The second session of the Intergovernmental Negotiating Committee on plastic pollution (INC-2), held in Paris, France, from May 29 to June 02, 2023, concluded with optimism and the prospect of ending plastics pollution. Over 700 delegates from 169 Member States agreed to prepare a zero draft of agreement ahead of the third session in November this year.

Among the more important and interesting debates, health advocates attending the negotiations reported that it was essential to discuss “how to categorize the thousands of types of plastics, chemical precursors and products in a way that allows for a coherent approach to ending plastic pollution.

Some favoured focusing on the chemical precursors, eliminating the most toxic and polluting ones,” while others acknowledged that not every type of plastic could be recycled or reinvented, and certain plastics like cigarette filters need to disappear for good.

Leonce Sessou, speaking on behalf of Action on Smoking and Health (ASH), Corporate Accountability (CA), African Tobacco Control Alliance (ATCA), and other members of the Stop Tobacco Pollution Alliance (STPA), urged Member States to align the future legally binding instrument on plastics with the public health objective of ending the tobacco epidemic, to which most have already committed via the WHO Framework Convention on Tobacco Control (FCTC).

Tobacco control groups, for example, called for the elimination of cigarette filters. They drew attention to the fact that cigarette butts are some of the most prevalent forms of plastic pollution on the planet and harm land and marine ecosystems.

They reminded delegates to align with human rights and health treaties, particularly the WHO FCTC, and make the tobacco industry pay for its pollution and legacy waste. The WHO FCTC health treaty seeks to reduce the supply and demand for tobacco and protect health policies by keeping the tobacco industry out of policy meetings.

According to a WHO report which called for a ban on cigarette filters, about 4.5 trillion discarded filters (butts) from the almost six trillion cigarettes consumed globally find their way into the environment annually.

They are the top waste item collected from coastlines and urban settings. Cigarette filters are small enough to be ingested by marine animals, and when these plastic filters break down, they release thousands of microplastic particles.

Microplastics have been detected in commercial seafood, other food items, drinking water, and human tissue; this contamination is a threat to food safety and security.

Research shows cigarette butts are a source of microplastic contamination that creates chemical pollution (due to the toxic chemicals found in tobacco products) that leach into the environment. Cigarette butt leachates are found to harm various forms of aquatic organisms, including key food sources for fish and shellfish.

Experts agree that banning cigarette filters is the best solution to this plastic and toxic waste problem. Clean-ups, anti-littering legislation, and redesigning filters for recyclability or biodegradability have not worked and are not viable solutions.

Government committees from Belgium, the Netherlands, and Denmark have recently called for a ban on filters and recommended the same for the rest of the European Union Member States.

For at least five decades, the tobacco industry has known that cigarette filters provide no health benefits; instead, they make cigarettes burn hotter, deliver more nicotine, and increase addiction.

Yet they have misled smokers into thinking filters make cigarettes “safer.” As awareness around smoking increased, the tobacco industry made advertisements for filtered cigarettes more appealing to pacify smokers’ concerns.

Advocates participating in the INC-2 reported a lot of misunderstandings related to cigarette filters that are yet to be addressed. In its blog on day 5 of the negotiations, ASH stated, “Many people, not just people who smoke, assume filters make cigarettes safer rather than more dangerous.”

Numerous countries already have a national policy banning single-use plastics such as plastic bags, straws, and cotton buds but have inadvertently not included cigarette filters. However, advocates speaking to government delegates found widespread support for a ban on cigarette filters.

As the possibility of a cigarette filter ban gathers momentum, the tobacco industry’s public relations (PR) machinery is already in motion implementing beach cleans-ups and cigarette butt collection activities through its corporate social responsibility (CSR) programs across the globe.

Before the third session of the Intergovernmental Negotiating Committee on plastic pollution (INC-3) resumes in Nairobi in November, governments must remember that the tobacco industry is not a stakeholder but a polluter that must be held liable for the myriad harms it has caused as well as continues to cause to human health and the environment.

Over 100 non-governmental health organizations of the STPA, along with other environmental groups such as Global Alliance for Incinerator Alternatives, Ecowaste Coalition, Break Free From Plastic (BFFP), Ban Toxics (Philippines), Our Sea of East Asia Network (OSEAN), Development Indian Ocean Network, Earthday.org (Earth Day Network), Green Africa Youth Organization, Vietnam Zero Waste Alliance, and Boomerang Alliance have called for the elimination of cigarette filters.

The COVID-19 crisis has shone a light on the danger of pandemics; social crises have shone a light on the danger of inequalities. And the reality is that outbreaks become the pandemics they do because of inequality. The good news is that both can be overcome – if they are confronted as one.

Scientific and medical breakthroughs in the treatment and prevention of HIV should have brought us to the point of ending AIDS. Tragically, however, although the number of new HIV infections is falling fast in many countries, it is still rising in dozens of countries and the goal of ending AIDS by 2030 is in danger.

The reason: economic and social inequalities within countries and between them increase people’s risk of acquiring disease and block access to life-saving services.

