’s reply: “Watch me.”

Later, CNN and CNBC polls found that nearly 60 percent of Democrats didn’t want Biden to run again. Yet from all indications, he still intends to do just that.

Defying the wishes of most of the party’s voters could be spun as leadership, but a more fitting word is hubris. Whatever the characterization, it runs a serious risk of self-defeat.

For instance, only wishful thinking leads to a belief that the Democratic presidential nominee next year can win without a strong turnout from those who represent the party’s bedrock base and its future — the young.

Biden’s “watch me” attitude is especially out of whack in relation to youthful Democratic voters. A New York Times poll last summer found that a stunning 94 percent of them under age 30 said they didn’t want Biden to be the party’s nominee.

Such a disconnect spells trouble if Biden does run. Too many young people might heed the “watch me” attitude by declining to volunteer or vote for Biden before he goes down to defeat.

In normal times, a president’s renomination has been his for the taking. But in this case, when most of the party’s supporters don’t want him to run, exercising raw intra-party leverage to get nominated would indicate a high degree of political narcissism. It’s hardly a good look or an auspicious path.

If he runs in 2024, Joe Biden would be the foremost symbol of the status quo — not a good position to be in when faux populism will predictably be the name of the Republican game.

In a poll last November, only 21 percent of registered voters told Hart Research that the country was “headed in the right direction” while 72 percent said it was “off on the wrong track.”

For the president, gaining the Democratic nomination next year would likely be much easier than winning the White House for a second time. If Biden is content to become the party’s nominee again while ignoring the majority of Democrats who don’t want him to run, he’ll be boosting the chances that a Republican will get to work in the Oval Office two years from now.

To prevent such a catastrophe, grassroots Democrats will need to directly challenge the party elites who seem willing to whistle past the probable graveyard of Biden’s second-term hopes.

The multilateral system, even in the face of heightened geopolitical tension and big power rivalry, remains the uniquely inclusive vehicle for managing mutual interdependencies in ways that enhance national and global welfare. The complex challenges of a global pandemic, climate emergency, inequality and the risk of nuclear conflict cannot be dealt with by one country or one region alone. Coordinated collective action is required.

Without coordinated and timely collective global action in recent years to respond to the COVID-19 pandemic, global suffering would have been far greater.

Initiatives such as COVAX and the UN’s socio-economic response to COVID-19 not only helped mitigate the public health emergency, but also help decision-makers look beyond recovery towards 2030, managing complexity and uncertainty.

The devastating war in Ukraine has been a colossal blow to multilateral efforts by the international community to maintain peace and prevent major wars. However, multilateral cooperation cannot be declared obsolete – it is crucial in efforts to put human dignity and planetary health at the heart of cross-border cooperation.

The recent Black Sea Grain Initiative agreement represents a key testament to the value of multilateral cooperation working even in the most difficult circumstances, ensuring the protection of those that are most vulnerable to global shocks.

Without this agreement, global food prices would have risen even further, and vulnerable countries pushed further into hunger and political unrest.

The multilateral system is faced with the ostensible imbalance in matching humanitarian and development needs with Official Development Assistance (ODA) commitments. Despite some donors’ efforts to maintain – and even increase – their ODA commitments, others are faced with increasing politicization of aid – and it is part of the political calculus.

With the war in Ukraine still raging, there is real possibility that several donors will tap into ODA budget to cover the partial or entire cost of hosting Ukrainian refugees and rebuilding the devastated Ukrainian infrastructure and economy.

The UN system, a core part of the rule-based international order, is funded dominantly by voluntary earmarked contributions. Ultimately, this gives donor countries influence over the objectives of global public good creation.

Funding patterns tend to be unpredictable, making it hard to strategize and plan for the long term. Although earmarked funding allows the system to deliver solutions to specific issues with scale, the system’s lack of quality funding support risks eroding its multilateral character, strategic independence, universal presence, and development effectiveness.

The recently launched report by the Dag Hammarskjöld Foundation and the UN’s Multi-Partner Trust Fund Office showed that more than 70 percent of funding to the UN development system is earmarked, compared to 24 percent for the World Bank Group and IMF, and only 3 percent for the EU.

As the world faces daunting development finance prospects in 2022-2023, investments should focus on protecting a strong and effective multilateral system; the system that remains trusted by countries and partners for its reliable delivery of services.

It has also proven to complement bilateral, south-south and other forms of cooperation – beyond the traditional development narrative. An ODI study showed that the multilateral channel, when compared with bilateral channel, remains less-politicized, more demand-driven, more selective in terms of poverty criteria and a good conduit for global public goods.

Notwithstanding the institutional and bureaucratic challenges that the multilateral system faces, which must be addressed head-on, a retreat from a shared system of rules and norms that has served the world for seven decades is the wrong response.

Those of us in the multilateral system, especially in the UN development system, must recognize the difficult work that lies ahead. We must continue to demonstrate that each tax dollar is spent judiciously and show traceable results, while upholding the highest standards set out in the UN charter.

Improved transparency on how and where we spend the funds entrusted to us by our key partners and the IATI standard have long been adopted as key requirement outlined in the funding compact.

The Multilateral Organisation Performance Assessment Network and other donor assessments have recognized the systems’ value for money and confirmed that partnerships with other UN entities improve programmes and effectively integrates multiple sources of expertise.

Of course, the system must continue to build on successes and lessons to prove to our partners that we remain worthy of their trust and drive our collective agenda.

However, the true value of multilateral cooperation can only be fully realized with strong political commitment by partners matched with the necessary financial investment.

 President Biden and leaders of 49 invited African countries and the African Union met in Washington last month for the U.S.-Africa Leaders Summit — a meeting that all parties hope will launch a strengthened partnership to deliver benefits for the peoples of both the U.S. and Africa.  

A strong Africa working in partnership with the U.S. is an important and all too often overlooked element of a robust U.S. geopolitical strategy. But to achieve this strong partnership, the U.S. administration will need to demonstrate that it is interested in Africa because the continent itself matters, not merely to address other U.S. international objectives.

What might Africa look like 20 years from now? A real possibility is a 2.4 billion-person continent with significantly diminished poverty and a large and growing middle class that can provide a vibrant economic partner for the U.S.

Unfortunately, there is skepticism within Africa, founded in historical precedent, as to U.S. intentions. For many years, as European powers withdrew from Africa following the decolonization of the continent, the U.S. and Soviet Union stepped in seeking to install “friendly” regimes.

Africa was an area of interest more because of its importance to the U.S./Soviet Union Cold War than on its own merits. The result was often misguided policies focused on political alignment rather than promoting improvements on the continent. As the Cold War waned, arguably so did some of the U.S. interest in Africa.

2008 saw the election of an American president of African descent, Barack Obama, generating excitement across the continent. In 2014, President Obama convened the inaugural U.S.-Africa Leaders Summit, the largest gathering at that time of U.S. and African leaders.

Unfortunately, there followed a general sense of disappointment as the summit failed to translate into strong action. Interestingly, the U.S. president at times most often praised for his support to Africa is President George W. Bush, who launched PEPFAR, the large-scale effort to fight AIDS focused on Africa that is also considered by some historians to be his greatest achievement.   

Last month’s summit took place on a complex international and geopolitical backdrop for the U.S., marked by the growing competition with an emerging China and, more recently, Russia’s invasion of Ukraine. For some American commentators, the summit provided an opportunity to draw Africa closer to the U.S. in countering these challenges following a period of inactivity.

But Africa’s leaders have signaled that they don’t want to be viewed as mere tools for other geopolitical dynamics — including tensions with China and Russia — they want their concerns addressed on their merits. And the Biden administration was careful to not present last month’s summit as China/Russia-oriented. As explained by a CNN commentator: “In previewing this … [U.S./Africa] summit, American officials have been careful to avoid framing Africa as a pawn in a larger geopolitical strategy.”

This represents a wise strategy, especially as Africa has grown substantially both economically and politically over the last several decades and is poised for further growth. The GDP of Sub-Saharan Africa has grown five-fold from $400 billion 20 years ago to nearly $2 trillion today, and Africa’s total GDP now reaches nearly $3 trillion when North Africa is included. Similarly, a Brookings report estimates that the middle class of Sub-Saharan Africa will grow from 114 million in 2015 to 212 million in 2030. It is also the region where the largest growth in population is expected going forward: by 2050, an estimated quarter of the world’s people will be African.

African leaders themselves are not oblivious to the growing strategic importance of their own countries. Rich in agriculture, mineral and energy resources, and with a growing diaspora that funneled over $83 billion in remittances back to Africa in 2020 (far more than the $65 billion the continent received in official development assistance that same year), Africa has become an attractive destination for the astute investor. 

Newly empowered by the growth potential of their countries, many African leaders are demanding a stronger voice and greater respect internationally — and they’re getting it from China whose presence in Africa is ubiquitous. Similarly, Japan is re-asserting its engagement with Africa.

Last month’s U.S.-Africa Leaders Summit is a welcome effort in this context and there is much room for strengthening ties. For example, Africa accounts for only 1 percent of U.S. foreign trade, most of which is in petroleum imports from two countries. But African governments, for their part, will need to demonstrate their openness to advancing inclusive growth and political rights domestically.

Just as Asia has dominated the growth story of the last 50 years, will Africa be the emerging engine of growth for the next 50? This is something that analysts are contemplating. The recent analysis of the continent by the International Energy Agency posits a possible high growth “Africa Case” scenario in which the continent is able to exploit effectively its potential. 

Arguably, the U.S. and other advanced economies were caught off-guard by the rapid economic growth that took place in Asia. They were slow to anticipate it, recognize it and integrate its implications into their strategies. This is not to predict when it comes to Africa that it will inevitably replicate what Asia has done; however, the reality is: “maybe, who knows?” That’s a potential outcome that the U.S. should prepare for, and even nurture. 

What might Africa look like 20 years from now? A real possibility is a 2.4 billion-person continent with significantly diminished poverty and a large and growing middle class that can provide a vibrant economic partner for the U.S. To achieve this, a strong partnership between the U.S. and Africa is key and in the interest of both their peoples.

With 2023 underway, Democrats in office are still dodging the key fact that most of their party’s voters don’t want President Biden to run for re-election. Among prominent Democratic politicians, deference is routine while genuine enthusiasm is sparse.

Many of the endorsements sound rote. Late last month, retiring senator Patrick Leahy of Vermont came up with this gem: “I want him to do whatever he wants. If he does, I’ll support him.”

Joe Biden keeps saying he intends to be the Democratic nominee in 2024. Whether he will be is an open question — and progressives should strive to answer it with a firm No.

The next presidential election will be exceedingly grim if all the Democratic Party can offer as an alternative to the neofascist Republican Party is an incumbent who has so often served corporate power and consistently serves the military-industrial complex.

The Biden administration has taken some significant antitrust steps to limit rampant monopolization. But overall realities are continuing to widen vast economic inequalities that are grist for the spinning mill of pseudo-populist GOP demagogues.

Meanwhile, President Biden rarely conveys a sense of urgency or fervent discontent with present-day social conditions. Instead, he routinely comes off as “status-quo Joe.”

For the future well-being of so many millions of people, and for the electoral prospects of the Democratic Party in 2024, representing the status quo invites cascading disasters. A few months ago, Bernie Sanders summed up this way:

“The most important economic and political issues facing this country are the extraordinary levels of income and wealth inequality, the rapidly growing concentration of ownership, the long-term decline of the American middle class and the evolution of this country into oligarchy.”

Interviewed days ago, Sanders said: “It pains me very, very much that we’re seeing more and more working-class people voting Republican. Politically, that is a disaster, and Democrats have to recognize that serious problem and address it.”

But President Biden doesn’t seem to recognize the serious problem, and he fails to address it.

During the last two years, domestic policy possibilities have been curbed by Biden’s frequent and notable refusals to use the power of the presidency for progress. He did not issue many of the potential executive orders that could have moved the country forward despite Senate logjams.

At the same time, “bully pulpit” advocacy for workers’ rights, voter rights, economic justice, climate action and much more has been muted or nonexistent.

Biden seems unable or unwilling to articulate a social-justice approach to such issues. As for the continuing upward spike in Pentagon largesse while giving human needs short shrift, Biden was full of praise for the record-breaking, beyond-bloated $858 billion military spending bill that he signed in late December.

While corporate media’s reporters and pundits are much more inclined to critique his age than his policies, what makes Biden most problematic for so many voters is his antiquated political approach.

Running for a second term would inevitably cast Biden as a defender of current conditions — in an era when personifying current conditions is a heavy albatross that weighs against electoral success.

A Hart Research poll of registered voters in November found that only 21 percent said the country was “headed in the right direction” while 72 percent said it was “off on the wrong track.”

As the preeminent symbol of the way things are, Biden is all set to be a vulnerable standard-bearer in a country where nearly three-quarters of the electorate say they don’t like the nation’s current path.

But for now’ anyway, no progressive Democrat in Congress is willing to get into major trouble with the Biden White House by saying he shouldn’t run, let alone by indicating a willingness to challenge him in the early 2024 primaries.

Meanwhile, one recent poll after another showed that nearly 60 percent of Democrats don’t want Biden to run again. A New York Times poll last summer found that a stunning 94 percent of Democrats under 30 years old would prefer a different nominee.

Although leaning favorably toward Biden overall, mass-media coverage has occasionally supplied the kind of candor that Democratic officeholders have refused to provide on the record. “The party’s relief over holding the Senate and minimizing House losses in the midterms has gradually given way to collective angst about what it means if Biden runs again,” NBC News reported days before Christmas.

Conformist support from elected Democrats for another Biden campaign reflects a shortage of authentic representation on Capitol Hill. The gap is gaping, for instance, between leaders of the Congressional Progressive Caucus and the constituency — the progressive base — they claim to represent. In late November, CPC chair Pramila Jayapal highlighted the gap when she went out of her way to proclaim that “I believe he should run for another term and finish this agenda we laid out.”

Is such leadership representing progressives to the establishment or the other way around?

The reform of the Security Council, the most powerful body at the United Nations, has remained a never-ending political saga.

According to the President of the General Assembly, Csaba Kőrösi of Hungary, 43 years have passed since the question of Security Council reform first appeared on the UN agenda.

“It has been 17 years since world leaders expressed their support for the so-called “early reform” of the Council, calling it an essential element of the overall effort to reform the United Nations”.

“And it has been 13 years since the General Assembly launched an intergovernmental negotiations (IGN) process”, he added.

But a lingering question remains?

Will reforms be ever achieved in the lifespan of the United Nations, which has made significant contributions as a humanitarian relief organization but remains deadlocked as a political body, outliving its usefulness?

After more than four decades, the reform process has been at a virtual standstill –or perhaps moving at the combined pace of a paralytic snail and a limping tortoise.

Pointing out the deadlock, Kőrös said there are groups of Member States who are very much for the expansion of the permanent and non-permanent membership. There are others who favour expansion only—of non-permanent memberships.

And then, there are countries that favour the preservation of existing veto rights, while others would like to abolish all veto rights.

There are also countries supporting the expansion of non-permanent memberships with similar veto rights or reformed veto rights compared with the one today, he pointed out.

“It would be intellectually very easy to suggest a solution but it’s not my role. I cannot step out of my role, So, it will be the responsibility of Member States to iron out a compromise”

“As we stand, compromises are not on the horizon,” he declared.

Stephen Zunes, Professor of Politics, University of San Francisco, who has written extensively on the politics of the Security Council, told IPS given that the veto-wielding members of the Security Council have a strong stake in maintaining the status quo, it is hard to imagine that these latest efforts at reform will be any more successful than previous attempts.

This can only hurt the credibility of the United Nations, whose enforcement mechanisms will continue to be trapped in a 1945 worldview, he noted.

“It was the Soviets who primarily abused their veto power during the first quarter century of the United Nations. During the next four decades, it was the United States which emerged most frequently as the lone dissenting vote blocking scores of otherwise unanimous Security Council resolutions”.

During the past decade, he pointed out, it has been Putin’s Russia which has emerged as the greatest obstacle to unity.

In almost every case, the negative consequences of vetoes by Washington and Moscow have most seriously impacted not each other, but peoples of the Global South.

“It is a travesty that while only 16% of the world’s population is white, 80% of the permanent seats in the Security Council are held by majority white countries,” said Zunes.

Currently, the 15-member Security Council is composed of five permanent members (P5)– the US, UK, Russia China and France, armed with veto powers, along with 10 non-permanent members, without veto powers, elected for two years, on the basis of geographical rotation.

Meanwhile, the contenders for permanent seats include India, Japan, Germany and Brazil– with or without vetoes.

Africa seeks two seats, and the countries staking their claims include Nigeria, South Africa and Egypt. But the 55-member African Union is now seeking a seat of its own. Last week, Algeria made a case for a permanent seat on behalf of North Africa.

David M. Malone, Rector of the United Nations University and Under-Secretary-General of the United Nations, told IPS: “I fear Security Council reform involving permanent seats– rather than working methods, and perhaps some variations on elected seats, with some of these perhaps becoming semi-permanent with or without vetoes– is likely to be blocked for as long as the UN is around, not least precisely because the world has changed so much that each of the P-5, with the possible exception of China, has something to lose, if even modest reform on composition occurs”.

Adding more vetoes is likely to make the Council even less effective than it is now, and likely slower, he pointed out.

“The reason I put my comment this way is that each of the P-5 has its own reasons for not wanting further competition in terms of power within the Council”, he said.

France may fear the emergence of the idea of an European Union (EU) seat, if the debate gets serious. For the UK, more permanent seats would simply devalue its own, which is a rare jewel (at least in terms of self-image) in the crown after BREXIT.

The US already finds it very hard to get its own way, said Malone, a former Permanent Representative of Canada to the United Nations.

Nobody wants more Russias, particularly at the moment. And China, while formally supporting more permanent seats for countries of the Global South has, noticeably, done nothing concrete to help make this happen.

“The circumstances generating a new multilateral dispensation representing the global community in the sphere of security are likely to arise only after a global catastrophe, just like the UN’s creation was an outcome of World War II”.

And who really wants another World War II type disruption of the current global order, even recognizing the gross equity deficit in the Security Council’s current disposition?
he asked.

“As I’ve observed (and, for my country, at times, on and off played a role relative to) the Council for slightly more than thirty years, I’ve come to think of the Security Council reform issue (as it pertains to composition, rather than to, say, working methods) as a parlour game greatly enjoyed by delegates and observers of the UN.”

They so enjoy it because they know the score is bound to be a nil-one in the final reel.

So, the debate is gratis and gratuitous, however good the intentions of a number of delegations may be, said Malone author of The UN Security Council in the 21st Century (as co-editor; 2015, Lynne Rienner Publishers) and the second edition of Law and Practice of the United Nations (co-authored graduate textbook; 2016; Oxford University Press).

Martin S. Edwards, Professor and Chair, School of Diplomacy and International Relations at Seton Hall University in South Orange, New Jersey, told IPS since President Biden opened the door on this, it makes every bit of sense to rise to the moment.

“But it also means that the window here is narrow, as he will soon have to focus on reelection. And we know that the UN is not going to be a focus in a Republican administration. So, the time for serious dealing is now.”

Recognizing US domestic constraints is important for a second reason as well. What many do not understand is that for the P5, these proposals require ratification, he said.

For the US, that’s a 2/3 vote in a polarized Senate. It is difficult for me to imagine circumstances that would cause Republican Senators to give President Biden a win. And delay on the part of countries will again cause that window to close, Edwards noted.

Many countries are seeking the perfect at the expense of the good. For example, if the issue is representation, then is pursuing a veto really needed?

“Countries have spent several years trying to delegitimize the veto, so it makes little sense to ask for it. Rhetorically, no one wants to propose anything less, and this also makes it difficult to find a deal: you either have a veto or you don’t”.

Some of these proposals are clearly self-serving, said Edwards.

By itself that’s not a bad thing, but since the goal of the African countries was to develop a common negotiating position – the Ezulwini Consensus – it would be a shame for African countries to try to break it.

“To me, there are two questions about that consensus, which is two permanent seats and two elected seats for Africa. Can Africa live with less? And then what does the rest of the SC look like?”

The P5 countries were accorded veto power because of their status as both great powers and the victors in World War II. They continue to exercise that power even though they do not represent the changing global demographic composition or realities of current geopolitical power.

Moreover, whereas the Council was bestowed with the powers to maintain peace and international security with enforceable mechanisms, it has generally failed to reach consensus on enforcing some of its own resolutions, declared Edwards.

The UN Charter mandates the Security Council to maintain international peace, but wars rage on and nations arm themselves with ever more lethal weapons. No wonder that the Council’s critics are so many and calls for its reform so urgent.

On December 11, 1992, with post-Cold War optimism, the UN General Assembly voted to gather comments from member states on Council reform. Eighty governments made submissions, many sharply critical.

In the thirty years since, there have been endless meetings and initiatives. Year after year, governments, scholars, NGOs, and citizen movements have advanced proposals for Council renovation. In all that time, little progress has been made.

The Council’s five Permanent Members (the P-5) are the heart of the problem. Armed with vetoes, never-ending Council membership, and many other special privileges, they perpetuate their power, protect their global interests and shield their incessant war making.

They shape international law to suit themselves. The United States, the global giant, has by far the most dominant role in the Council. But it is adverse to following the rules itself and rarely inclined towards peaceful conflict solutions. Many ask: should the foxes guard the global chicken coop?

Various powers outside the P-5 want to be elevated to the highest rank. Brazil, India, Japan and Germany have long announced that they want to join the Permanent club. They argue that they would bring fresh ideas to better “represent” world regions and promote world peace.

Nigeria, South Africa and Egypt want to belong to the exclusive club too, bringing (they say) an African voice. But (to use an African metaphor) would these new crocodiles protect the world’s little fish? It seems unlikely!

Other reformers insist on more seats (and longer terms) for the Elected Members of the Council, presently ten in number. Smaller members are very vulnerable to pressure, threats and bribes from the P-5. Further, these lesser countries manage to have only the slightest influence on the Council’s proceedings.

They are, said the exasperated Singapore ambassador, “like short-term commuters on a long-distance passenger train.” So, a simple increase in Elected Members would not be a sure bet.

Limiting the veto or abolishing it entirely would have a very positive result but, needless to say, the P-5 fiercely oppose it. Reformers have also pressed for fairer membership elections and more frequent open public meetings.

Yet (with the exception of cosmetic tweaks) the reform process constantly runs up against P-5 blocking power. Their veto can stop any reform proposal dead in its tracks. But we should not forget that the world is changing and that autocratic power in history never lasts forever!

All reform proposals reflect an idealistic notion that the Council can be changed to restrain the enormous power, appetite and influence of the strongest and richest nations. This idea is rooted in the dream of democratic institutions within nation states, that rich and poor can elect representatives and determine policy in what passes for the general interest.

Difficult as it is at the national level, how could it possibly work in the war-torn world of global politics? Might one day the P-5 Ancien Regime collapse in a great crisis, under desperate pressure from a global citizens’ movement? What would it take to set such a process in motion? It may seem impossible, but so was the French revolution. We can be skeptical, but if we want peace we must press for change.

So, watch out, P-5 autocrats! Change is coming!

Day after day, international humanitarian organisations launch desperate appeals for funding to continue saving some of the many lives at high risk. When they get a handful of dollars –even just one million– from a rich country, they welcome it as manna from heaven.

Not only the available funding for humanitarian aid is already short, but next year will also set another record for humanitarian relief requirements, with 339 million people in need of assistance in 69 countries, an increase of 65 million people compared to the same time last year, the United Nations and partner organisations on 1 December 2022 said.

“The estimated cost of the humanitarian response going into 2023 is US$51.5 billion, a 25% increase compared to the beginning of 2022.”

As if humanitarian aid funding were not already short enough in times when it is more needed than ever, UN Members Try Defunding Budgets for Human Rights Work, warns Louis Charbonneau, United Nations Director at Human Rights Watch.

“United Nations member countries need to overhaul the budgetary approval process for UN human rights work. The current system, overseen by the General Assembly’s Fifth Committee, is inefficient and overly politicised.”

 

Human rights mechanisms, exposed

It unnecessarily exposes UN human rights mechanisms – teams of independent experts established to investigate serious international crimes – to attempts by hostile governments to curtail their resources or defund them, adds Charbonneau.

Russia has repeatedly tried to defund investigations of its ally Syria, just as China has done for Myanmar. China and Russia have also worked hard to chip away at funding and staffing levels for other human rights activities and the Office of the UN High Commissioner for Human Rights, he said.

“It’s not only China and Russia. The United States and some European Union countries joined Israel last year to try to defund the Commission of Inquiry on Israel and Palestine. They may try again.”

 

Social services, dismantled

Even in their own rich countries, politicians go on cutting further the funding of social services such as public health, public education, and other programmes which citizens and taxpayers have voted for them to provide.

Simply, the wave of privatising all social public services now blows strongly from the United States to an overwhelming majority of countries.

Meanwhile, amidst growing social unrest, protests and strikes, politicians seem to have leaned under the heavy pressure of the arms industry, therefore devoting more and more public funds to purchasing weapons.

 

Arms sales increase for the seventh year

No wonder: sales of arms and military services by the 100 largest companies in the industry reached 592 billion US dollars in 2021, a 1.9% increase compared with 2020 in real terms, according to new data released on 5 December 2022 by the Stockholm International Peace Research Institute (SIPRI).

Such an increase marked the seventh consecutive year of rising global arms sales. It took place despite the fact that many parts of the arms industry were still affected by pandemic-related disruptions in global supply chains in 2021, which included delays in global shipping and shortages of vital components, says SIPRI.

‘We might have expected even greater growth in arms sales in 2021 without persistent supply chain issues,’ said Dr Lucie Béraud-Sudreau, Director of the SIPRI Military Expenditure and Arms Production Programme.

“Both larger and smaller arms companies said that their sales had been affected during the year. Some companies, such as Airbus and General Dynamics, also reported labour shortages.”

 

Need to replenish weapons sent to Ukraine

According to the Stockholm-based peace research institute, Russia’s invasion of Ukraine in February 2022 has added to supply chain challenges for arms companies, not least because Russia is a major supplier of raw materials used in arms production.

“This could hamper ongoing efforts in the United States and Europe to strengthen their armed forces and to replenish their stockpiles after sending billions of dollars’ worth of ammunition and other equipment to Ukraine.”

So far, the United States has reportedly spent 100 billion dollars on weapons provided to Ukraine.

 

US companies dominate the Top 100

The arms sales of the 40 US companies in the listing totalled 299 dollars billion in 2021, the research further explains. North America was the only region to see a drop in arms sales compared with 2020. The 0.8 per cent real-term decline was partly due to high inflation in the US economy during 2021.

Since 2018, the top five companies in the Top 100 have all been based in the USA.

A recent wave of mergers and acquisitions in the US arms industry continued in 2021. One of the most significant acquisitions was Peraton’s purchase of Perspecta, a government IT specialist, for 7.1 billion US dollars.

Private equity companies are becoming more active in the arms industry, particularly in the USA. This could affect the transparency of arms sales data, due to less stringent financial reporting requirements compared with public companies, according to the report.

 

Chinese companies drive rapid growth in Asian arms sales

The combined arms sales of the 21 companies in Asia and Oceania included in the Top 100 reached 136 billion US dollars in 2021—5.8 % more than in 2020, SIPRI reports. The eight Chinese arms companies in the listing had total arms sales of 109 billion dollars, a 6.3% increase.

There has been a wave of consolidation in the Chinese arms industry since the mid-2010s, said Xiao Liang, a researcher with the SIPRI Military Expenditure and Arms Production Programme. In 2021 this saw China’s CSSC becoming the biggest military shipbuilder in the world, with arms sales of 11.1 billion US dollars, after a merger between two existing companies.

 

Europe, Russian and the Middle East among the top 100

In 2021 there were 27 Top 100 companies headquartered in Europe. Their combined arms sales increased by 4.2% compared with 2020, reaching 123 billion US dollars.

Meanwhile, six Russian companies are included in the Top 100 for 2021. Their arms sales totalled 17.8 billion US dollars—an increase of only 0.4% over 2020. There were signs that stagnation was widespread across the Russian arms industry, reports SIPRI.

And the five Top 100 companies based in the Middle East generated 15.0 billion US dollars in arms sales in 2021. This was a 6.5% increase compared with 2020, the fastest pace of growth of all regions represented in the Top 100.

Climate change is the defining issue of our time. In the words of the UN Secretary General at COP27, “we are on a highway to climate hell with our foot still on the accelerator.” Cutting greenhouse gas emissions to net-zero by 2050 is crucial when it comes to meeting the 1.5 degrees Celsius target.

At the same time, if we don’t effectively deal with corruption in climate action, it will severely impede our abilities to fight the climate crisis through scaled-up adaptation and mitigation efforts.

According to Transparency International, up to 35 percent of climate action funds, depending on programme, have been lost to corruption in the last five years.

Corruption and the climate crisis reinforce each other

On the one hand, corruption fuels the climate crisis by depriving countries of much-needed revenues to act on climate change and build resilience, while also significantly altering the efficient allocation and distribution of resources to achieve development objectives.

For example, according to the U4 Anti-corruption Resource Centre, the top recipients of climate finance are among the riskiest places in the world for corruption.

On the other hand, climate impacts reinforce corruption by creating economic and social instability and inequality, fostering an environment more conducive to corruption and misuse of funds, that ultimately deprives the poorest and hardest hit.

Overcoming corruption in the race against the climate crisis requires collective action and bold partnerships between government, private sector, and civil society to recognise and combat the issue through more effective management of resources and programmes.

This calls for:

    • Governments to step up their efforts in environmental governance,
    • Businesses to strengthen business integrity,
    • Media, youth, and communities to continue to advocate against corruption.

The four immediate actions that require commitment from all actors:

1. Management of funds: A much greater transparency and accountability is needed in the use and management of climate finance in adaptation and mitigation programmes.

Access to finance is often presented as the main obstacle to achieving a just transition and transformative climate action, but that’s only one side of the problem. The other side is to make sure that the much-needed resources to address climate crisis are not lost due to corruption and mismanagement.

One good example is that of the Colombian climate finance tracking system, which provides updated data on domestic, public, private, and international climate funding.

It is one of the first countries in the world to have developed a comprehensive Monitoring, Reporting and Verification (MRV) framework to transparently track the inflow and outflow of climate finance from public, private and international sources.

2. Voice and Accountability: This means leveraging the power of advocacy and accountability mechanisms, and providing civic spaces for meaningful participation of society, empowering them to hold policy makers and private sector accountable.

For example, UNDP is empowering communities in Uganda and Sri Lanka, to use digital tools to mainstream integrity and transparency in environmental resource management. In Sri Lanka,

UNDP has launched a digital platform, in collaboration with the Ministry of Wildlife and Forest Conservation and other partners, for citizens to engage and monitor illicit environmental activities. The initiative is supported through UNDP’s Global Project – Anti-Corruption for Peaceful and Inclusive Societies (ACPIS) funded by the Norad— Norwegian Agency for Development Cooperation.

Meanwhile, in Uganda, UNDP and the National Forestry Authority have launched the Uganda Natural Resource Information System (NARIS), designed to monitor and mediate deforestation throughout Uganda to protect the country’s forests and biodiversity.

In the climate change agenda, fighting corruption is not only about the money. It is also about building trust in institutions and restoring hope in the future. Studies show that ‘eco-anxiety’ is increasing, particularly amongst young people.

A global study of 10,000 youth from 10 countries in 2021 found that over 50 percent of young people felt sad, anxious, angry, powerless, helpless, and guilty about climate change. But we have also seen youth, civil society and communities taking action against the environmental damage and climate change from Serbia to India.

Through UNDP’s Climate promise alone, more than 110,000 people have been engaged in stakeholder consultations to revise key national climate strategies, known as nationally determined contributions –, helping to build social consensus and explicit recognition of the roles of youth and women’s leadership in renewed climate pledges in 120 countries.

3. Private sector has a key role to play: Public capacity needs to be strengthened to implement policies to regulate private sector activities to protect the environment. At the same time, businesses should also play their part with fair, human-rights based business practices, business integrity, and environmental sustainability goals.

4. The normative framework to protect human rights: An intensified focus on ‘environmental justice’ at global and national level is needed. On 28 July 2022, the UN General Assembly adopted a historic resolution that gave universal recognition to the human right to a clean, healthy, and sustainable environment (R2HE). UNDP promotes responsible business by strengthening human rights standards across 17 countries, with support from Japan.

UNDP has supported over 100 national human rights institutions to address the human rights implications of climate change and environmental degradation. In Tanzania, UNDP has supported the ‘Commission for Human Rights and Good Governance’ to manage disputes related to environmental human rights violations. In Chile, UNDP has supported an ongoing process of constitutional reform which includes strong references to environmental rights.

The development community needs to ensure integrated approaches and break the siloes between the governance and environmental communities; and between public and private sectors to tackle the interlinked crises of corruption and climate change.

To commemorate the seventy-seventh UN Day, the United Nations Asia Network for Diversity & Inclusion (UN-ANDI) held a panel discussion on the topic “Making the UN Charter a reality”. The discussion took place virtually on 27 October, and the event was attended by diverse participants from around the world.