Letting inequality grow is driving pandemics and prolonging emergencies that drain economies and health systems. This makes all of us vulnerable to the next pandemic, while placing entire countries and communities of people in harm’s way.

In too much of the world we see policy approaches which leave inequalities to widen, and even, in some cases, deliberately exacerbate inequalities.

On a global level when wealthy countries quickly invest billions in their own medical and social response, while leaving other countries so burdened by debt they have no fiscal space to do so, that undermines the world’s capacity to fight AIDS and pandemics.

During COVID-19 while wealthy countries poured in billions to protect their economies, reduce economic and social hardship and fight the pandemic, almost half of all developing countries cut health spending and about 70% cut spending on education.

Viruses do not respect borders, so when the vaccines, drugs, and tests intended to stop those viruses go to powerful countries in excess, while other countries have little or nothing and are held back from producing medicines themselves, that perpetuates pandemics everywhere.

Similarly, social and economic conditions that perpetuate pandemics in low- and middle-income countries present a global threat. Much as with COVID-19 the same has happened with the MPox virus.

In recent years twice as many people have died of MPox in the Democratic Republic of Congo as the entire rest of the world combined but, as of today, zero vaccines for MPox had been delivered to the DRC.

Social and legal determinants that make people vulnerable to pandemics must be tackled. Globally almost 5,000 young women and girls become infected with HIV every week. Dismantling barriers to sexual and reproductive health and rights services, investing in girls’ education, and combating gender-based violence to remove gender inequity is key to ending the AIDS pandemic and protecting women’s health.

Laws that criminalize and marginalize LGBT communities, sex workers and people who use drugs weaken public health approaches and prolong pandemics such as HIV. In sub-Saharan African countries where same sex relations are criminalized, HIV prevalence is five times higher among gay men and men who have sex with men than in countries where same sex relations are not criminalized.

Even within countries that are making substantial progress against HIV, advances may not be shared equally. Here in Brazil for example, HIV infections are falling dramatically among the white population as access to treatment is widened and new prevention tools such as PrEP are rolled out.

That shows what can be achieved; but HIV infections among the black population in Brazil are still on the rise. A similar story runs in the United States where gay white people are more likely to have access to good health care than gay black people.

We emphasize that it is not only access to health care that perpetuates these inequalities, but the social determinants that increase the risk of infection.

To overcome inequalities in accessing essential services, communities must be empowered to demand their rights. The AIDS movement is one of the best examples of how groups of people experiencing intersecting inequalities can unite to overcome them, leading to millions of lives being saved.

Successive Commissions on Social Determinants of Health have brought together evidence on how the conditions in which people are born, grow, live, work and age are powerful influences on health equity.

To bring together these two strands of knowledge over the coming months we will be convening global experts from academia, government, civil society, international development and the creative arts to build a Global Council to advance evidence-based solutions to the inequalities which drive AIDS and other pandemics.

The council will unite experts from disparate fields of economics, epidemiology, law, and politics and will include ministers, mayors, and former heads of state, researchers and clinicians, health security experts, community leaders and human rights activists.

The work of the Global Council will harness essential evidence for policymakers. It will elevate political attention to the need for action. Most crucially, it will help equip the advocacy of the frontline communities fighting for their lives, with what they need to shift policies and power.

Appropriately, the Global Council is launching in Brazil. Whilst Brazil has exemplified the challenges of intersecting inequalities, Brazil’s social movements have been pioneers in confronting them, and Brazil’s new government under President Lula has committed to tackle inequalities in Brazil and worldwide.

To fight tomorrow’s pandemics, we need inequality-busting approaches to today’s pandemics. The world’s leaders now face a clear choice: stand by whilst the dangers mount or come together to tackle inequalities for a world that is not only fairer, but safer too.

The US has some of the strictest laws against smoking in public, including a 1997 executive order which bans smoking in all government federal buildings.

But still, the tobacco industry and its allies do not rest, says Dr. Jarbas Barbosa, Director of the Washington-based Pan American Health Organization (PAHO).

Currently, they “spread a lot of misleading information that promotes, especially among young people, the use of e-cigarettes and heated tobacco products”, he said, on the eve of World No Tobacco Day May 31.

According to PAHO, while the percentage of the population using tobacco in the Americas declined from 28% to 16.3% between 2000 and 2020, novel products and misleading information from the tobacco industry, especially targeting young people, threaten to undo those gains.

“Although eight countries in the region have banned the marketing of e-cigarettes and four of heated tobacco products, we are concerned that 14 countries have not yet taken any regulatory action in this regard,” he pointed out.

According to the latest statistics from PAHO, tobacco-use kills one million people per year in the Americas, one every 34 seconds.

In addition, 15% of cardiovascular disease deaths, 24% deaths from cancer and 45% of deaths from chronic respiratory diseases are attributable to tobacco use. In the region, 11% of young people use tobacco.

E-cigarettes are the most common form of electronic nicotine delivery. Their emissions contain nicotine and other toxic substances that are harmful to both users and those exposed to them.

To address the growing health threat posed by these products, the PAHO Director has called on countries to implement policies to prevent their use, especially among young people, as they can become the gateway to regular tobacco consumption.