The keynote speaker, Ambassador Anwarul Chowdhury, former Permanent Representative of Bangladesh to the United Nations (1996–2001), highlighted the need for the UN to be “proactive in oversight, accountability and transparency” and the importance of “practically ensuring gender diversity”.

UN-ANDI is a network of like-minded Asians of the UN system who strive to promote a more diverse and inclusive culture and mindset within the UN. This interest group was created in May 2021 after several years of groundwork.

UN-ANDI is the first ever effort to bring together the diverse group of personnel (i.e., current and former staff, consultants, interns, diplomats, etc.) from Asia and the Pacific (nationality/origin/descent) in the UN system.

Gender, geographical and regional diversity

“Keeping in mind the event’s theme, ‘Making the UN Charter a reality’, I would underscore that the UN Charter is the first international agreement to affirm the principle of equality between women and men with explicit references in Article 8 asserting the unrestricted eligibility of both men and women to participate in various organs of the UN.

It would therefore be most essential for the UN to ensure equality, inclusion, and diversity in its staffing pattern in a real and meaningful sense”, said Chowdhury, former Under-Secretary-General and High Representative of the UN (2002–2007).

Antonia Kirkland, who is the Global Lead on Legal Equality and Access to Justice at Equality Now, said “to keep the noble purpose of the UN and its Charter alive – encouraging respect for human rights and for fundamental freedoms for all – we must continue to hold the UN accountable to do even more to cultivate a culture of equality and non-discrimination internally and externally, including by ensuring a work environment free of sexual harassment and abuse”.

“As we celebrate UN Day, we are hoping to inspire, raise awareness, and fight for a more inclusive, just, and transparent Organization. One of the UN core values is respect for diversity. It is important to have UN staff and personnel from different backgrounds (i.e., nationality, ethnicity, culture, religion/faith, etc.)”, declared Yuan Lin, one of the UN-ANDI coordinators.

“However, the UN hierarchy and staffing currently do not reflect this reality. UN personnel of Asian nationality, origin, or descent are not properly represented, especially at the senior management level. This glass ceiling has deprived the Organization of meaningful contribution from our community and created an unjust and discriminatory work environment”, said Lin, who is serving in the UN peacekeeping mission in the Democratic Republic of the Congo as Chief of the Business Relationship Management Unit.

In November this year, the world’s population reached 8 billion. The Asia-Pacific region is home to around 4.3 billion people, which is equivalent to 54 percent of the total world population.

Article 101 (3) of the UN Charter affirms that “due regard shall be paid to the importance of recruiting the staff on as wide a geographical basis as possible”.

In the organizations of the UN common system, however, staff from Asia and the Pacific constituted only about 19 percent of staff in the Professional and higher categories, according to the 2021 annual report of the International Civil Service Commission.

The largest numbers of unrepresented (17) and underrepresented (8) countries were in Asia and the Pacific. In 10 or more organizations with no formal guidelines for geographical distribution, 25 countries in Asia and the Pacific were not represented among staff.

The majority of senior and decision-making posts are held by staff from the global North. Most internships and JPO programs favor the global North, and this contributes to the issue further, as these are entry points to regular jobs in the UN system.

The report of the Secretary-General’s Task Force on Addressing Racism and Promoting Dignity for All in the United Nations Secretariat confirms that there is a significant lack of diversity in senior managerial positions (P-5, D-1, and D-2 levels) at the UN. Among staff at the P-5, D-1, and D-2 levels, only 16 percent were from Asia-Pacific States as of 31 December 2020.

Among promotions to the P-5, D-1, and D-2 levels, only 14.5 percent were from Asia-Pacific States during the period 2018–2020.

Racism and racial discrimination

The issue of racism in the UN system is deep-rooted with many forms and dimensions. There are also structural issues in the policies of the UN system enabling this situation.

Article 1 (3) of the UN Charter asserts that one of the purposes of the UN is to promote and encourage respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion.

Aitor Arauz, President of the UN Staff Union and General Secretary, UN International Civil Servants Federation (UNISERV), pointed out that “creating an actively anti-racist work environment is not a passive gain – it requires active engagement and daily work to understand each other, value the cultural wealth that our differences bring to the UN, and overcome the biases we all inevitably have. Surveys and direct interaction with constituents reveal that UN personnel of Asian descent face specific forms of bias and discrimination that must be actively addressed.”

He renewed the Staff Union’s commitment to the cause of anti-racism.

Tamara Cummings-John, Steering Committee member of the UN People of African Descent, who is a Senior Human Resources Officer at the World Food Programme in Kinshasa, said, “There is still so much for us to do – and there is so much for us to learn from the outside world, particularly the private sector and above all by listening to our personnel to address the issues relating to racism and racial discrimination in the UN system.”

The report of the Secretary-General’s Task Force on Addressing Racism and Promoting Dignity for All in the United Nations Secretariat agrees that UN staff perceive national or ethnic origin as the primary grounds for racism and racial discrimination.

Staff are reluctant to report or act against racial discrimination when they witness it because they believe nothing will happen, lack trust, or fear retaliation, possibly suggesting a low level of solidarity with those who experience racial discrimination and a lack of faith in the established mechanisms in addressing this issue.

Efforts towards making the UN Charter a reality

Tanya Khokhar, who is Consultant of Gender Racial and Ethnic Justice – International at Ford Foundation, said, “Invisible and hidden power seeks to challenge certain norms and practices of who gets preferential treatment, who is promoted, when trying to build a transparent, inclusive and equitable culture in an organization. This is the hardest to do and it takes years of innovative practices both at the team and institutional levels”.

She further noted, “Going back to the work you all are doing through the network, it’s important to recognize the history, cultures, and rich diversity of the regions you represent and build a strong community, to advocate for one another, to align on agendas and lift each other up”.

UN-ANDI supports the initiatives implemented by the Secretary-General on addressing racism and promoting dignity for all in the UN. It works closely with the UN Staff Union in its efforts towards combating racism. It also promotes a collaborative spirit with other networks and institutions with similar objectives, within and outside the UN.

UN-ANDI contributed to the current review of measures and mechanisms for preventing and addressing racism and racial discrimination in the UN system organizations conducted by the Joint Inspection Unit.

In the summer of 2022, UN-ANDI conducted its first survey on racism and racial discrimination in the UN system faced by personnel of Asian descent or origin, offered in five languages. The purpose of the survey was to capture data and pertinent information, reflecting the Asian perspective, and identify the root causes of racism in the UN system.

UN-ANDI will issue a report on the survey findings to address many critical issues of racism and racial discrimination in the UN system.

Lin proclaimed that “as members of UN-ANDI, with our talent, education, experience, and diversity, we can make a difference and contribute immensely to the UN by engaging our community members in a variety of pressing issues facing the UN!”

UN-ANDI believes that its perspectives and observations will facilitate the journey towards the paradigm that is ingrained in the UN Charter and the Universal Declaration of Human Rights.

The external debt of the world’s low and middle-income countries at the end of 2021 totalled 9 trillion US dollars, more than double the amount a decade ago. Such debt is expected to increase by an additional 1.1 trillion US dollars in 2023.

Moreover, the debt-service payments, projected to top 62 billion US dollars in 2022, put the biggest squeeze on poor countries since 2000, according to the World Bank.

As defined by the Organization for Economic Cooperation and Development (OECD), debt service refers to payments in respect of both principal and interest.

Actual debt service is the set of payments actually made to satisfy a debt obligation, including principal, interest, and any late payment fees. Scheduled debt service is the set of payments, including principal and interest, that is required to be made through the life of the debt, OECD goes on.

 

High risk of debt stress

According to the World Bank’s report: International Debt Report, the poorest countries eligible to borrow from the World Bank’s International Development Association (IDA) now spend over a tenth of their export revenues to service their long-term public and publicly guaranteed external debt—the highest proportion since 2000.

In addition, rising interest rates and slowing global growth risk tipping a large number of countries into debt crises. “About 60% of the poorest countries are already at high risk of debt distress or already in distress.”

Over the past decade, the composition of debt owed by IDA countries has changed significantly. The share of external debt owed to private creditors has increased sharply. At the end of 2021, low- and middle-income economies owed 61% of their public and publicly guaranteed debt to private creditors—an increase of 15 percentage points from 2010.

 

Unbearable impact

The same day the World Bank’s report was released, 6 December 2022, another international institution: the UN Conference on Trade and Development (UNCTAD), warned that the spiralling debt in low and middle-income countries has compromised their chances of sustainable development.

Rebeca Grynspan, the head of this UN trade facilitation agency, reported that between 70% and 85% of the debt that emerging and low-income countries are responsible for, is in a foreign currency.

“This has left them highly vulnerable to the kind of large currency shocks that hit public spending – precisely at a time when populations need financial support from their governments.”

Speaking at the 13th UNCTAD Debt Management Conference, UNCTAD’s chief explained that so far this year, at least 88 countries have seen their currencies depreciate against the powerful US dollar, which is still the reserve currency of choice for many in times of global economic stress.

And in 31 of these countries, their currencies have dropped by more than 10 percent.

This has had a hugely negative impact on many African nations, where the UNCTAD chief noted that currency depreciations have increased the cost of debt repayments “by the equivalent of public health spending in the continent”.

 

Wave of global crises

UNCTAD’s conference –held online on 6 to 7 December in Geneva– took place as a “wave of global crises has led many developing countries to take on more debt to help citizens cope with the fallout.”

Government debt levels as a share of Gross Domestic Product (GDP) increased in over 100 developing countries between 2019 and 2021, said UNCTAD.

“Excluding China, this increase is estimated at about $2 trillion.”

This has not happened because of the bad behaviour of one country. This has happened because of systemic shocks that have hit many countries at the same time, Grynspan said.

 

Sharp rise of interest rates

With interest rates rising sharply, the debt crisis is putting enormous strain on public finances, especially in developing countries that need to invest in education, health care, their economies and adapting to climate change.

“Debt cannot and must not become an obstacle for achieving the 2030 Agenda and the climate transition the world desperately needs”, she argued.

UNCTAD advocates for the creation of a multilateral legal framework for debt restructuring and relief.

Such a framework is needed to facilitate timely and orderly debt crisis resolution with the involvement of all creditors, building on the debt reduction programme established by the Group of 20 major economies (G20) known as the Common Framework.

 

Debts to increase to 10 trillion dollars

UNCTAD said that if the median increase in rated sovereign debts since 2019 were fully reflected in interest payments, then governments would pay an additional 1.1 trillion US dollars on the global debt stock in 2023, estimates show.

This amount is almost four times the estimated annual investment of 250 billion US dollars required for climate adaptation and mitigation in developing countries, according to an UNCTAD report.

Indebted countries have reiterated once and again that they have already exceeded several times the total amount of their debts in the form of interest rates they have been paying.

Alongside a high number of economists and experts, they have reiterated their appeals for cancelling those debts.

Uselessly: such a fair –and due– step continues to fall on deaf ears.

The one thing that has become clear is that there is no point in negotiating with Putin. Ukraine is considered as the gates of Europe, or a borderland with a brutal past.

It is time to develop a permanent solution to the Ukrainian problem. This can only be achieved by Ukraine continuing to stand united against Russia and with the support of all nations and their leaders interested in supporting an independent nation against unwarranted aggression.

Every day that passes comes with more atrocities committed by Russia on Ukrainians. The current phase of Russia’s ‘rapid’ special military operation is focused on disrupting the everyday lives of Ukrainian citizens. This is about deliberately bombing critical national civilian infrastructure with a focus on electricity and water.

It has included a Russian missile strike killing a new born baby when a rocket struck a maternity ward in southern Ukraine. Evidently, to Russia maternity wards represent military assets.

This phase of Putin’s war with Ukraine is about trying to force President Zelensky to enter in to negotiations that might end with some temporary truce. Any truce would be temporary as Russia would use this period to rearm.

It is critical that no negotiations or truce occurs whilst Russia continues to occupy Ukrainian territory. Any truce would represent a defeat for Ukraine and a win for Putin. Moreover, Russia’s military capacity and capability must be eroded to ensure that there is no possibility for Putin to restart his special military operation.

Zelensky is very aware of the dangers of negotiating with Russia. On 21 November 2022, Petro Poroshenko, former Ukrainian president, outlined Ukraine’s reaction to any proposed negotiations with Russia to the Council on Foreign Relations, an American think tank, when he asked his audience to imagine that you are sitting in your own home and “the killer comes to your house and kills your wife, rapes your daughter, takes the second floor.

Then opens the door to the second floor and says, ‘OK come here. Let’s have a negotiation how to live further’. What would be your reaction?” He then went on to note that “from my personal experience. . . don’t trust Putin”.

Negotiations, or a truce, then should be avoided, but how will Russia’s war with Ukraine end? Perhaps Ukraine will be forced to negotiate when Russia has destroyed all the country’s critical civilian infrastructure.

Nevertheless, responsible nations should try to prevent this from happening. An important question to consider is which organisations have the interest and power to persuade Russia to cease its special military operation?

The answer to this question is intriguing. The United Nations is just a talking shop and has no power. Most of the UN members are against Russia’s war and this includes all the actions targeted at civilians. President Joe Biden appreciates the plight of the Ukrainian people and is ensuring that the American people provide assistance.

Nevertheless, Biden is powerless as he has no authority over Russia. The same is the case for Emmanuel Macron, President of France. Macron has tried to negotiate and influence Putin and discovered that he has no influence and no power.

Macron’s current plan is to try to resume direct contract with Vladimir Putin, but for what end and whose purpose. What right does Macron have to try to negotiate on behalf of Ukraine?

Olaf Scholz, German Chancellor, initially hesitated in supporting Ukraine and more recently has appealed to Putin to “stop the senseless killing, withdraw your troops completely from Ukraine and agree to peace talks with Ukraine”. Putin will perhaps not even hear this appeal and he certainly will not take advice from the German Chancellor, the French President, or the President of the United States.

The implication is that the UN and all the prime ministers and presidents are powerless in the face of Putin’s aggression in Ukraine. Thus, who has the power to persuade Putin to cease and desist? There are only three stakeholders who have any power over Putin.

First, there are the Ukrainian people who have shown that they have the capability, persistence, power, and courage to stand up against Russia. The best outcome is that Russia is defeated on the battlefield and is forced to leave Ukraine.

Second, there are the Russian people. They have the option of revolting against Putin and declaring that they have had enough, and it is time to stop sending Russians to their death.

Third, there is Russia’s political elite or the country’s political, economic, and military decision makers. They are increasingly concerned over Putin’s war but have yet to reach a tipping point that would lead to action.

The one thing that has become clear is that there is no point in negotiating with Putin. Ukraine is considered as the gates of Europe, or a borderland with a brutal past. It is time to develop a permanent solution to the Ukrainian problem.

This can only be achieved by Ukraine continuing to stand united against Russia and with the support of all nations and their leaders interested in supporting an independent nation against unwarranted aggression.

In these times when all sorts of human rights violations have been ‘normalised,’ a crime which continues to be perpetrated everywhere but punished nowhere: corruption is also seen as a business as usual. A business, by the way, that relies on the wide complicity of official authorities.

“Corruption attacks the foundation of democratic institutions by distorting electoral processes, perverting the rule of law and creating bureaucratic quagmires whose only reason for existing is the solicitation of bribes.”

“Much of the world's costliest forms of corruption could not happen without institutions in wealthy nations: the private sector firms that give large bribes, the financial institutions that accept corrupt proceeds, and the lawyers, bankers, and accountants who facilitate corrupt transactions,” warns the World Bank

Such a widespread ‘plague’ continues to be more and more exported by the business of the top trading countries as reported by the UN on the occasion of the 2022 International Anti-Corruption Day on 9 December.

Corruption weakens and shrinks democracy, a phenomenon that is now more and more extended (See IPS Thalif Deen’s: The Decline and Fall of Democracy Worldwide).

Such a shockingly perpetrated practice –which is rightly defined as a “crime”, — not only follows conflict but is also frequently one of its root causes.

“It fuels conflict and inhibits peace processes by undermining the rule of law, worsening poverty, facilitating the illicit use of resources, and providing financing for armed conflict,” as highlighted on the occasion of this year’s World Day.

 

Corruption fuels wars

Corruption has negative impacts on every aspect of society and is profoundly intertwined with conflict and instability jeopardising social and economic development and undermining democratic institutions and the rule of law, the UN warns.

Indeed, “economic development is stunted because foreign direct investment is discouraged and small businesses within the country often find it impossible to overcome the “start-up costs” required because of corruption.”

 

Imposed by private business

It is perhaps useless to say that corruption is a practice widely committed by all sectors of private businesses.

In fact, in several industrialised countries, every now and then, some news shows the facades of zero-equipped hospitals and schools being inaugurated by politicians ahead of their electoral campaigns.

Shockingly, too many involved politicians get proportionally punished, if anytime, after extremely lengthy and mostly unfruitful legal processing.