Mary Assunta, Senior Policy Advisor, Southeast Asia Tobacco Control Alliance, told IPS about 40 countries in the world have banned e-cigarettes while 70 countries which allow them have instituted restrictions on sales. For example, 36 countries regulate the amount (concentration/volume) of nicotine in e-liquids.

She said New Zealand, the Philippines and England, where e-cigarettes are sold more as recreational products, are facing a big problem with teenage vapers.

The Australian government has just announced a slew of strong measures to strictly regulate e-cigarettes after misinformation on the health effects of vaping helped hook children and young people.

E-cigarettes are meant to be sold by prescription only in Australia, said Assunta.

Yolonda Richardson, Executive Vice President of the Washington-based, Global Programs of the Campaign for Tobacco-Free Kids, said this World No Tobacco Day, the WHO is calling for action against the tobacco industry’s human and environmental toll.

“Harming human and environmental health is pivotal to the business model of multinational tobacco companies like Philip Morris International and British American Tobacco. Millions of people die every year due to Big Tobacco’s profit-over-people model”.

She said low- and middle-income countries increasingly feel this burden, with 80 percent of tobacco-related deaths from diseases such as cancer, lung disease and heart disease projected to be in such countries by 2030. And the tobacco industry traps farmers with unsustainable crops and appropriates arable land to grow tobacco used for deadly products.

On this year’s World No Tobacco Day, the Campaign for Tobacco-Free Kids joins the WHO in calling on governments to stand up to the tobacco industry’s exploitative practices and the devastating impacts of its deadly products.

One in 10 adult deaths around the globe are due to tobacco use. By holding the industry accountable and through the implementation of proven tobacco control measures, we have the power to protect future generations from tobacco-related death and disease, she noted.

“It is critical that governments act with urgency to address tobacco’s burden by passing the proven tobacco control interventions contained in the WHO Framework Convention on Tobacco Control,” said Richardson.

Without urgent action, tobacco use will kill one billion people this century, lock tobacco farmers into a lifetime of poverty, and cause continued harm to the environment, she declared.

The United Nations which banned smoking in its 38-storyed Secretariat building in New York, back in 2016, says smoking is one of the biggest public health threats in the world today, killing millions of people from lung cancer, heart disease and other diseases.

All delegates, staffers and visitors to UN Headquarters are reminded of the strict no smoking policy mandated by the General Assembly in its resolution A/RES/63/8 and stipulated in ST/SGB/2003/9. 

A designated exterior smoking area is available in the South Garden and signs showing the shortest route from the Secretariat lobby and the General Assembly and Conference Building main areas have been posted. 

Since the entry into force of the WHO Framework Convention on Tobacco Control (FCTC) in 2005, says PAHO, the region has made great strides in tobacco prevention and control. Currently, 96% of the population in 35 countries in the region is protected by at least one of the six recommended tobacco control measures.

In 2020, South America became the first 100% smoke-free sub-region – where there is a total ban on smoking in enclosed public places and workplaces, and on public transport.

Mexico also adopted the 100% smoke-free environment policy by the end of 2021 and banned all forms of tobacco advertising, promotion and sponsorship. As a result, 63% of the population of the Americas – or more than 600 million people – are now protected from exposure to tobacco smoke.

In addition, in 2022, Paraguay ratified the Protocol to Eliminate the Illicit Trade in Tobacco Products, which will boost regional efforts in this area.

“These achievements allow us to be confident that the region of the Americas will reach the target of a 30% reduction in the prevalence of tobacco use in those over 15 years of age by 2025, established in the WHO’s Global Action Plan for the Prevention and Control of Noncommunicable Diseases,” Dr. Barbosa said.

But to expedite progress, the PAHO Director considered it “urgent to accelerate efforts to implement key measures that have fallen behind, including tax increases, a total ban on the advertising, promotion and sponsorship of tobacco-products, and the adoption of mechanisms to manage conflicts of interest.”

A few weeks ago we celebrated the Girls in ICT Day and I am wondering how can we keep moving the digital equality needle so that more women out of the 259 million that are disconnected today can log in and become creators and not only beneficiaries in the digital economy?

Digital technologies have permeated virtually every essential aspect of our lives. From the news we hear first thing in the morning, to school homework and connecting with our friends and family.

In just a matter of days after its launch Chat GPT had more than one million visitors and now is attracting close to 100 million users monthly. A few weeks ago, a group of industry leaders wrote an open letter to put a temporary halt to AI development for at least six months. They argue that AI technologies should be deployed under strict regulatory frameworks, be public and verifiable, just as medicines and vaccines are developed and released.

Undoubtedly AI and machine learning are a double edged-sword.

On the one hand, these technologies can help combat climate change. Agronovate in Nigeria designed a smart storage device which keeps fruits and vegetables fresh. In Morocco, Atlan Space is using AI to pilot drones collecting data and conducting surveillance missions to track environmental crimes. While in the Sahel region herders are using AI and satellite data to feed livestock with a pastoral surveillance system.

AI is also fighting the backlash against gender equality.