 

Disproportionate impact

For its part, the World Bank considers corruption a major challenge to the twin goals of ending extreme poverty by 2030 and boosting shared prosperity for the poorest 40 percent of people in developing countries.

“Corruption has a disproportionate impact on the poor and most vulnerable, increasing costs and reducing access to services, including health, education and justice.”

The World Bank explains that corruption in the procurement of drugs and medical equipment drives up costs and can lead to sub-standard or harmful products.

“The human costs of counterfeit drugs and vaccinations on health outcomes and the life-long impacts on children far exceed the financial costs. Unofficial payments for services can have a particularly pernicious effect on poor people.”

 

Bribery exported

A global movement working in over 100 countries to end the injustice of corruption: Transparency International, which focuses on issues with the greatest impact on people’s lives and holds the powerful to account for the common good, reveals additional findings.

Its report: Exporting Corruption 2022: Top Trading Countries Doing Even Less than Before to Stop Foreign Bribery, warns that despite a few breakthroughs, “multinational companies bribing their way into foreign markets go largely unpunished, and victims’ compensation is rare.”
“Our globalised world means companies can do business across borders – often to societies’ benefit. But what if the expensive new bridge in your city has been built by an unqualified foreign company that cuts corners?

“Or if your electricity bill is criminally inflated thanks to a backroom business deal? The chances of this are higher if you live in a country with high levels of government corruption.”

Public officials who demand or accept bribes from foreign companies are not the only culprits of the corruption equation. Multinational companies – often headquartered in countries with low levels of public sector corruption – are equally responsible.”

Twenty-five years ago, the international community agreed that trading countries have an obligation to punish companies that bribe foreign public officials to win government contracts, mining licences and other deals – in other words, engage in foreign bribery. Yet few countries have kept up with their commitments, it adds.

 

Everybody is complicit

“Much of the world’s costliest forms of corruption could not happen without institutions in wealthy nations: the private sector firms that give large bribes, the financial institutions that accept corrupt proceeds, and the lawyers, bankers, and accountants who facilitate corrupt transactions,” warns the World Bank.

Data on international financial flows shows that money is moving from poor to wealthy countries in ways that fundamentally undermine development, the world’s financial institution reports.

 

Worse than ever before…

Transparency International’s report, Exporting Corruption 2022, rates the performance of 47 leading global exporters, including 43 countries that are signatories to the Organisation for Economic Co-operation and Development (OECD) Anti-Bribery Convention, in cracking down on foreign bribery by companies from their countries.

The recent incidents of sabotage of the Nord Stream gas pipeline in the depths of the Baltic Sea, the authorship of which still raises doubts today, have reminded us that some of the key infrastructures that condition geopolitics, and our daily lives, are largely located deep under the sea.

One of these strategic infrastructures, the importance of which is inversely proportional to their public awareness, also lies in the underwater environment. It is about submarine cables, generally of fiber optic, through which more than 95% of internet traffic circulates. A thick and growing network of undersea cables that connect the world and through which the lifeblood of the new economy, data, circulates.

The history of submarine cables is not new. The first submarine cables were installed around 1850 and the first intercontinental cable, 4,000 kilometers long, was put into operation in 1858, connecting Ireland and Newfoundland (Canada).

It was at that time a telegraph cable, and while the first telegram—sent by Queen Victoria to then US President James Buchanan—took seventeen hours to get from one point to the next, it was considered a technological feat. From here, the network grew unstoppably and communications in the world changed.

Telephone cables followed, and in 1956 the first intercontinental telephone cable was put into operation, again connecting Europe and America with thirty-six telephone lines that would soon be insufficient. Thirty years later, the first fiber optic cable —replacing copper— was activated in 1988 and in recent decades the submarine cable network has dramatically increased, driven by the exponential growth in demand generated by the new digital economy and society.

It is surprising, then, that an infrastructure as critical and relevant as this goes so unnoticed, considering that it is the backbone of a society increasingly dependent on its digital dimension. This is what experts call the “paradox of invisibility”.

Because, again, more than 95% of what we see daily on our mobiles, computers, tablets and social networks, of what we upload or download from our clouds or watch through platforms —and thus millions of people, institutions and companies of all over the world— go through this submarine cable system.

The financial transactions transmitted by this network are approximately of 10 trillion dollars a day; and the global market for fiber optic submarine cables was around 13.3 billion dollars per year in 2020, expected to reach 30.8 billion in 2026, with an annual growth of 14%.

A system, however, that suffers from a significant governance deficit and, at the same time, is subject to substantial changes in its configuration and, above all, in the nature of its operators and owners. Moreover, traditionally the main operators of these networks were the telecom companies or, above all, consortiums of several companies in this sector.

Many of these companies were owned or had a close relationship with the governments of their country of origin —and, therefore, were linked in one way or another to some sort of national or regional legislation— and they generated a model focused on the interests and the interconnectivity of its clients.

In recent years, however, the growing need for hyper-connectivity of the large digital conglomerates (Google, Meta/Facebook, Microsoft, etc.) and their cloud computing provider data centers has resulted in that these have gone from being simple consumers of submarine cabling to becoming the main users (currently using 66% of the capacity of the entire current network). Even more, from users they have become the new dominant promoters of this type of infrastructure, which results in the reinforcement of their almost omnipotent power, and not only in the digital environment.

This can induce movements – albeit barely perceptible but equally relevant – in the complex balance of global power, by concentrating one of the strategic components of the global critical infrastructure into the hands of the technological giants.

All this with the absence of a global governance mechanism addressing this question, since the International Convention for the Protection of Submarine Cables of 1884 is more than outdated. As it is the case for the United Nations Convention on the Law of the Sea (UNCLOS) –in which the abovementioned convention is currently framed- whose challenges are more than evident, with the obvious conclusion about the urgent need for the international community to provide an answer to this pressing question.

A response that not only has to be at a global level, but also at a regional one, for example at the level of the European Union, especially if digital sovereignty is to be ensured, a vital element in the current present and even more in the future.

Proof of this is that in the last weeks there have been several incidents in relation to submarine cables both on the British, French and Spanish coasts that several analysts have linked to the Ukraine war.

In the case of the United Kingdom, there were cuts in the cables that connect Great Britain with the Shetland and Faroe Islands, while in France two of the main cables that land through the submarine cable hub that is Marseille were also cut. Even if some of these cases have been proven the result of fortuitous accidents, in others there is still doubt about what really happened.

Some experts have pointed to Russia, recalling the naval maneuvers that this country carried out just before the invasion of Ukraine in front of the territorial waters of Ireland, precisely in one of the areas with the highest concentration of intercontinental cables in the world.

In this context, perhaps it is not surprising that the Spanish Navy has recently reported that it monitors the activity of Russian ships near the main cables that lie in sovereign Spanish waters, indicating that in recent months more than three possible prospecting actions carried by vessels flying the Russian flag had been detected and deterred. One more proof of the growing value of these infrastructures that, despite being almost invisible, are strategic.

On November 1, a statement of solidarity with Russians opposed to the Ukraine War was published. It was signed by more than 1,000 U.S. men and women who had opposed the U.S. invasions of Vietnam, Afghanistan and Iraq.

At a time when the Ukraine War increasingly resembles the trench warfare of the First World War and the spiraling escalation of the Cuban Missile Crisis, leading U.S. peace organizations co-sponsored the statement, which also called for negotiations to end the catastrophic Ukraine War.

The announcement was first sent to a friend in St. Petersburg Russia who must remain unnamed. He is a humble and dedicated scientist who lost his job years ago after revealing independent radiation measurements that he took following the Chernobyl meltdown.

On the day following Russia’s invasion of Ukraine, this man had signed and was publicizing a petition signed by more in a million Russians condemning the imperial invasion of Ukraine and calling for those who had ordered it to be tried as war criminals. In public and discrete ways, he and others continue to oppose the war despite the risk of serious imprisonment.

The second person to receive our statement was a Russian psychologist who fled Russia shortly before the war. She uses social media to connect with and organize people left behind and others in the Russian diaspora. And, before the statement went to the press and out via social media, it went to Yurii Sheliazhenko, a courageous Ukrainian professor and pacifist who has been speaking inconvenient truths about the futility of war and who had earlier translated our statement into Russian and Ukrainian.

Despite the risks involved, each committed to share the statement, especially among the estimated 500,000 men who have risked fleeing Putin’s increasingly militarized Russia.

What is the value of an expression of solidarity, even one as modest as a computer click?

For many across the world, there was immediate identification with the images of the hundreds of thousands of Russian young men fleeing to impoverished and remote countries like Kyrgyzstan and Tajikistan, as well as to Kazakhstan and Germany to avoid the war.

They left families and careers behind, possibly never to return. They face the challenges of finding places to sleep and to finding work to feed themselves in unknown nations and cultures. And we have learned to our sorrow and outrage across the West, desperate refugees are not always welcomed or long tolerated.

Yet, as one Russian woman wrote from exile, she suffers under the weight of people thinking that all Russians support Russia’s aggression. It helps, she wrote, to know that she and other Russians are being recognized as different. That makes it easier for her to face the demands of each uncertain day. To this, I would add, it illustrates the potential for peaceful and mutually beneficial relations between our peoples.

Of course, more than solidarity is needed. Our statement also called for a ceasefire and “negotiations leading to a just peace, including respect for Ukrainian sovereignty as a neutral state”. As we did in the early years of our opposition to the nationally self-destructive invasions of Vietnam, Afghanistan and Iraq, the statement was designed to add weight to growing calls for a national policy change.

The Biden and Zelensky commitments to fight this war to the last Ukrainian in order to weaken Russia (which will remain a nuclear power) and to retake all of historic Ukraine including Crimea are worse than futile. The savaging of Ukraine begins to resemble Beirut and Grozny at the end of those civil wars.

And Russian nuclear doctrine informs us that it can resort to nuclear attacks when the survival of the state – read Putin’s political career – is in jeopardy. Pressing for diplomacy to stop the killing and to prevent the war’s spiraling escalation, as well as expressing solidarity, has become imperative.

Our solidarity initiative has roots in experiences and lessons that some of us took from the Vietnam War as from Margaret Mead’s dictum that a small group of people can change the world. The initiative grew from a collaboration of veterans of the Vietnam era peace movement, Terry Provance, now of the United Church of Christ and Doug Hostetter, a Mennonite pastor and Pax Christi International’s Associate UN Representative, and me.

It was during the Vietnam War that I first experientially learned the value of solidarity. After considering a Canadian exile, I became a draft resister facing possible imprisonment and served as a leading organizer against the war in the intellectual and moral wasteland of what was then the Phoenix Valley.

Talk about isolation and alienation. I was an aspiring East Coast intellectual disoriented and making his way in Barry Goldwater’s Arizona. That was before fax machines, before the Internet, and when Phoenix was dominated by a John Birch Society extreme right-wing monopoly newspaper that limited and distorted what people could know, and which used its pages to instruct its readers where to find our small community of war opponents and how to beat us.

Back then, despite constitutional guarantees, it was possible to be arrested and to suffer what more recently has become known as the Eric Garner chokehold at the hands of the police and be sentenced to six months in jail for the “crime” of distributing anti-war flyers on the public sidewalk – an action ostensibly protected by the Constitution.

We and other war resisters experienced the salve and inspiration of solidarity in many forms, from local religious leaders who demonstrated that they cared, from activists back East who sent bail money, and from the distant moral courage of Swedish Prime Minister Olof Palme whose courageous denunciation of the war made its way around the world – even to the Arizona desert.

Since then, I have learned the sustaining value of even small expressions of human solidarity: from Palestinians whose homes were demolished in illegal Israeli collective punishments; from the suffering and courageous of Japanese, Marshall Islanders, and U.S. downwinder A-bomb survivors, and from Okinawans who have endured and resisted eight decades of Japanese and U.S. military colonialism. In each case, international support and solidarity have played critical roles in their continuing struggles for justice.

Is solidarity enough? Of course not! Thus, our call urges U.S. policy change. It is possible to support Ukrainians without urging and funding another war without end. In recent weeks, we have been reminded of Gandhi’s truth that “When the people lead, the leaders will follow.” The withdrawal of the letter signed by thirty members of Congress urging President Biden to make negotiations a priority will long stand as a profile in cowardice.

Except for several members of Congress including Ro Khanna and Jamaal Bowman who stood their ground, others who support Ukraine but also diplomacy, lacked confidence that they had public backing and withered in the face of threats from Speaker Pelosi.

Our solidarity statement is but one of ways that people are beginning to break the silence, opening the way for rational and humane discourse, and providing off ramps for bellicose U.S., Russian, Ukrainian and European leaders.

A Cuban Missile Crisis redux or a replay of World War I redux must be avoided. Negotiations may not bring an immediate end to the war, but we should have learned from the diplomacy that avoided nuclear annihilation over Russian missiles in Cuba fifty years ago, which brought us the armistice the ended the First World War, and that led to arms control agreements during the last Cold War that war is not the answer.

Pope Francis, U.N. Secretary General Guterres and a growing number of people have it right: human solidarity and diplomacy!

Thousands of Venezuelans who have crossed the treacherous Darien jungle between Colombia and Panama, or who have made the perilous journey through Central America and Mexico to reach the United States, have found themselves stranded in countries that do not want them, unable to continue their journey or to afford to return to their country.

Unexpectedly, on Oct. 12, the U.S. government announced that it would no longer accept undocumented Venezuelans who crossed its southern border, would deport them to Mexico and, in exchange, would offer up to 24,000 annual quotas, for two years, for Venezuelan immigrants to enter the country by air and under a new set of requirements.

“We were already in the United States when President Joe Biden gave the order, but they put us in a van and sent us back to Mexico. It’s not fair, on the 12th we had already crossed into the country,” a young man who identified himself as Antonio, among the first to be sent back to the border city of Tijuana, told reporters in tears.

He was one of approximately 150,000 Venezuelans who crossed the U.S.-Mexico border this year to join the 545,000 already in the U.S. by the end of 2021, according to U.S. authorities.

Raul was in a group that took a week to cross the jungle and rivers in the Darien Gap, bushwhacking in the rain and through the mud, suffering from hunger, thirst, and the threat of vermin and assailants. When he arrived at the indigenous village of Lajas Blancas in eastern Panama, he heard about the new U.S. regulation that rendered his dangerous journey useless.

There he told Venezuelan opposition politician Tomás Guanipa, who visited the village in October, that “the journey is too hard, I saw people die, someone I could not save because a river swept him away, and it was not worth it. Now what I have to do is return, alive, to my country.”

In Panama, as in Costa Rica, Honduras, Guatemala and of course Mexico, there are now thousands of Venezuelans stranded, some still trying to reach and cross the U.S. border, others trying to get the funds they need to return home.

They fill the shelters that are already overburdened and with few resources to care for them. Sometimes they sleep on the streets, or are seen walking and begging for food or a little money, abruptly cut off from the dream of going to live and work legally in the United States.

That aim was fueled by the fact that the United States made the possibility of granting asylum to Venezuelans more flexible, as part of its opposition to the government of President Nicolás Maduro, which U.S. authorities consider illegitimate.

In addition, it established a protection status that temporarily allowed Venezuelans who reached the U.S. to stay and work.

Venezuela has been in the grip of an economic and political crisis over the last decade which, together with the impoverishment of the population, has produced the largest exodus in the history of the hemisphere: according to United Nations agencies, 7.1 million people have left the country – a quarter of the population.

Caught up in the elections

The flood of Venezuelan immigrants pouring across the southern border coincided with the tough campaign for the mid-term elections for the U.S. Congress in November, which could result in the control of both chambers by the Republican Party, strongly opposed to Democratic President Biden.

Republican governors and candidates from the south, strongly opposed to the government’s immigration policy and flexibility towards Venezuelans, decided to send busloads and even a plane full of Venezuelan asylum seekers to northern localities governed by Democratic authorities.

Thus, through misleading promises, hundreds of Venezuelans were bussed or flown and abandoned out in the open in New York, Washington, D.C. or Martha’s Vineyard, an island where millionaires spend their summers in the northeastern state of Massachusetts.

Human rights groups such as Amnesty International denounced the use of migrants as political spoils or as a weapon in the election campaign.

Against this backdrop, the Biden administration changed its policy towards Venezuelans, closing the country’s doors to them at the southern border, reactivating Title 42, a pandemic public health order that allows for the immediate expulsion of people for health reasons, and reached an agreement with Mexico to return migrants to that country.

The 24,000 annual quotas provided as a consolation, for migrants who have sponsors responsible for their support in the United States, plus requirements such as not attempting illegal border crossings or not having refugee status in another country, is almost equivalent to the monthly volume of Venezuelans who tried to enter the U.S. this year.

What happens now?

In the immediate future, those who were on their way will be left in limbo and will now have to return to their country, where many sold everything – from their clothes to their homes – to pay for their perilous journey.

Hundreds of Venezuelans have begun to arrive in Caracas on flights that they themselves have paid for from Panama, while in Mexico and other countries they await the possibility of free air travel, of a humanitarian nature, because thousands of migrants have been left destitute.

There are entire families who were already living as immigrants in other countries, such as Chile, Ecuador or Peru – where there are one million Venezuelans in Lima for example – but decided to leave due to a hostile environment or the difficulties in keeping jobs or finding decent housing, in a generalized climate of inflation in the region.

This is the case told to journalists by Héctor, who with his wife, mother-in-law and three children invested almost 10,000 dollars in tickets from Chile to the Colombian island of San Andrés, in the Caribbean, from there by boat to Nicaragua, and by land until they were taken by surprise by the U.S. government’s announcement, when they reached Guatemala.

Now, in contact with relatives in the United States, he is considering the possibility of returning to the country he left three years ago for Chile, or trying to continue on, while waiting for another option to enter the U.S.

The United States has reported that crossings or attempts to cross its border by undocumented migrants have decreased significantly since Oct. 12.

Among the justifications for its action at the time, Washington said it sought to combat human trafficking and other crimes associated with irregular migration, and to discourage dangerous border crossings in the Darien Gap.

According to Panamanian government data, between January and Oct. 15 of this year, 184,433 undocumented migrants reached Panama from the Darien jungle, 133,597 of whom were Venezuelans.

After his return to the country on Oct. 25, Guanipa the politician told IPS that at least 70 percent of the migrants who crossed the Darien Gap in the last 12 months were Venezuelans, along with other Latin Americans and people from the Caribbean or African nations.

And, after collecting personal accounts of the death-defying crossing, he urged his fellow Venezuelans to “for no reason risk their lives” on this inhospitable stretch that is the gateway from South America to Central America.

The Venezuelan government blames the massive exodus and the dangers faced in the Darien Gap on its political and media confrontation with the United States, while claiming that the numbers of reported migrants are wildly inflated and that, on the contrary, more than 360,000 Venezuelans have returned to the country since 2018.

Heads of United Nations agencies and international humanitarian organizations believe that given the ongoing crisis in Venezuela, the flow of migrants will continue, and they therefore call on host countries to establish rules and mechanisms to facilitate the integration of the migrants into their communities.

While the United States has slammed the door shut on Venezuelan migrants, in countries such as Chile, Ecuador, Peru, Colombia, Mexico and some Central American nations, new rules are also being prepared to modify the policy of extending a helping hand to Venezuelans.

For example, Ecuador overhauled the Human Mobility Law to increase the grounds for deportation, such as “representing a threat to security”, and Colombia – which has received the largest number of Venezuelans – eliminated the office for the attention and socioeconomic integration of the migrant population.

Panama will require visas for those deported from Central America or Mexico, Peru is working to change regulations for the migrant population, and the government of Chile, which in the past has expelled hundreds of migrants on flights, announced that it will take measures to prevent unwanted immigration.

Of the 7.1 million Venezuelans registered as of September as migrants by U.N. agencies, the vast majority of them having left the country since 2013, almost six million were in neighboring Latin American and Caribbean countries.

Entire families have not only sought to reach the United States or Europe, but have traveled thousands of kilometers, in journeys they could never have dreamed of, with stretches by bus but often on foot, through clandestine jungle passes or cold mountains, to reach Brazil, Colombia, Ecuador, Peru, Argentina or Chile.

Others tried their luck in hostile neighboring Caribbean islands and dozens lost their lives when the overcrowded boats in which they were trying to reach safe shores were shipwrecked.

Faced with the explosive phenomenon, the United Nations Refugee Agency (UNHCR) and the International Organization for Migration (IOM) established a platform for programs to help migrants in the region and host communities, which is coordinated by a former Guatemalan vice-president, Eduardo Stein.

Of their budget for 2022, based on pledges from donor countries and institutions, for 1.7 billion dollars, they have only received 300 million dollars, in another sign that Venezuelan migrants have ceased to play a leading role on the international stage.

Cambodian Prime Minister Hun Sen walks into a diplomatic minefield these days. He supports UN resolutions against Putin but does not want to jeopardize the long-standing friendship with Russia. At the same time, he tries to be less dependent on the West, both economically and politically.

“Right now, Russia has a good understanding with most countries in Southeast Asia. For example, the new Philippine president wants a better relationship with Moscow, we have excellent contacts with Myanmar, Vietnam, and Laos, but less with Cambodia.”

Last month, Cambodia backed the United Nations (UN) resolution condemning Russia’s annexation of Ukrainian territories. Earlier this year, Cambodian Prime Minister Hun Sen also signed a resolution against the invasion of Ukraine. As a result, the Russian ambassador to Cambodia Anatoly Borovik posted a rather vicious message on Twitter. “It was Moscow that assisted Phnom Penh in the most difficult period in its history”, Borovik wrote to refresh Cambodia’s memory. It is a reference to the long-standing friendship between the two countries.

 

Turbulent 80s

This friendship goes back to the mid-1950s when Cambodia just gained independence from France and the Soviet Union supported the then king Norodom Sihanouk, who didn’t want to choose sides between the West and the Eastern Bloc during the Cold War.

But Borovik’s tweet refers to the 1980s when the Vietnamese army took control of Cambodia after having ousted Khmer Rouge leader Pol Pot from power.

 

Boycott

The United States had not yet digested the Vietnam War and wanted this Vietnamese occupier to leave. Various Western countries supported this demand. Cambodia urgently needed emergency aid, after the devastation of the Khmer Rouge, but was boycotted. Only a limited number of countries, with the Soviet Union in the lead, tried to get food and medicines to the affected population.

“When I came to Cambodia in 1984, as a reporter for the state news agency TASS, there were also many Russian doctors, technicians, and engineers”, says Russian professor Dmitry Mosyakov about that period. Today he is head of the center for Southeast Asia at the Institute of Oriental Studies in the Cambodian capital Phnom Penh. “The Soviets were very close to the Cambodians, almost like a family”, Mosyakov recalls.

 

Prime Minister Hun Sen

One year after Mosyakov’s arrival, in 1985, Cambodia gets a new prime minister: Hun Sen. He is a former Khmer Rouge soldier who later defected and was brought to power by the Vietnamese. Today, 37 years later, he is still in office. He rules the country with an iron fist, has opposition leaders thrown in jail, and manipulates the elections. The United States and the European Union are watching disapprovingly.

That’s why it is striking that the European lobby has been able to convince Hun Sen to support a pro-Western resolution against Russia. “This is because Cambodia is still economically dependent on the American and European markets for export. The prime minister wants to change this in due course, for example, he is currently looking at the Eurasian Economic Union, led by Russia,” says Cambodian journalist Chhengpor Aun. He writes about his country’s foreign policy for ‘Voice of America’ and ‘The Diplomat’, among others.

 

Ambiguous

To keep the line with Moscow open, Cambodia has only signed UN resolutions with a humanitarian undertone. “For example, Cambodia supported a declaration on the protection of civilians, but abstained when the vote to suspend the rights of Russia in the UN Rights Council was taken”, explains Chhengpor Aun.

Professor Dmitry Mosyakov deplores Cambodia’s ambiguous attitude. “It was good that our ambassador referred to the 1980s and the support Cambodia received back then,” he responds. “Right now, Russia has a good understanding with most countries in Southeast Asia. For example, the new Philippine president wants a better relationship with Moscow, we have excellent contacts with Myanmar, Vietnam, and Laos, but less with Cambodia.”

 

Communism

When ideological ties to communism were severed in the early 1990s, the relations between the two countries cooled down. Russian aid was reduced in a very short time and the West regained influence.

Because of this historical link, some veterans of Hun Sen’s party would rather not support UN resolutions against Putin. “This is nothing more than a sentiment from the past,” says journalist Chhengpor Aun. “In any case, the Prime Minister’s foreign policy is much more pragmatic than his authoritarian domestic policy.”

 

Coup de theatre

Chhengpor Aun thus refers to a major coup de theatre that awaits Cambodian politics. Hun Sen has announced that he will make his son Hun Manet prime minister next summer, albeit after the national elections. “This will be the last and most important game in Hun Sen’s long career,” Mosyakov says. “I think a lot will change with the son in power, including international relations.”

Evidently, the West disapproves of this undemocratic shift in power, but Hun Sen does not want the EU or the US to interfere in his political plans. Nevertheless, the western countries are at the table during the ASEAN summit, which traditionally takes place in November and which Cambodia is chairing this time.

 

Between East and West

ASEAN is the Association of Southeast Asian Nations, but several major world leaders are also invited to the annual meeting. An American, a European, but also a Chinese, and a Russian delegation is expected in Phnom Penh.

“As the Khmer proverb goes, ‘merl gee, merl aing’, the Prime Minister will have to look closely at the others and at himself, to make sure he doesn’t say anything wrong,” Chhengpor Aun summarises the situation. Hun Sen will need everyone around the table to make his economic and political plans work.

In any case, history seems to be repeating itself. Just like during the Cold War, a small country like Cambodia is suddenly right in the middle between East and West.

NEW YORK, Oct 3 2022 (IPS)

This week is a momentous one for the world’s premier human rights body. At stake is a resolution to decide whether the UN Human Rights Council in Geneva can hold a debate on a recently released UN report.

The report concludes that rights violations by China’s government in its Xinjiang region ‘may constitute international crimes, in particular crimes against humanity’.

Unsurprisingly, China’s government is doing everything in its power to scotch plans for a debate on the report’s contents. Its tactics include intimidating smaller states, spreading disinformation and politicising genuine human rights concerns – the very thing the Human Rights Council was set up to overcome.

The historic report, which affirms that the rights of Xinjiang’s Uyghur Muslim population are being violated through an industrial-level programme of mass incarceration, systemic torture and sexual violence, attracted huge controversy before it was released on 31 August 2022, minutes before the end of the term of the outgoing High Commissioner for Human Rights, Michelle Bachelet.

The report was supposedly ready in September 2021 but so great was the pressure exerted by the Chinese state that it took almost another year for it to be aired. Absurdly, the 46-page report includes a 122 page annex in the form of a rebuttal issued by China, rejecting the findings and calling into question the mandate of the Office of the High Commissioner for Human Rights.

The Office of the High Commissioner has asserted that the report is based on a rigorous review of documentary evidence with its credibility assessed in accordance with standard human rights methodology. The report’s recommendations are pretty straightforward: prompt steps should be taken to release all people arbitrarily imprisoned in Xinjiang, a full legal review of national security and counter-terrorism policies should be undertaken, and an official investigation should be carried into allegations of human rights violations in camps and detention facilities.

Nevertheless, a proposed resolution to hold a debate on the report’s contents in early 2023 is facing severe headwinds. A number of states inside and outside the Human Rights Council, united by their shared history of impunity for rampant human rights abuses – such as Cuba, Egypt, Laos, North Korea, Pakistan, Saudi Arabia, Syria and Venezuela – have already rallied to China’s defence in informal negotiations on the brief resolution.

What is most worrying is that China appears to be leaning on smaller states that make up the 47-member Human Rights Council by inverting arguments about politicisation of global human rights issues and projecting itself as the victim of a Western conspiracy to undermine its sovereignty.

If China were to have its way, it would be a huge setback for the Human Rights Council, which was conceived in 2006 as a representative body of states designed to overcome the flaws of ‘declining credibility and lack of professionalism’ that marred the work of the body it replaced, the UN Commission on Human Rights.

Former UN Secretary-General Kofi Annan, in his ground-breaking In Larger Freedom report, lamented that states sought membership ‘not to strengthen human rights but to protect themselves against criticism or to criticize others’.

Human Rights Council members are expected to uphold the highest standards in the protection and promotion of human rights. But our research at CIVICUS shows that eight of the Council’s 47 members have the worst possible civic space conditions for human rights defenders and their organisations to exist. In these countries – Cameroon, China, Cuba, Eritrea, Libya, Sudan, United Arab Emirates and Uzbekistan – human rights are routinely abused and anyone with the temerity to speak truth to power is relentlessly persecuted.

Regimes that serially abuse human rights may be motivated to block findings of investigations being aired on the international stage, but the international community has a collective responsibility to the victims. Civil society groups are urging Human Rights Council members to stand firm on the call for a debate on the China report.

Human Rights Council member states that assert the importance of human rights and democracy in their foreign policy are expected to vote in favour. Nevertheless, the influence of regional and geo-political blocs within the Council mean that the issue will essentially be settled by the decisions of states such as Argentina, Armenia, Benin, Brazil, Côte d’Ivoire, Gabon, Honduras, India, Indonesia, Malawi, Malaysia, Mexico, Paraguay, Senegal, Ukraine and Qatar.

China will undoubtedly pressure these states to try to get them to oppose or abstain in any vote that seeks to advance justice for the Uyghur people.

The stakes are particularly high for China’s mercurial leader, Xi Jinping, who is seeking to anoint himself as president for a third term – after abolishing term limits in 2018 – at the Chinese Communist Party’s Congress, which begins on 16 October.

Recognition of the systematic abuses to which Xi’s administration has subjected the Uyghur people would be considered an international affront to his growing power.

If China were to prevail at the Human Rights Council, it would be another blow to the legitimacy of the UN, which is already reeling from the UN Security Council’s inability to overcome Russia’s permanent member veto to block action on the invasion of Ukraine. So much – for the UN’s reputation, and for the hope that human rights violators, however powerful, will be held to account – is resting on the vote.

When the UN’s high-level meeting of world leaders concluded last week, the head count seemed lopsided: 190 speakers, including 76 Heads of State, 50 Heads of Government, 4 Vice-Presidents, 5 Deputy Prime Ministers, 48 Ministers and 7 Heads of Delegations—overwhelmingly male.

Among the 190 speakers, there were only 23 women, “a figure that represents around 10 per cent of leaders who participated this year”, according to the UN.

The President of the General Assembly Csaba Kőrösi of Hungary struck a note of political consolation when he said: “But though their numbers are small, women leaders “pack a punch”, to quote former New Zealand Prime Minister Helen Clark, who moderated this year’s first General Assembly Platform of Women Leaders”.

But the reaction from rights activists and civil society organizations (CSOs) was mostly negative.

Antonia Kirkland, Global Lead on Legal Equality at Equality Now told IPS “the dismal number of women leaders speaking at UNGA this year is very worrying given the regression on women’s rights in many parts of the world, including in the United States, where the UN General Assembly meets”.

There is a well-documented correlation, she said, between peace and security generally, economic development and women’s rights, which has an impact on everyone.

“The low number of female leaders speaking at UNGA is less than half the already low number of women parliamentarians worldwide (just over 26% according to IPU).”

“And as it becomes harder and harder for civil society to access the United Nations, women’s rights organizations have less of an opportunity to hold governments accountable to their legal obligations and commitments to ensure gender equality,” Kirkland declared.

The criticisms come amid longstanding complaints of how women are marginalized in the highest levels of the UN since its creation.

The male/female ratio for the Secretary-General stands at 9 vs zero. And the Presidency of the General Assembly (PGA), the highest policy-making body at the UN, is not far behind either.

The score stands at 73 men and 4 women as PGAs– even as the General Assembly elected another male candidate, as its 77th President, and who serves his one-year term beginning September 2022.

Since 1945, the only four women elected as presidents were: Vijaya Lakshmi Pandit of India (1953), Angie Brooks of Liberia (1969), Sheikha Haya Rashed Al-Khalifa of Bahrain (2006) and Maria Fernando Espinosa Garces of Ecuador (2018).

Meanwhile, women Heads of State and Government met on the sidelines of the UN General Assembly (UNGA) High-level Week to discuss global issues in the newly created UNGA Platform of Women Leaders.

The event, under the theme of “Transformative solutions by women leaders to today’s interlinked challenges”, highlighted the fact that women’s full and effective political participation and decision-making are crucial to addressing global priorities effectively, decisively, and inclusively, according to UN Women.

With the presence of President Katalin Novák of Hungary, Prime Minister Sheikh Hasina of Bangladesh, Prime Minister Katrín Jakobsdóttir of Iceland, Prime Minister Fiamē Naomi Mataʻafa of Samoa, and Prime Minister Robinah Nabbanja of Uganda, as well as Prime Minister Evelyna Wever-Croes of Aruba and Prime Minister Silveria E. Jacobs of St. Maarten, and former Prime Minister Helen Clark of New Zealand, the event was hosted by the Office of the President of the General Assembly and UN Women, in cooperation with the Council of Women World Leaders (CWWL).