UNDP is using AI-based algorithms in Uruguay, the Philippines, Uganda and Colombia, to track social media, monitor gender hate speech and send signals to governments and civil society organizations.

It’s to protect women’s rights defenders, women politicians and women journalists who are increasingly experiencing cyberbullying and other forms of digital violence including doxing, trolling and flaming.

But AI has also a dark side that can deepen inequalities and cause harm, most notably for women. Women are increasingly exposed and entrapped by AI that produces deep fakes or digital images and audio that are artificially altered or manipulated by AI and deep learning to make someone do or say something they did not actually do or say.

Consequences can be devastating. In early March hundreds of sexual deepfake ads flooded Facebook and Instagram using Emma Watson’s face, a British actor and women’s rights advocate.

It is undeniable that gender biases are reproduced by AI technologies whose algorithms are trained by biased programmers shaped by discriminatory social norms, and this can have adverse results for example when women apply to credits that are awarded with AI-based credit scoring applications, or when they apply to a job that is typically done by men.

For better or for worse AI will shape the future of our world and we have not only to harness its power, but also to make sure we protect the furthest behind from potential adverse effects.

Here are some clues to achieve it.

First, we need robust legislative and regulatory frameworks capable of holding big tech companies accountable.

Second, tech companies need to further commit to addressing hate speech and gendered violence and keeping their platforms safe for everyone. Globally, 38 percent of women – that is close to one in four – have experienced online violence. The statistics are appalling and big tech companies, including Google, Amazon, Apple, Meta and Microsoft, need to be more responsible and accountable.

Third, the design of digital products including AI-based algorithms and the way they are trained must be gender equal by design and be guided by digital ethics principles. Technologies should be designed with users and address privacy and security, ensuring all people, but especially women and gender-based marginalized populations to be protected in digital spaces.

And fourth, we need more diversity in the tech industry. Big technology companies are making slow, but steady progress in increasing women’s participation not only across the career ladder, but also in technical roles. Large global technology firms, on average, reached nearly 33 percent overall female representation in their workforces and 25 percent in technical roles in 2022. Still a long way to go.

Digital innovation can be truly a game changer in our modern world and there’s so much female potential and talent out there to flip the script. Young innovators are already helping to redraw the future of AI with solutions that are addressing today’s most pressing problems.

UNDP firmly believes that women tech founders’ tailored support, dedicated acceleration programmes and increased access to capital is needed now more than ever. So we’re supporting thousands of women across the globe with flagship programmes such as the Arab Women Innovators Programme or the BOOST Women Innovators Programme in Europe and Central Asia.

Look at some of the most amazing stories of young women innovators supported by UNDP that are spearheading the field of AI for good.

Samar Hamdy (Egypt), co-founder of DevisionX and developer of Tuba.ai, a platform to label, train data and deploy AI-based applications with zero code; Mariam Torosyan (Armenia), CEO and founder of SafeYou, a mobile application designed to reduce gender-based violence through safety and community functions; Sara Saeed (Pakistan) CEO and co-founder of Sehat Kahani, a telehealth platform that connects a network of predominantly female health professionals to patients using a telemedicine application that allows real time and instant chat/audio/video doctor consultation, e-diagnostics, e-pharmacy, and health counselling; or Salua García (Colombia), co-founder of Symplifica, a tech startup with a mobile app that facilitates the formalization of domestic workers.

Let’s keep supporting girls in ICT, those young innovators that are redrawing the future of AI and bringing digital equality closer.

“G7 countries have failed the Global South here in Hiroshima. They failed to cancel debts, and they failed to find what is really required to end the huge increase in hunger worldwide. They can find untold billions to fight the war but can’t even provide half of what is needed by the UN for the most critical humanitarian crises.”

“If the G7 really want closer ties to the developing countries and greater backing for the war in Ukraine, then asking Global South leaders to fly across the world for a couple of hours is not going to cut it. They need to cancel debts and do what it takes to end hunger.

“Countries of the Global South are being crippled by a food and debt crisis of huge proportions. Hunger has increased faster than it has in decades, and all over the world. In East Africa two people are dying every minute from hunger. Countries are paying over $200 million a day to the G7 and their bankers, money they could spend feeding their people instead.

“The money they say they will provide for the world’s rapidly growing humanitarian crises is not even half of what the UN is asking for, and it is not clear what, if anything, is new or additional —and the G7 have a terrible track record on double counting and inflating figures each year.

“These food and debt crises are direct knock-on effects of the Ukraine war. If the G7 want support from the Global South, they need to be seen to take action on these issues —they must cancel debts and force private banks to participate in debt cancellation, and they must massively increase funding to end hunger and famine across the world.”

Climate Change

“The G7 owes the Global South $8.7 trillion for the devastating losses and damages their excessive carbon emissions have caused. In the G7 Hiroshima communique they said they recognized that there is a new Loss and Damage fund, but they failed to commit a single cent.

“It is good they continue to recognize the need to meet 1.5 degrees, and stay committed to this despite the energy crisis driven by the war in Ukraine, but they try to blame everyone else —they are far off track themselves to contribute their fair share of what is needed to meet this target and they should have been on track years ago.