Purnima Mane, a former Deputy Executive Director of the UN Population Fund (UNFPA) and UN Assistant-Secretary-General, told IPS that in June 2022, the UNGA passed a resolution commemorating the International Day of Women in Diplomacy which acknowledged the contribution of women globally at all levels of decision making who work for the achievement of sustainable development, peace and democracy.

“And yet, we recognize that women are grossly under-represented at most levels in the UN including national delegations and senior levels of the diplomatic corps.”

While women’s political representation at senior levels is on the rise in many countries over the last few years, especially women serving as heads of State, she pointed out, it still has a long way to go with only 28 of the 193 Member states having Women heads of State of government.

This low representation of women was evident in the recent UNGA session, she said.

Of the 190 speakers, 23 were women, a figure that represents around 10 per cent of the leaders who participated this year – a number that is still “woefully low”, said Mane, a former President and CEO of Pathfinder International

It is significant, she said, that many of this small group of women leaders “pack a punch” as stated by former New Zealand Prime Minister Helen Clark, who moderated this year’s first General Assembly Platform of Women Leaders.

At this newly launched General Assembly Platform of Women Leaders, the female heads of State of several countries like Aruba, Bangladesh, Hungary, Iceland, St. Maarten, Samoa and Uganda, addressed the group.

“Undoubtedly this comment from Former New Zealand PM Clark gives us pause to think. It is true that some of the women leaders like those of Finland and many other Member States, have caused the world to sit up and take notice of their achievements.”

Many of the countries with female leadership are making a difference at the country level, focusing on gender equity and ensuring laws and policies which foster these.

“These countries are also doing better in terms of development goals and making a difference in their region as a whole, also inspiring women around the world to recognize their potential. Imagine what the world would be like if this number of women leaders increased significantly, to the benefit of not just their countries, but also their regions and the world,” she added.

The actions these women leaders have taken speak for themselves – they are pioneering and have yielded much-needed benefits, said Mane.

“Data are plentiful to show what a difference these women leaders are making both domestically and internationally. Yet their numbers grow far too slowly”.

“While numbers do not tell the whole story, they certainly indicate the source of the problem, and the world loses out in moving faster towards development and greater equity,” she declared.

Addressing the meeting of women leaders, Sima Bahous, Executive Director of UN Women, said: “When more women lead in political and public life, everyone benefits, especially in crises”.

A new generation of girls see a possible future for themselves. Health, education, childcare, and violence against women receive greater attention and better solutions.

“We must find every possible way to amplify the assets women leaders bring. This Platform is an opportunity to do just that.”

Recent global crises, such as the COVID-19 pandemic, climate, and conflicts, have shown the positive difference women’s leadership and decision-making can make in executive positions, parliaments, and public administration, she said.

For example, the UNDP–UN Women COVID-19 Global Gender Response Tracker shows that governments with higher women’s representation in parliaments adopted a higher number of gender-sensitive policy measures in response to COVID-19, including policies aimed directly at strengthening women’s economic security.

Out of the 193 Member States of the United Nations, only 28 women serve as elected Heads of State or Government, she pointed out.

Whilst progress has been made in many countries, the global proportion of women in other levels of political office worldwide still has far to go: 21 per cent of the world’s ministers, 26 per cent of national parliamentarians, and 34 per cent of elected seats of local government.

According to a new UN report, at the current pace of progress, equal representation in parliament will not be achieved until 2062, said Bahous.

Katrín Jakobsdóttir, Prime Minister of the Republic of Iceland and Chair of the Council of Women World Leaders, said: “It is my strong belief that the world needs more women leaders and more diverse leaders, people with all kinds of backgrounds and life experiences”.

“The decisions leaders make affect all people in our societies. These decisions should be made by people who have a real and deep understanding of how most people live, of what their concerns are, and are therefore responsive to their needs.”

There is a main hall as well as workshops, laboratories and, of course, a cafeteria, where the half-hour break flies by amid card games and laughs. It could well be any university if it wasn’t for those men armed with assault rifles at the entrance.

This is the campus of University of Rojava in Qamishli (700 kilometres northeast of Damascus), an institution that opened its doors in October 2016, in the midst of a war that still rages on.

“Lessons in the Kurdish language are one of our hallmarks,” Rohan Mistefa, the former dean, tells IPS from an office on the second floor. Other than the language of instruction, significant differences from other Syrian universities are also visible in the curriculum.

“We got rid of subjects such as Ideology and History of the Baath Party (in power in Damascus since 1963) and replaced it with `Democratic Culture,'” explains this Kurdish woman in her mid-forties. The creation of a Department of Science for Women (Jineoloij, in Kurdish), she adds, has been another milestone.

The University of Rojava hosts around 2,000 students on three campuses. There are, however, two other active universities in Syria’s northeast: Kobani, working since 2017, and Al- Sharq in Raqqa. The latter has been operating since last year in a city that was once the capital of the Islamic State in Syria.

“Unlike the universities of Kobani and Rojava, in Raqqa they study in Arabic because the majority of citizens there are Arabs,” says Mistefa, who is today co-responsible for coordinating between the three institutions.

Mustefa has been closely linked to the institution since its inception. She helped to found the first Kurdish university in Syria in her native district of Afrin in 2015. That pioneering initiative had to close its doors in 2018: territorially disconnected from the rest of the Kurdish Syrian territories, Afrin was taken over by Ankara-backed Islamist militias. It remains under occupation to this day.

“Many people ask us why we open schools and universities in the middle of the war. I always tell them that ours is a culture of building, and not that of destroying our neighbours and their allies”, says the Kurdish woman.

The Kurds call “Rojava” (“west”) their native land in northeast Syria. In the wake of the so-called “Arab spring” uprisings across the Middle East and North Africa in 2011, Kurds opted for what was then known as the “third way”: neither with the government nor with the opposition.

Twelve years on, the Kurdish minority in Syria coexists with Arabs and Syriacs in the so-called Autonomous Administration of North and East Syria (AANES). It’s in this corner of Syria, which shares borders with both Turkey and Iraq, where such a network of universities has been built. It now rivals the institutions of the Syrian Arab Republic government.

 

A “titanic task”

After the opening of the first Kurdish-language schools in the history of Syria, the University of Rojava is one more step forward in a revolution that has placed education among its main values.

It consists of nine faculties that offer free academic training in various Engineering branches, as well as Medicine, Law, Educational Sciences, Administration and Finance, Journalism and, of course, Kurdish Philology.

“I chose Philology because I love writing poems in Kurdish; I am very much into folklore, literature… everything that has to do with our culture,” Tolen Kenjo, a second-year student from the neighbouring city of Hasaka tells IPS.

The 19-year old still remembers being punished at school whenever she would utter a word in her mother tongue. For more than four decades, the ban on the Kurdish language in Syria was just another chapter within an ambitious assimilation plan that also included the displacement of the country’s Kurdish population and even the deprivation of citizenship of tens of thousands of them.

Today, the university’s walls are covered with posters: climate maps, the photosynthesis cycle, quotes from the Russian classics. For the first time in Syria, all are in the Kurdish language. The corridors get crammed with students during the breaks between classes, often amid the laughter that comes from a group of students playing volleyball in the courtyard.

In the Department of English Language and Translation, we find Jihan Ayo, a Kurdish woman who has been teaching here for more than three years. Ayo is one of the more than 200,000 displaced (UN figures) who arrived from Serekaniye in 2019, when the Kurdish district was invaded by Islamist militias under Ankara´s wing.

“Turkey’s attacks or those by cells of the Islamic State are still a common currency here,” Ayo tells IPS. When it comes to lessons, she points to a “titanic task.”

Work is still underway to translate teaching materials into Kurdish — to train not only students but also those who will become their teachers. Among other things, Ayo remembers those “very tough” 18 months during which the pandemic forced lessons to be suspended.

“We tried to cope with things online; we got help from volunteer teachers from practically all over the world, but, of course, not everyone here has the means to connect to the Internet…”

She also faces a fight to gain the trust of many local citizens, towards an educational network that has no recognition outside this corner of Syria. Although the Kurdish administration administers the region, the “official” schools -those ran by Damascus- continue to function and, of course, they stick to the pre-war curriculum.

Recognition

In a comprehensive report published in September 2022 on the university system in northeast Syria, Rojava researchers Information Center (an independent press organization) stress the importance of international recognition that can make the institution more attractive to students.

“While the quality of the education received at these universities in itself is comparable to other institutions’ in the region, the lack of recognition abroad may make it impossible for the students to continue their studies outside of Syria, find employment abroad, or even have their technical knowledge recognized by companies and institutions not tied to the AANES,” the report warns.

It also claimks that the University of Rojava maintains cooperation agreements with at least eight foreign universities, including Washington State University (U.S.), Emden/Leer University of Applied Sciences (Germany) and the University of Parma (Italy)..

It´s just a ten-minute walk from the campus to the headquarters of the Democratic Union Party (PYD), the dominant political party among Kurds in Syria. From his office, PYD co-chairman Salih Muslim wanted to highlight the role of universities as “providers of necessary cadres to build and develop the places they belong to and come from.”

“Our universities are ready to cooperate and exchange experiences with all the universities and international institutions to gain more experience and they are welcome to do so,” Muslim told IPS.

Despite the lack of international recognition, academic life goes on in this corner of Syria. Noreldin Hassan arrived from Afrin after the 2018 invasion and today is about to fulfil his dream of graduating in Journalism. The 27-year-old tells IPS that his university is “working in the right direction” to achieve international recognition. However, he has chosen not to wait for a degree to begin his career, and he has been working as a reporter for eight years already .

“Getting a diploma is important, but, at the end of the day, journalists learn by sheer practice while looking for stories and covering those,” stresses the young man.

The last story he covered? One about those women forced to marry mercenaries on a Turkish payroll. The story he´d like to cover the most? No surprises here:

“The day when the Kurds of Afrin can finally go back home.”

As world leaders gather in New York for the opening of the 77th session of the United Nations General Assembly this week, the security horizon is undoubtedly dark.

From the geopolitical shockwaves of the war in Ukraine, to military spending, nutrition and food security, to our stewardship of the planet, far too many key indicators are heading in a dangerous direction.

We can, and must, turn them around. In the words of UN Secretary-General António Guterres in his 2021 report Our Common Agenda, ‘the choices we make, or fail to make, today could result in further breakdown, or a breakthrough to a greener, better, safer future’.

Making the right choices requires political will and leadership, based on the best available knowledge. That last aspect is SIPRI’s stock in trade.

A ‘watershed moment’

The theme for the 77th General Assembly session is ‘A watershed moment: transformative solutions to interlocking challenges’.

Evidence of these interlocking challenges is everywhere: the floods in Pakistan, war and insecurity afflicting every region of the world, the erosion of arms control and stagnation in disarmament, rising hunger, the economic and political turmoil that has followed the Covid-19 pandemic, and the list goes on.

These interlocking challenges share some common features. Their consequences, and often their drivers, do not respect borders or alliances. They are characterized by uncertainty and volatility. They tend to cut across traditional policy domains.

This has a clear implication: the only realistic path towards a ‘greener, better, safer future’ on this planet lies through cooperation. Countries, societies and sectors must work together to meet global challenges, put aside tensions and political polarization, and restore their faith in institutions and the rules-based international order.

Earlier this year, Secretary-General Guterres invited me to become co-Chair of his High-Level Advisory Board on Effective Multilateralism, alongside Ellen Johnson Sirleaf, a Nobel Peace Prize laureate and former president of Liberia.

The Advisory Board’s task is to come up with concrete suggestions for how to improve cooperation at the multilateral level, how we can ensure it is fit to meet the challenges of an unpredictable future and the urgently needed transition to more sustainable, peaceful societies. To accomplish this mission, we will rely heavily on science and expertise.

Addressing the crisis of the biosphere

SIPRI’s Environment of Peace report explores the most dangerous sets of interlocking challenges we face: the complex and unpredictable ways that climate change and other environmental crises are intertwining with more human-centred aspects of security.

Besides providing policy insights, the Environment of Peace report documents the indirect pathways linking climate change impacts and insecurity, and the interactions between climate, conflict and food security, thus continuing SIPRI’s contributions to working out how UN peace operations must adapt to climate change.

The biosphere crisis can only be successfully addressed through cooperation. Countries need to share green technologies and innovative solutions.

They need to agree on fair ways to share vital natural resources and settle disputes peacefully. There must be give and take; action in one society to mitigate impacts on another.

Countries also need to agree on fair ways to distribute the burdens, costs and benefits of a green transition. From South Asia to sub-Saharan Africa to Indigenous communities around the world, those most vulnerable to the impacts of the crisis of the biosphere are often those least responsible for causing it—something illustrated starkly most recently by the devastating floods in Pakistan.

There is a clear moral case for wealthier, industrialized countries to meet their climate finance commitments and to compensate the most affected countries for loss and damage. But there is also a strong security case for doing so. Localized insecurity can quickly spread.

From national security to common security

A logical response to such threats to their shared interests would be for countries to put differences aside and pull together. Instead, they have, by and large, followed a path of division and militarization.

Even before Russia’s invasion of Ukraine this year, that was clear. SIPRI data shows large increases in global military expenditure in the last two years, as well as in arms imports to Europe, East Asia and Oceania.
All of the nuclear-armed states are modernizing or expanding their arsenals.

At the same time, we are also seeing rapid and radical developments in weapon systems, technologies and even ways of executing a conflict.
A new, expensive and risky arms race is well under way. There is an urgent need to breathe new life into nuclear disarmament, non-proliferation and arms control.

Disappointingly, the recent 10th Review Conference of the 1968 Treaty on the Non-Proliferation of Nuclear Weapons (NPT) ended without agreement on the way forward. However, there were signs of hope.

The conference produced much to build on in the next five-year review cycle. Notably, all of the five NPT-recognized nuclear weapon states (China, France, Russia, the United Kingdom and the United States) agree on the necessity of measures to reduce strategic risks.

These will be important steps. However, what is needed most of all is a shift away from the pursuit of security through military capability to investing in peace and common security. Once again, cooperation will be key.

How evidence underpins cooperation

Successful cooperation needs to be underpinned by reliable, non-partisan information and analysis. As Secretary-General Guterres declares in Our Common Agenda: ‘Now is the time to end the “infodemic” plaguing our world by defending a common, empirically backed consensus around facts, science and knowledge.’

The Secretary-General correctly characterizes ‘facts, science and knowledge’ as a public good that it is in everyone’s interest to protect. They provide valuable common ground for discussion—even when trust between the parties is lacking.

They inform effective solutions. They make it possible to verify that others are following rules and living up to commitments. They give early warning of emerging challenges and imminent dangers.

The Environment of Peace report highlights the fact that risks and uncertainty lie not just in the external challenges we face, but also in the actions taken to address them in the transition towards sustainability.

This transition needs to happen at unprecedented scale and speed, using novel solutions in an environment of uncertainty. There will inevitably be setbacks, unintended, unanticipated consequences of well-intentioned policies.

There will also be resistance, parties who need convincing that the costs justify the benefits.
To keep the transition just and peaceful will demand communication, cooperation, trust and agility to deal with unexpected risks and change course quickly to avert them.

For this, we will need to produce and disseminate even more reliable and verified information. SIPRI will continue to be a resource in this regard.

Opportunities for change

The UN General Assembly has a highly ambitious agenda for transformative change. The landmark Summit of the Future, scheduled for September 2024, has been billed as ‘the moment to agree on concrete solutions to challenges that have emerged or grown since 2015’.

The COP27—the 27th Conference of the Parties to the 1992 UN Framework Convention on Climate Change—coming in November, and the much-postponed 15th Conference of the Parties of the 1992 Convention on Biological Diversity in December are other important opportunities to reduce future security risks at the multilateral level.

However important intergovernmental forums like this are, the task of tackling our interconnected challenges is continuous and society-wide. Solutions need to come at the multilateral, national and subnational levels.

And they need to engage a broad range of stakeholders, from youth to Indigenous Peoples to the private sector. Reliable information and expertise must be available to guide all of this.

I am both proud and daunted to be picking up the mantle of Chair of the SIPRI Governing Board as we confront these difficult challenges ahead.

SIPRI’s core mission as a source of freely available, reliable evidence, fair-minded analysis and balanced assessment of options, as a convenor of dialogues, and as a provider of support to the formulation and implementation of international agreements and instruments remains as important as ever.

Day after day, the world’s scientific community, based on solid investigations, elaborates dozens of studies identifying the causes of the existing emergencies facing humanity. They also prepare understandable summaries and conclusions and propose feasible solutions to the current crises and ways to prevent major future risks.

Such studies are promptly submitted to politicians, both directly and through hundreds of summits, conferences, forums and meetings.

Are they just unable to read and understand these texts?