“They confirm their commitment to end public funding for fossil energy, they maintain their loophole on new fossil gas, using the war as an excuse. This means they have continued to wriggle out of their commitment to not publicly fund new fossil fuels, making a mockery of their fine statements. The G7 must stop using fossil fuels immediately —the planet is on fire.”

Health

“The G7 had hundreds of fine words on preparing for the next pandemic, but yet failed to make the critical commitment —that never again would the G7 let Big Pharma profiteering and intellectual property rights lead to millions dying unnecessarily, unable to access vaccines. Given a 27 percent chance of a new pandemic within in a decade, this omission is chilling.”

More on debt, food and hunger

“Over half of all debt payments from the Global South are going to the G7 or to private banks based in G7 countries, notably New York and London. Over $230 million dollars a day is flowing into the G7.

Countries are bankrupt, spending far more on debt than on healthcare or food for their people. Debt payments have increased sharply as countries in the Global South borrow in dollars, so rising interest rates are supersizing the payments they must make.

“The G7 saying they support clauses to temporarily suspend debt payments for those countries hit by climate disasters is a positive step and a tribute to Barbados and Prime Minister Mia Mottley for fighting for this. They need to go further and cancel debts for all the nations that need it, a growing number daily.

Money is flooding from the Global South into the G7 economies —that is the wrong direction.”

From ChatGPT to deepfakes, the topic of artificial intelligence (AI) has recently been making headlines. But beyond the buzz, there are real benefits it holds for advancing development priorities.

Assessing countries’ AI readiness as one of the first steps towards adoption can help mitigate potential risks.

Artificial intelligence has the potential to benefit society in manifold ways. From using predictive analytics for disaster risk reduction to leveraging translation software to break down language barriers, AI is already impacting our daily lives.

Yet, there are also negative implications, especially if proactive steps are not taken to ensure its responsible and ethical development and use.

Through an AI Readiness Assessment, UNDP is making sure countries are equipped with valuable insights on design and implementation as they progress on their AI journey.

The intersection between AI, data and people

AI-powered tools on the market are often touted based on their benefits – not their shortcomings. However, as seen with the latest example of ChatGPT, questions around responsible and ethical use become important.

As highlighted in UNDP’s Digital Strategy, by design, technology must be centred on people. Digital transformation, including AI innovations, must be intentionally inclusive and rights-based to yield meaningful societal impact.

For instance, whilst governments can leverage AI to improve public service delivery, consideration must be given to various layers of inclusion to ensure everyone can benefit equally.

AI models rely on data to function. The quality of data that gets fed into a model determines the quality of its outputs – a classic representation of the ‘garbage in, garbage out’ axiom.

In fact, the lack of quality data may even exacerbate bias and discrimination, particularly against vulnerable groups – pushing them further behind.

Therefore, the degree of accuracy, relevance, and representativeness of a data set will impact the reliability and trustworthiness of results and insights the data is informing.

Digital public infrastructure, as an interoperable network of digital systems working together, is important for enabling timely and reliable data flows. This is pertinent, for instance, in responding to crises, when access to accurate and up-to-date information is needed to inform responsive programming and decision-making.

Without such digital infrastructure, data flows may be disrupted, or the data available may be inaccurate or incomplete.

Supporting countries on their AI journey

There is strong interest amongst UN Member States in adopting AI-powered technologies to improve people’s lives by providing better services.

But as the benefits and risks of these technologies are uncovered, the need for an ethical data and AI governance framework, improved capacities and knowledge has become equally relevant.

The ‘Joint Facility’ is an initiative launched by UNDP and ITU to enhance governments’ digital capacity development, including in harnessing AI responsibly.

UNDP is assisting countries such as Kenya, Mauritania, Moldova and Senegal in developing data governance frameworks to promote the use of data for evidence-based decision making.

Also under development is a ‘Data to Policy Navigator’ that is being created by UNDP and the BMZ’s Data4Policy Initiative. The Navigator is designed to provide decision-makers with the knowledge they need to integrate new data sources into policy-development processes. No advanced or prior knowledge of data science is needed.

UNDP, along with UNESCO and ITU, is also part of a United Nations Inter-Agency Working Group on AI, where the goal is to share collective learnings and best practices for other countries’ benefit.

The group has developed recommendations on AI Ethical Standards, which include key aspects of international and human rights regulations around the right to privacy, fairness and non-discrimination, and data responsibility.

Countries are at different stages of their AI journey, and careful assessment is needed to determine the appropriate digital infrastructure, governance and enabling community that may be required based on their unique needs and capabilities.

To this end, UNDP, along with Oxford Insights, designed an AI Readiness Assessment as a first step that can help countries better understand their current level of preparedness and what they may need moving forward as they seek to adopt responsible, ethical and sustainable AI systems.

The AI Readiness Assessment

The AI Readiness Assessment comprises a comprehensive set of tools that allow governments to get an overview of the AI landscape and assess their level of AI readiness across various sectors.

The framework is focused on the dual roles of governments as 1) facilitators of technological advancement and 2) users of AI in the public sector. Critically, this assessment also prioritizes ethical considerations surrounding AI use.