In combination, the security and environmental crises are creating compound, cascading, emergent, systemic and existential risks. Without profound changes in approach by institutions of authority, risks will inevitably proliferate quickly

If so, they should probably be added to the shameful finding that up to 70% of children –or nearly 250 million– are illiterate, sentenced to ignorance as revealed by numerous findings, including those of the Education Cannot Wait (ECW), the UN global fund for education in emergencies and protracted crises.

 

Unpredictable risks

Meanwhile, the world is “stumbling into a new era of unpredictable risks,” while the ongoing multiple and deepening crises have “pushed 9 out of 10 countries backwards in human development.”

Both facts unveil the failure of the world’s politicians to act for people rather than announcing decisions that end up benefiting big private businesses.

Two major reports have revealed such a stark failure. One of them was released on 8 September 2022 by UNDP–the UN Development Programme’s Human Development Report: “Uncertain Times, Unsettled Lives: Shaping our Future in a Transforming World.”

The other one “Environment of Peace: Security in a New Era of Risk” was published on 23 May this very year by the prestigious Stockholm International Peace Research Institute (SIPRI).

 

Failure

“World leaders are failing to prepare for a new era of complex and often unpredictable risks to peace as profound environmental and security crises converge and intensify,” highlights SIPRI, the independent international institute dedicated to research into conflict, armaments, arms control and disarmament.

Its report paints a vivid picture of the escalating security crisis. For example, it notes that between 2010 and 2020 the number of state-based armed conflicts roughly doubled (to 56), as did the number of conflict deaths.

“The number of refugees and other forcibly displaced people also doubled, to 82.4 million. In 2020 the number of operationally deployed nuclear warheads increased after years of reductions, and in 2021 military spending surpassed $2 trillion for the first time ever.”

Regarding the environmental crisis, SIPRI warns that around a quarter of all species are at risk of extinction, pollinating insects are in rapid decline and soil quality is falling, while exploitation of natural resources such as forests and fish continues at unsustainable levels.

“Climate change is making extreme weather events such as storms and heatwaves more common and more intense, reducing the yield of major food crops and increasing the risk of large-scale harvest failures.”

 

Uncertain times, unsettled lives

For its part, the Human Development Report warns that the world is lurching from crisis to crisis, trapped in a cycle of firefighting and unable to tackle the roots of the troubles that confront the world.

The report argues that “layers of uncertainty are stacking up and interacting to unsettle life in unprecedented ways.”

 

Devastating impacts

The last two years have had a devastating impact for billions of people around the world, when crises like COVID-19 and the war in Ukraine hit back-to-back, and interacted with sweeping social and economic shifts, dangerous planetary changes, and massive increases in polarisation, says UNDP.

“Without a sharp change of course, we may be heading towards even more deprivations and injustices.”

For the first time in the 32 years that UNDP has been calculating it, the Human Development Index, which measures a nation’s health, education, and standard of living, has declined globally for two years in a row.

 

Universal reversal of human development

“The reversal is nearly universal as over 90 percent of countries registered a decline in their Human Development Index score in either 2020 or 2021 and more than 40 percent declined in both years, signalling that the crisis is still deepening for many.”

While some countries are beginning to get back on their feet,it adds, “recovery is uneven and partial, further widening inequalities in human development.” Latin America, the Caribbean, Sub-Saharan Africa and South Asia have been hit particularly hard.

 

Scrambling

“The world is scrambling to respond to back-to-back crises. We have seen with the cost of living and energy crises that, while it is tempting to focus on quick fixes like subsidising fossil fuels, immediate relief tactics are delaying the long-term systemic changes we must make,” says Achim Steiner, UNDP Administrator.

“We are collectively paralyzed in making these changes. In a world defined by uncertainty, we need a renewed sense of global solidarity to tackle our interconnected, common challenges.”

The report explores why the change needed isn’t happening and suggests there are many reasons, including how insecurity and polarisation are feeding off each other today to prevent the solidarity and collective action to tackle crisis at all levels.

 

Insecurity and political extremism

New calculations show, for instance, that those feeling most insecure are also more likely to hold extreme political views, it also reveals.

“Even before COVID-19 hit, we were seeing the twin paradoxes of progress with insecurity and polarisation. Today, with one-third of people worldwide feeling stressed and fewer than a third of people worldwide trusting others, we face major roadblocks to adopting policies that work for people and the planet,” says Achim Steiner.

To chart a new course, the report recommends implementing policies that focus on investment — from renewable energy to preparedness for pandemics, and insurance—including social protection— to prepare our societies for the ups and downs of an uncertain world.

 

Climate and armed conflicts

The environmental crisis is increasing risks to security and peace worldwide, notably in countries that are already fragile, explains SIPRI’s Environment of Peace – Security in a new era of risk.

Indicators of insecurity such as the number of conflicts, the number of hungry people and military expenditure are rising; so are indicators of environmental decline, climate change, biodiversity, pollution and other areas, warns SIPRI.

“In combination, the security and environmental crises are creating compound, cascading, emergent, systemic and existential risks. Without profound changes in approach by institutions of authority, risks will inevitably proliferate quickly.”

Evidence shows that politicians are capable of reading and understanding those texts elaborated by economic, financial and markets experts.

Meanwhile, and despite the above and other readable – and understandable texts, they seemingly continue to neglect an essential fact, i.e., ‘By Deliberately Ignoring Risk, the World Is Bankrolling Its Own Destruction’.

Both mainstream media, international bodies and human rights defenders continue to rightly denounce the Taliban’s inhuman abuses against the Afghan people’s basic rights, in particular those of women and girls.

In doing so, they use a similar vocabulary, saying that since the Taliban “seized the power” on 15 August 2021 everything has collapsed. Shouldn’t it be more accurate to say that the power was “knowingly” “delivered” to them by the United States of America following negotiations between the two parties under Donald Trump’s administration?

How come the Taliban managed, in just weeks, to push Afghanistan’s economy into “free fall” as defined by the UN Emergency Relief Coordinator, already in December 2021 - that's only four months since the power was handed to them?

Other statements talk about how the Taliban’s regime has in just a few months erased with a stroke of a pen all the “great achievements” made over 20 years of US and allies’ massive military attacks on Afghanistan’s unarmed population.

 

Has all this happened in just 12 months?

How come the Taliban managed in just weeks to push Afghanistan’s economy into “free fall” as defined by the UN Emergency Relief Coordinator, already in December 2021 –that’s only four months since the power was handed to them?

How come that in such a relatively short time the Taliban have hurled into hunger as many as 23 million people – around 60% of the total population?

Have they in one year pushed over 6 million Afghans away to neighbouring countries like Pakistan and Iran?

Then, how come that “Over one year after the Taliban takeover, an estimated 24.4 million people – 59 per cent of the population in Afghanistan – are dependent on international aid and emergency relief in their day-to-day lives,” as stated by the International Organization for Migration (IOM)?

“Since August 2021, nearly all Afghans have plunged into poverty and the country has been facing the risk of systemic collapse,” states IOM.

Add to this the reiterated UN disparate appeals for funding to provide “lifesaving” assistance to 21 million Afghans or 50% of the whole population.

By the way: weren’t the United States who helped, funded –and armed– the Taliban “moderate” predecessors, over the 70s and 80s, to expel the Soviet Union’s troops from Afghanistan?

Weren’t the US and allies aware that the “narco lords” in Afghanistan, the world’s largest opium producer, have also been providing money and weapons to the Taliban in exchange for protection?

 

Operation “Enduring Freedom”

Whatever the case is, the Afghan war narrative should also remind us of other “great achievements” made during the two-decade-long “Enduring Freedom” operation launched against this country by the then US president George W. Bush and allies.

Has this Operation Enduring Freedom really brought food, health, education, safety, democracy, stability… and freedom?

Regardless of the arguments used to “justify” them, wars are also a “good” business.

Indeed new weapons have been tested; killing-drones perfected, troops casualties lessened; fully-equipped private armies made big profits as did the giant weapons industry. And the strategic concept of “war on terror” has definitely been settled.

 

Another under-reported war trophy

Anyway, there seem to be other under-reported “great achievements.” One of them appears to be Afghanistan’s treasure of precious mineral resources that the technology and war business needs.

Just see this: the 2019 official report: Mining Sector Roadmap, published by Afghanistan’s Ministry of Mines and Petroleum [PDF], and introduced by the then Afghan president Mohammad Ashraf Ghani, states the following, among other facts:

– Afghanistan has “extensive” mineral resources, located in every province of the country;

– Afghanistan has world-class deposits of iron, ore, copper, gold, rare-earth minerals, and a host of other natural resources… And oil and gas;

– Other minerals include aluminium, gemstones; lead, zinc, mercury; chromite; sulphur; hydrocarbons; asbestos; marble, lapis lazuli, emeralds and rubies; …

– Afghanistan holds more than a trillion dollars worth of mineral resources;

– Afghanistan “must’‘ leverage the expertise of the “private sector“ to harness the potential of its mineral sector, the official report highlights.

This Afghan government official report was published in 2019, i.e., while the United States and allies were still ruling the country.

 

Too many questions left unanswered

Just take a look at what a brilliant analyst and Nobel Peace Laureate, John Scales Avery, wrote in his recent must-read article: Making Money from War.

“If the aim of the “War on Terror” had been to rid the world of the threat of terrorism, acts like illegal assassination using drones would have been counterproductive, since they create many more terrorists than they destroy,” said Scales Avery, chairman of both the Danish National Pugwash Group and the Danish Peace Academy.

“But since the real aim is to produce a state of perpetual war, thus increasing the profits of the military-industrial complex, such methods are the best imaginable. Urinating on Afghan corpses or burning the Koran or murderous night-time raids on civilian homes also help to promote the real goal, perpetual war,” said Scales Avery.

Now back to the more than a trillion dollars worth of Afghanistan’s mineral resources –those that are much required by the giant technology and other business: would it be too naive to connect the dots?

Venezuela is preparing to replicate the experience of Special Economic Zones (SEZs), a mechanism with which more than 60 countries have tried to draw investment and accelerate economic growth, while under its avowedly socialist government a “silent neoliberalism” is gaining ground.

The aim of the SEZs is “to provide special conditions to gain the economic confidence of investors from all over the world, and productive development to put an end once and for all to oil rentism,” said President Nicolás Maduro when he promulgated the Organic Law of Special Economic Zones on Jul. 20.

The SEZs, “90 percent of which are in the global developing South, are a catalyst for economic restructuring processes and go hand in hand with the expansion of the neoliberal economy,” sociologist Emiliano Terán, a researcher with the non-governmental Venezuelan Observatory of Political Ecology, told IPS.

According to the United Nations Conference on Trade and Development (Unctad), there were 5,383 SEZs in the world in 2019 and another 508 under construction, of which 4,772 were in developing countries – 2,543 in China alone and 737 in Southeast Asia.

In Latin America and the Caribbean there were 486 – 73 in the Dominican Republic, some 150 in Central America, seven in Mexico and 39 in Colombia.

SEZs are mainly commercial, such as free ports or free trade zones, where import quotas, tariffs, customs or sales taxes are eliminated; industrial, with an emphasis on improving infrastructure available to companies; urban or mining ventures; or export processing.

Their main characteristic is that, in order to stimulate investment, especially foreign investment, there are more flexible regulations on taxes, investment requirements, employment, paperwork and procedures, access to resources and inputs, export quotas and capital repatriation.

An eye on the environment

In Venezuela, the first five zones decreed are the arid Paraguaná Peninsula, in the northwest; Margarita Island, in the southeastern Caribbean; La Guaira and Puerto Cabello, which are the largest ports, along the central portion of the Caribbean coast; and the remote La Tortuga Island, some 200 kilometers northeast of Caracas.

Paraguaná (an area of 3,400 square kilometers) is home to a large oil refining complex, and Margarita Island (1,020 square kilometers) has for decades been a sales tax-free zone and a tourist mecca for Venezuela’s middle class.

Puerto Cabello and La Guaira are essentially ports for imports to the populated north-central part of the country, whose main exports, oil and metals, are shipped from docks in the production areas in the east and west.

Hotel complexes, airports, marinas and golf courses are being planned for La Tortuga, which covers 156 square kilometers and has no permanent population. Environmental groups warn that its waters, reefs and the island itself are home to five species of turtles, 73 species of birds and dozens of species of fish and cetaceans.

Limited economy

“The environmental issue is a concern, but it is hard to believe that the government has the resources or the investors for the number of hotels planned for La Tortuga,” economist Luis Oliveros, a professor at the Metropolitan and Central Universities of Venezuela, told IPS.

The decreed Venezuelan SEZs “seem more like announcements than realities, and although we like the government to think of growth and development hand in hand with private investment, much more is needed. It has yet to be clarified what exactly the government is pursuing with these zones,” Oliveros said.

In Venezuela “creating SEZs has limitations, such as the sanctions (imposed by the United States and the European Union) and the need to generate macroeconomic stability and legal certainty, which are pending issues,” he added.

After seven years of sharp decline – and three years of hyperinflation – Venezuela’s annual gross domestic product, which exceeded 300 billion dollars a decade ago, now stands between 50 and 60 billion dollars, according to economists.

Oil production, the main lever of the economy and source of tax revenues, has shrunk and is starved of new investments, while the State desperately seeks income by exporting crude oil at a discount or selling gold that is extracted at the cost of great environmental damage in the southeast of the country.

Attracting investment may be an uphill struggle for SEZs that have still not been fully mapped out, considering that, for example, major companies have not knocked on the door to raise oil production – 600,000 barrels per day when a decade ago it was three million – despite the favorable signals sent by the United States.

Since March, informal contacts between Washington and Caracas, prompted by the impact of the war in Ukraine on the world energy market, have explored, without success so far, easing sanctions and other measures to bring Venezuela back to the U.S. oil market with new investments.

Neoliberal plan

In the southeast of the country, an area rich in gold, iron, diamonds, coltan and other minerals, the 112,000 square kilometer Orinoco Mining Arc (larger than Bulgaria, Cuba or Portugal) was decreed in 2016 as a “strategic development zone”, and its control and management was handed over to the armed forces.

The Mining Arc “has been a precedent for a new model promoted by the State to attract investments, but with depredation of the environment and restriction of wages and workers’ rights,” warned Luis Crespo, professor of Economics at the Central University of Venezuela, during a forum at that university.

“The special economic zones are part of a silent neoliberal adjustment plan driven forward by the government of President Maduro,” said Crespo.

The Venezuelan SEZ law – enacted by the legislature, which has been boycotted by most of the political opposition – states that its purpose is to develop a new production model, promote domestic and foreign economic activity, and diversify and increase exports.

It also aims to promote innovation, industry and technology transfer, create jobs and “ensure the environmental sustainability of production processes.”

The terminology about socialism or transition to socialism, frequent in the political discourse of the government and the ruling United Socialist Party, is absent from the legislation of the SEZs and from the repeated calls for private capital.

“The example of China is being followed, as it is by other countries, in using the SEZs as a showcase for heterodox forms of capital accumulation, in a process of progressive neoliberalization of the economy, as the oil model of production and distribution of wealth is being exhausted,” Terán said.

He added that “the SEZs cannot be seen only in terms of macroeconomic indicators,” as they become “zones of social and environmental sacrifice, with a new political geography of dispossession, and with the cheapening of labor, especially that of women workers.”

According to UNCTAD, although there are differences in SEZs from one country to another and within countries, their common features include having a clearly defined geographic area, a regulatory regime that is distinct from the rest of the economy, and special infrastructure support for the development of their activities.

More politics

Venezuela’s SEZs will be guided by a council to be freely appointed by the president, each will have a single authority to be named by the president, and the decree establishing one of the zones must be considered by the legislature within 10 working days or it will be approved, without discussion.

Areas such as the SEZs, the Mining Arc or special military zones in practice modify the political-administrative division of the country, which only in theory is a federal republic with 23 states plus a capital district.

In another political move, on Aug. 23 Maduro publicly proposed to his new Colombian counterpart, leftwing President Gustavo Petro, who took office on Aug. 7, the creation of a special binational economic zone between southwestern Venezuela and northeastern Colombia.

“We are going to propose to President Petro the construction of a large economic, commercial and productive zone between the department of Norte de Santander (Colombia) and the state of Táchira (Venezuela),” Maduro said.

Diplomatic, political, commercial and transit relations between the neighboring countries have been severed since February 2019.

In Táchira, business spokespersons have expressed their support for this Andean state of 11,000 square kilometers to obtain special regimes that favor trade with the neighboring country, and their peers in Colombia are betting on a recovery of bilateral trade, which prospered until the first decade of this century.

Terán described the projected creation of the SEZs as a possible “new pact of elites in Venezuela,” after more than 20 years of acute political confrontation, but warned that “there is an alternative, because although fragmented, dispersed and with a new look, protests against these pacts have never ceased.”

With the death of Mikhail Gorbachev, the last great statesman, and an entire epoch, disappears.