The assessment highlights key elements necessary for the development and implementation of ethical AI, including policies, infrastructure and skills.

These aspects are important for countries to consider as AI-powered technologies are implemented at population scale to help meet national priorities and achieve the Sustainable Development Goals.

The assessment employs a qualitative approach, utilizing surveys, key informant interviews, and workshops with civil servants to gain a more in-depth understanding of the AI ecosystem in a country.

In doing so, it offers governments valuable insights and recommendations on how to go about effective and ethical implementation of AI regulatory approaches, including how AI ethics and values may be integrated into existing frameworks.

Importantly, the assessment is a UN tool that is globally applicable and available for use, particularly for governments at any stage of their AI journey.

Staying ahead

UNDP is committed to the ethical and responsible use of AI. To avoid shortcomings, an AI system should be built with transparency, fairness, responsibility and privacy by default.

More AI-powered innovations are expected to emerge in years to come, and it is critical that we take proactive measures to ensure that their potential benefits and risks are evaluated through a people-centred approach.

Like ChatGPT, efficiency of a digital tool does not necessarily mean its design and functions are ethical and responsible. Having a framework to thoroughly assess the benefits and risks is key.

As these innovations evolve, so must governments’ mindset on AI. The AI Readiness Assessment is part of an effort to promote a proactive governance approach to digital development to ensure countries are informed, prepared and staying ahead when it comes to AI.

In the deep rural village of Jekezi in South Africa’s Eastern Cape, most young and able-bodied people have fled the area, leaving behind people with disabilities, the elderly, and children.

It’s in villages like this one that the stark statistics of one in five South Africans being so food insecure they beg to feed themselves and their families could be a reality.

The village instead supports its fragile community through an agroecological project, Abanebhongo People with Disability (APD), co-founded in 2020 by Nosintu Mcimeli as an example of food sovereignty in action.

Food security in South Africa, the second wealthiest country by GDP, is low. According to 2019 data, Statistics SA says at least 10 million people didn’t have enough food or money to buy food.

Impacts on Physical Development, Mental Health

The impacts of this are devastating; hunger not only impacts physical development but also people’s mental health. Siphiwe Dlamini, writing in The Conversation, recently reported on a study that found that those who could not afford proper nutrition resorted to eating less, borrowing, using credit, and begging for food on the streets, which was the most harmful coping strategy for mental health.

“We found that over 20% (1 in 5) of the South African households were food insecure. But the prevalence varied widely across the provinces. The Eastern Cape province was the most affected (32% of households there were food insecure). We also confirmed that food access in South Africa largely depends on socioeconomic status. People who are uneducated, the unemployed, and those receiving a low monthly income are the most severely affected by inadequate food access,” wrote Dlamini, a lecturer School of Physiology, University of the Witwatersrand.

The situation in the region is also dire, with a UN World Food Programme (WFP) report in 2020 revealing that 45 million people were severely food insecure in the Southern African Development Community (SADC).

South Africa has long been afflicted with widespread hunger, but the onset of Covid, an ailing economy, climate change, fuel and food price increases, interest hikes, and the impact of the Russia-Ukraine war has deepened the food crisis.

However, Vishwas Satgar of the SA Food Sovereignty Campaign (SAFSC) says even before Covid, the number of hungry people was close to 14 million – and “women shoulder the burden of the high food prices, sharing limited food, skipping meals, and holding families together.”

The irony, Satgar says, is that the country can feed all its people.

“We produce enough food, but it’s essentially for export. The stark paradox in the commercial food system is that it is just another commodity; most people can’t feed themselves. The poor eat unhealthy (cheaper) food, and we have an obesity problem.”

Satgar says a change of strategies is needed to feed the poor.

“Despite overwhelming research proving that small-scale farmers feed the world, many people have the perception that large-scale industrial farms are the ultimate source of food. South Africa, with an expanded unemployment rate of 46.46 percent (start of 2022), cannot afford to lose more farm workers. Agroecological farming can transform the rural and urban economy with localised farming practices that absorb many unskilled and semi-skilled people,” he says.

The SAFSC, the Climate Justice Charter Movement, and the Cooperative and Policy Alternative Centre (COPAC) are building a new food system to avert a catastrophe.

Food Sovereignty 

“We call this the food sovereignty system, which is democratically organised and controlled by small-scale farmers, gardeners, informal traders, small-scale fishers, communities, and consumers.

That’s where Mcimeli comes in. She tells IPS her activism journey began after she left a company that worked with people with disabilities in Cape Town. She contracted polio as a baby because her domestic worker mother could not take her for immunisation. “I have a disability in my right thigh and leg.”

She was working as an informal trader when she was given the opportunity from SADC, “which was releasing millions of rand to train SA women for activism in any kind of project.”

Mcimeli was one of 80 women trained in 2012 and 2013.

“In 2014, I was transferred to Copac for activist schooling. That’s when I met Vish (Satgar). I then decided to come to the Eastern Cape to plough back my activism skills.”

It was here that she co-founded the APD, and it has become an example of food sovereignty in action in Jekezi in the Eastern Cape.

Mcimeli says the ADP started an agriculture project.

“Because in rural areas there is communal land, it’s free, so we formed groups to start communal gardens. Then I realised that there are people who are bedridden, so I started enviro gardens in nearby villages. At the moment, we have 24 of these, and they are working.”

She works with four young women but wants to include more young people in the projects.

Forever Water—Free and Healthy

During the hard lockdown, the ADP got a big water tank from the local municipality and started a soup kitchen.

“We got donations of masks and sanitisers and food from Shoprite. Then a colleague of mine organised radio interviews for me, and a company that provides boreholes heard me asking for more water tanks. They said they had a lifetime solution and sponsored a community borehole. It was installed free of charge in a local schoolyard. It’s forever water—free and healthy and available for everyone, not just our projects”.

One of ADP’s beneficiaries, Bonelwa Nogemane, says: “I have a family of seven including a disabled four-year-old; we are often hungry because the food is too expensive. I joined the ADP to help my family and community to grow our own food.”

While the ADP is making a small dent, the problem is much bigger, and activists warn that unless a solution is found to the hunger crisis, South Africa is in danger of producing a lost generation of intellectually and physically stunted future leaders.

A study published in BMC Public Health on the link between food insecurity and mental health in the US during Covid found that: “Food insecurity is associated with a 257% higher risk of anxiety and a 253% higher risk of depression. Losing a job during the pandemic is associated with a 32% increase in risk for anxiety and a 27% increase in risk for depression.”

Campaign to Save Children from ‘Slow Violence of Malnutrition’

Marcus Solomon of the Children’s Resource Centre, which has launched a campaign to save SA’s children from the “slow violence of malnutrition”, says: “The consequences of this are dire for the affected children, with an estimated four million children in SA having stunted growth because of malnutrition and another 10 million going hungry every day.”

Activist Shanaaz Viljoen from Cape Town says: “My personal experience on a grassroots level is rather heartbreaking. The children we work with are always hungry due to the situation in their homes.”

In addition to an alternate food system, Trade Union Federation Cosatu, the SASFC, Copac, and others believe introducing a Basic Income Grant will go a long way towards addressing the hunger crisis in the country.

The Minamata Convention on Mercury, a stellar success story to date, has been favorably compared to the prototype success story for a treaty on toxins: the Montreal Protocol. Both had a single focused mission; both gained universal support across the globe; both matched technological innovation with environmental science to discard old polluting methods.

But emerging after hidden negotiations with the mercury lobby is a GEF project with UNEP endorsement which ignores, if not outright defies, the will of the Parties. As COP5 approaches, here is the test case on whether Minamata continues to move our small planet toward an end to anthropogenic mercury—or become mired in corporate capture.

For the past decade, the Parties repeatedly rejected the agenda of the dental mercury lobby—the dentists who still cling to the 19th century tooth-unfriendly pollutant amalgam, despite it being 50% mercury and a health risk to their own dental nurses; and the waste industry, whose obvious self-interest is to keep amalgam going into perpetuity to sell their equipment.

The mercury lobby wanted a treaty focused on amalgam waste; the Parties said NO, this treaty is about use, not about waste. The mercury lobby wanted access to implant mercury fillings in all children, especially those in Africa, Asia, and Latin America; the Parties said NO, and adopted the Children’s Amendment at COP 4—which enters into legal force on 28 September 2023.

So, the dental mercury lobby met repeatedly with GEF and UNEP staff in sessions closed to the Parties . . . closed to the Minamata Secretariat . . . closed to the Minamata Bureau . . . closed to the dozens of CSOs who have actively pushed for a treaty to phase out anthropogenic mercury.

Violating their own standards, GEF and UNEP constructed (or allowed without objection) a project that bypasses the Children’s Amendment entirely in favor of trying to redirect the mission of the treaty from use to waste—the very position repeatedly rejected by the Parties since 2013.

Separators do not sell well because they do not and cannot eliminate mercury waste; they only catch the mercury in the dentist office—not the mercury implanted in people—and they require a massive infrastructure to ensure that even that partial waste, from dental offices, is properly disposed of. Only one solution ends mercury waste from amalgam: the switch to mercury-free dentistry.

The #1 beneficiary of this Greenwashing is the world’s only major publicly traded dental products maker expanding sales of amalgam: Southern Dental Industries (SDI) of Melbourne. While its competitors exited or scaled back amalgam—or never made it in the first place—SDI seized their exits as its opportunity to corner the amalgam market.

Just six weeks ago, in a call to its shareholders, SDI’s CEO boasted about its huge increases in amalgam sales, detailed its entry into new markets to sell amalgam, and affirmed her personal goal of ‘maximizing’ amalgam sales! Wriggling into a GEF-UNEP amalgam “reduction” project while increasing amalgam sales, SDI is the sole dental products company in a project partnership role—hence given market access denied to their mercury-free competitors in nations on three continents. Here is a classic case of Corporate Capture!