I had the privilege of working with him, as deputy director of the World Political Forum, which Gorbi had founded in Turin in 2003, with a headquarters agreement with the Piedmont Region. The Forum brought together personalities from all over the world to discuss what was happening.

After Gorbachev, politicians lost the dimension of statesmen. They have gradually fallen back to the demands of electoral success, to short-time politics, to the shelving of debates of ideas, and instead turn not to reason, but to the voters' instincts

The greatest international protagonists, from Kohl to Mitterrand, from Jaruzelski to Oscar Arias, would discuss frankly their role and their mistakes. I will always remember an FPM in 2007, in which Gorbachev reminded those present that he had agreed in a meeting with Kohl, to withdraw support for the East German regime, in return for an assurance that NATO borders would not be moved beyond reunified Germany.

And Kohl replied, pointing to Andreotti who was present, that some were not so enthusiastic about a return to creating Europe’s greatest power, a position shared by Thatcher. Andreotti had said: ‘I love Germany so much that I prefer to have two‘. And the American delegation acknowledged this commitment, but complained that Secretary of State Baker had been overwhelmed by the hawks, who wanted to continue to enlarge NATO and squeeze Russia in a straitjacket.

Gorbi’s comment was lapidary: ‘instead of cooperating with a Russia that wanted to continue on a northern-style socialist path, you hastened to bring it down, and had Yeltsin first, who was conditionally yours‘.

But from Yeltsin was born Putin, who began to see things in a completely different way.

Gorbachev had cooperated with Reagan to eliminate the Cold War. It is amusing to see American historiography attributing the historic victory over communism and the end of the Cold War to Reagan. But without Gorbachev, the powerful but dull Soviet bureaucracy would have continued to resist, and would certainly have lost power. But the Berlin Wall would not have fallen, and the wave of freedom in socialist Europe would surely have come after Reagan’s term.

How much Gorbachev was intent, even more than Reagan, on advancing on the path of peace and disarmament, became clear after the 1986 meeting in Reykjavík. Gorbachev proposed to Reagan the total elimination of atomic weaponry. Reagan said that, because of the time difference, he would consult Washington later. When the two met the next morning,

Reagan told him that the US proposed the elimination of 40 per cent of the nuclear warheads. And Gorbachev replied to him: ‘if you can do no more, let’s start like this. But I remind you that we can now destroy the planet and humanity hundreds of times over’. Time would prove that disarming nuclear Russia was certainly in the American interest if Defence Secretary Weinberg, who went so far as to threaten resignation, had been able to look far ahead.

Yeltsin did everything he could to humiliate Gorbachev, to replace him. He stripped him of every pension, every perk: bodyguard, state car, and made him vacate the Kremlin in a matter of hours. But with Putin he became practically an enemy of the people. The propaganda against him was crude, but effective.

Gorbachev had presided over the end of the Soviet Union ‘the great tragedy’, and had believed the West. Now the USSR was encircled by NATO, and Putin saw himself obliged, in the name of history, to recover at least part of the great power that Gorbachev had squandered.

Those who had stood by Gorbachev since Yeltsin’s arrival saw how the elder statesman, who had changed the course of history, suffered deeply to see the course it was taking. Of course, the press preferred to ignore the deep corruption of the Yeltsin era, which cost the Russian people terrible sacrifices. Under Yeltsin, a team of American economists issued decrees privatising the entire Russian economy, with an immediate collapse in the value of the rouble and social services.

The average life expectancy fell back ten years in one fell swoop. I had a great impression to discover that my breakfast in the morning in the hotel cost as much as an average monthly pension. It was deeply saddening to see so many old ladies dressed in black selling their few poor belongings on the street.

At the same time, a few party officials, friends of Yeltsin, were buying up at bargain prices the large state enterprises put up for sale.

But how did they do it, in a society where there were no rich people? Giulietto Chiesa documented this in an investigation in Turin’s ‘La Stampa’.

Under American pressure, the International Monetary Fund granted an emergency loan of five billion dollars (in 1990) to stabilise the dollar. These dollars never reached the Russian Central Bank, nor did the IMF raise any questions. They were distributed among the future oligarchs, who suddenly found themselves fabulously millionaires. When Yeltsin had to leave power, he sought a successor who would guarantee him and his cronies impunity. One of his advisers introduced him to Putin, saying that he could tame the uprising in Chechnya.

And Putin agreed on one condition: that the oligarchs would never get involved in politics. One of them. Khdorkowski, did not respect the pact, and opened a front in opposition to Yeltsin. We know his fate: stripped of all property, and imprisoned. It was the only appearance of an oligarch in politics.

Gorbachev is the last statesman. With the arrival of the League in Turin, the agreement to host the World Political Forum was, to his amazement, cancelled. The Forum moved to Luxembourg and then the Italians in Rome Foundation took over some of its activities (very presciently) on environmental issues. Gorbachev’s right-hand man, Andrei Gracev, Gorbi’s spokesman in the PCUS and in the transition to democracy, a brilliant analyst, moved to Paris, where he is the point of reference for debates on Russia.

Gorbi, suffering from diabetes, experienced the war in Ukraine as a personal drama: his mother was Ukrainian. He retreated to a hospital under close supervision where he finally died. The era of statesmen is over, also the era of debates by great protagonists of history.

After Gorbachev, politicians lost the dimension of statesmen. They have gradually fallen back to the demands of electoral success, to short-time politics, to the shelving of debates of ideas, and instead turn not to reason, but to the voters’ instincts. Instincts to be aroused and conquered, even by a relentless campaign of fake news.

A school that Trump has managed to export to the world, from the constitutional vote in Chile on 4 September, to Bolsonaro, to Marcos, to Putin and, consequently, to Zelenski. And I find myself writing my bitterness, my discouragement, not only for the death of one of my mentors (as Aldo Moro was) but for an era that now seems definitively over: that of Politics with a capital P, capable of shaking up the world it encountered, with great risks and with the great goals of Peace and International Cooperation.

And to write uncomfortable truths, known by few, that will be immediately buried by hostile interventions and ridicule. Andrei was right when he said to me a short while ago on the phone: “Roberto, my mistake and yours is to have survived our era. Let us also be careful, because we will end up being a nuisance…

When UN diplomats are charged with civil or criminal offenses – from traffic violations to sexual abuse — they avoid prosecution and civil law suits under cover of diplomatic immunity.

It’s a privilege exercised by diplomats worldwide—including US diplomats in overseas postings.

In the 1970s and 80s, there were diplomats from several financially-ailing member states, who were cut-off from their cash-starved home countries, and unable to pay their rents and phone and electricity bills—plus their UN membership dues.

The landlords who had bitter experiences fighting tenants over unpaid rents and damages to their apartments avoided diplomats as tenants because they were protected by diplomatic immunity and couldn’t be dragged into Small Claims Court.

So, at least in one New York City apartment building, the landlord had a sign which read: “Dogs and Diplomats Not Welcome.”

But last week it was a more serious offense—by an envoy from South Sudan, accredited to the UN, who was accused of rape, an allegation made by a neighbor in a Manhattan apartment building.

But he claimed diplomatic immunity to avoid prosecution by New York City police.

The immunity can be waived only by the country which accredited the diplomat to the UN—or in the alternative, the US could declare the diplomat persona non grata (PNG).

In international diplomacy, PNG is a status applied by a host country to foreign diplomats to remove their protection of diplomatic immunity from arrest and prosecution.

But South Sudan went one better: it recalled its ambassador.

A letter, dated August 25, from South Sudan’s Ministry of Foreign Affairs and International Cooperation, a copy of which was obtained by IPS, says “It is with regret that our diplomat was involved in an alleged rape incident with one of New York City residents”.

“The leadership of the Ministry of Foreign Affairs and International Cooperation took the decision to immediately recall the diplomat in question, pending a full investigation from a specialised committee. The. The diplomat in question is now back in South Sudan and has been suspended from his duties, awaiting the outcome of this investigation.”

The letter also says the Ministry of Foreign Affairs “would like to take this opportunity to reiterate the government of South Sudan’s, and indeed the Ministry of Foreign Affairs’ position that sexual misconduct in any shape or form is heinous end wholly unacceptable.”

“As a government, we have worked tirelessly since our inception to ensure that the rights of women and girls are protected. The Ministry of Public Service has worked with civil servants across the country to carry out sensitivity trainings”.

Beyond ratifying regional and international instruments for the protection of women and girls, the letter says, “we have also worked to receive direction from our gender and youth cluster to practically implement these instruments across the country. because it is our belief that living a life devoid of gender-based violence and indeed the threat of it, is a right for all.”

“The mandate of our foreign missions is two-fold. To both protect the interests of South Sudanese citizens abroad and to promote strong bilateral relations with our host countries. It is regretful that in this alleged instance, the latter has been jeopardized. We are committed to working closely with the relevant US authorities to take appropriate action, following the outcome of all investigations,“ says the letter, in an attempt at damage control.

“The Ministry of Foreign Affairs, and indeed the extended government of South Sudan stands with victims of pf sexual assault everywhere and is committed to continuing to safeguard all those at risk of sexual violence”, the letter adds.

Antonia Kirkland, Global Lead, Legal Equality and Access to Justice at Equality Now, told IPS: “We welcome South Sudan’s acknowledgment of the seriousness of these rape allegations against one if its UN diplomats”.

The status of an individual — regardless of whether they are a diplomat, a head of state, royalty, or a UN employee — should not be an excuse for impunity or misused to shield someone from facing justice if they have committed an act of sexual violence or other serious crime, she pointed out.

“In cases involving sexual violence, diplomatic immunity should not be invoked and allegations must be effectively investigated and prosecuted, and convicted perpetrators punished. It is also vital that victims are fully supported and receive the justice they deserve and to which they are entitled”.

“Consistent with its stated internal commitment to survivors of criminal sexual harassment by its own employees and intention to waive immunity in such cases, we hope the UN is encouraging South Sudan to cooperate closely with the US and authorities in New York to ensure the case is fully investigated,” said Kirkland.

If the findings indicate that the rape allegations are credible, South Sudan should uphold the rule of law and ensure the case goes to court, and if he is found guilty, ensure he is punished accordingly, she declared.

Asked about the accusations, UN Spokesperson Stephane Dujarric told reporters August 23: “We’re aware of this. We’ve seen the press reports. I think this is an issue having to do, as you said, — I think there had been some early misreporting on it — not with anyone who is working for the United Nations but a member of the diplomatic corps.”

“I think any alleged rape or sexual assault needs to be fully investigated. This is a particular issue between the Member State and the US Government, but we’ll keep an eye on it’, he added.

But it has not found many, especially in the Global South. His summit with Southeast Asian leaders was well attended, but promised little. Worse, his Summit of the Americas revealed fading US influence in its long-time backyard.

Africa not aligned
The latest U.S. Strategy Towards Sub-Saharan Africa (SSA) was expected to do better on the continent of Trump’s “shithole countries”. But it delivered little more than rhetoric. As with its Indo-Pacific Economic Framework for Prosperity, it is seen as “a hamburger without the beef”.

Biden’s strategy explicitly seeks to “counter harmful activities” by China and Russia, and “to expose and highlight the risks of negative PRC and Russian activities in Africa”. But it offers no evidence of such threats.

It asserts China “sees the region as an important arena to challenge the rules-based international order, advance its own narrow commercial and geopolitical interests, undermine transparency and openness”.

Similarly, it insists “Russia views the region as a permissive environment for parastatals and private military companies, often fomenting instability for strategic and financial benefit.”

Presenting Biden’s SSA strategy in South Africa (SA), US Secretary of State Anthony Blinken claimed, “Our commitment to a stronger partnership with Africa is not about trying to outdo anyone else”. He emphasized, “our purpose is not to say you have to choose”.

While “glad” the US was not forcing Africa to choose, SA foreign minister Naledi Pandor reminded the Blinken mission no African country can be “bullied” or threatened thus: “either you choose this or else.” The host also reminded her guests of the plight of the Palestinian people and life under apartheid.

Visiting Rwanda just before Blinken’s announcement, US Ambassador to the United Nations Linda Thomas-Greenfield had threatened, “Africa could face consequences if they trade in U.S.-sanctioned commodities”.

Pandor described the US Congressional bill, ‘Countering Malign Russian Activities in Africa Act’ as “offensive legislation”. The bill, the 2021 Strategic Competition Act and the US Innovation and Competition Act have all been criticized by Africans, including governments, as “Cold War-esque”.

Calling for diplomacy, not war, Pandor urged, “African countries that wish to relate to China, let them do so, whatever the particular form of relationships would be.”

US credibility in doubt
Biden’s SSA strategy has four explicit objectives – foster openness and open societies, deliver democratic and security dividends, advance pandemic recovery and economic opportunity, and support conservation, climate adaptation, and a just energy transition.

The US strategy paper refers to the 2022 G7 Partnership for Global Infrastructure and Investment (PGII) promising $600bn. Confident the PGII will “advance U.S. national security”, the White House has pledged $200bn “to deliver game-changing projects to strengthen economies”.

After all, the 2005 G7 Gleneagles Summit promise – to double aid by 2010, with $50bn yearly for Africa – remains unfulfilled. Actual aid has been woefully short, with no transparent reporting or accountability.

Over half a century ago, rich nations promised 0.7% of their national income in development aid. The US has long ranked lowest among the G7, spending only 0.18% in 2021. Worse, US aid effectiveness is worst among the world’s 27 wealthiest nations.

Meanwhile, rich countries have fallen far short of their 2009 pledges to provide $100bn in climate finance annually until 2020 to help developing countries adapt to and mitigate global warming.

After his stillborn Build Back Better World initiative, many doubt how much Congress will approve, and what will be for SSA. Likewise, before mid-2021, the Biden administration promised support for pandemic containment.

But it did not support developing countries’ request to the World Trade Organization (WTO) for a temporary waiver of related patents. The June 2022 WTO compromise was nothing less than “shameful”.

Supplies of Covid pandemic needs from China and Russia have been decried as “vaccine diplomacy”. Sanctions against Russia have disrupted contracted delivery of 110 million doses of its vaccine. This jeopardizes UNICEF efforts to vaccinate many countries, including Zambia, Uganda, Somalia and Nigeria.

With 43.87 vaccine doses per 100 people – less than a third of the 157.71 world average, or under a quarter of the US mean of 183 doses per 100 people – Africa had the lowest Covid-19 vaccination rate, by far, in mid-August 2022.

The SSA strategy paper highlights US-Africa HIV-AIDS partnerships. But it is silent about Big Pharma getting a US sanctions threat against SA for producing generic HIV-AIDS drugs. The US only backed down after a worldwide backlash as Nelson Mandela stood firm.

West still exploiting Africa
Biden’s SSA strategy promises to “engage with African partners to expose and highlight the risks of negative PRC and Russian activities in Africa” in line with the US 2022 National Defense Strategy.

But it ignores why Africa remains underdeveloped and poor. After all, Africa has around 30% of the world’s known mineral reserves, and 60% of its arable land. Yet, 33 of its 54 nations are deemed least developed countries.

The New Colonialism report showed British companies control Africa’s key mineral resources, with 101 mostly UK companies listed on the London Stock Exchange having mining operations in 37 SSA countries.

Together, they controlled over a trillion dollars’ worth, while $192 billion is drained yearly from Africa via profit transfers and tax dodging by foreign companies.

France retains control of its former colonies’ monetary systems, requiring them to deposit foreign exchange reserves with the French Treasury. It has never hesitated to topple ‘unfriendly’ governments through coups and its military.

Recently, the US promised to continue providing intelligence, surveillance and reconnaissance support on Africa to France, using its advanced drone and satellite technology.

As ex-colonial powers continue to control and exploit SSA, policies imposed by donors, the International Monetary Fund and multilateral development banks have ensured its continuing underdevelopment and impoverishment.

Once a net food exporter, Africa has become a net food importer. With more pronounced Washington Consensus policies since the 1980s, food insecurity has worsened. SSA has also deindustrialized, making it more resource dependent and vulnerable to international commodity price volatility.

Forget the past?
Many Africans have suffered much due to colonialism, racism, apartheid and other oppressions. Pan-Africanism contributed much to the non-aligned movement during the old Cold War. Julius Nyerere famously declared in 1965, “We will not allow our friends to choose our enemies”.

Half a century later, Mandela reminded the West not to presume its “enemies should be our enemies”. Older Africans still remember the former Soviet Union and China for their support through past struggles, when most of the West remained on the wrong side of history.

Africans are correctly wary of the new “Greeks bearing gifts” and promises. While most do not want a new Cold War, many see China and Russia offering more tangible benefits. Unsurprisingly, 25 of Africa’s 54 states did not support the March 2022 UN General Assembly resolution condemning Russia’s invasion of Ukraine.