GEF’s requirement of stakeholder participation at the earliest stage was papered over via a legerdemain: a false claim that the NGOs are participating. Falsely listed as participants are the World Alliance for Mercury-Free Dentistry, Bangladesh-based Environment and Social Development Organization, Germany-based European Network for Environmental Medicine, Philippines-based BAN Toxics, Nepal-based Center for Public Health and Environmental Development, Cameroun-based Centre de Recherche et d’Education pour le Développement, and U.S.-based Consumers for Dental Choice.

Equally troubling, RAP-AL Uruguay, who leads the campaign for mercury-free dentistry for Latin America, is preliminarily assigned to promote separator sales—a goal anathema to its very mission.

UNEP top brass in Nairobi and GEF top brass in Washington need to act:

    • First, to determine who on their staffs submitted the plethora of false claims of CSO participation;
    • Second, to kill this project, so that the Minamata Convention on Mercury does not become the treaty about corporate capture and greenwashing;
    • Third, to use GEF funding to enact the will of the Parties as stated unequivocally in its 2022 Amendment: stop placing mercury fillings, for all time and all regions, in children and women who are pregnant or breastfeeding.

World Malaria Day, April 25, is an occasion to highlight the need for continued investment and sustained political commitment for malaria prevention and control. It was instituted by WHO Member States during the World Health Assembly of 2007.

For centuries, malaria has remained one of the deadliest diseases, inflicting great suffering on families and perpetuating the cycle of poverty in many communities and nations. The African region currently accounts for 95% of malaria cases and 96% of malaria deaths globally, with women and girls disproportionately affected by the disease.

Women are at higher risk of malaria due to biological, social, economic, and gender factors. They have limited access to healthcare, less decision-making power and control over household resources, which increases their susceptibility.

Gender-based economic disparities further worsen the situation by limiting women’s access to malaria prevention and treatment.

While significant progress has been made in the past decades in combatting malaria through the development of life-saving treatment regimens and the implementation of cutting-edge technologies to accelerate the discovery and development of new malaria vaccines, deaths due to malaria remain high.

In 2021 alone, an estimated 619,000 deaths were caused by malaria, highlighting the need for continued efforts to combat this disease.

In addition, COVID-related disruptions in the delivery of malaria curative and preventive services during the two peak years of the pandemic (2020-2021), led to approximately 13 million more cases of malaria and an additional 63,000 deaths caused by the disease compared to the pre-COVID-19 year of 2019.

To date, malaria cases and deaths have primarily been reduced through disease-focused approaches that tend to be reactive rather than proactive often initiated in response to malaria outbreaks.

This narrow focus on treating individual cases of malaria overlooks broader social, economic, environmental risk factors including gender-based inequalities.

As Member States work towards ambitious goals set during the 2015 World Health Assembly of reducing the global malaria burden by 90% by 2030, efforts need to prioritise the underlying factors that drive transmission through a multifaceted approach, particularly recognising the social determinants like gender inequalities.

The concept of people-centred health care is based on fundamental principles that prioritize human rights, dignity, participation, equity, and partnerships.

This approach aims to create a health care system where individuals, families, and communities receive humane and holistic care, while also having the opportunity to actively engage with the health care system.

As we work towards leaving no one behind and achieving the last mile, developing and adopting more people-centred approaches, that address gender and intersectionality concerns through an analysis of power dynamics, will be critical to make significant strides towards eradicating malaria for good.

This can involve engaging with communities and stakeholders to identify their needs and develop evidence-based malaria control strategies that promote equity and inclusion.

Additionally, promoting participation of marginalized groups in decision-making and ensuring malaria interventions respect human rights and promote social justice.

Not only will this help advance Sustainable Development Goals towards gender equality but importantly will also contribute to decolonising global health and empowering communities that remain most impacted by the disease.

Unpacking the Gendered Dimensions

A people-centred approach to malaria prevention aims to prioritize the well-being of individuals and communities by establishing reliable health systems. However, power dynamics must be taken into account to prevent the perpetuation of power imbalances, hierarchies, and inequalities.

This means engaging with communities and other stakeholders to identify their needs and priorities and working together to develop evidence-based malaria control strategies.

The Community Directed Intervention (CDI) approach exemplifies the importance of extensive community engagement to identify local needs and priorities for malaria control. This includes community meetings, involving leaders and women groups, and conducting surveys on malaria burden and risk factors.

Developing evidence-based strategies through community engagement results in increased community ownership and participation, leading to higher uptake of interventions and reducing malaria transmission.

Addressing the power dynamics associated with malaria prevention requires acknowledging and tackling gendered dimensions linked with malaria prevention.

Women in some communities may lack access to education, employment, and decision-making power, which can limit their ability to protect themselves from malaria.

Additionally, cultural beliefs and practices may contribute to the unequal distribution of resources for malaria prevention and control, with men accessing more resources than women.

This underscores the importance of addressing gender roles in malaria control initiatives and empowering women to take an active role in protecting themselves and their families.

Intersectionality also has important implications for malaria control as gender intersects with other social categories to create specific vulnerabilities and challenges. For instance, women from lowest income groups are least likely to get access to healthcare.

To address these challenges, it is important for more malaria control programs to conduct systematic social and gender analysis, hearing from those affected, to better understand the subtle nuances of gendered and intersectional dimensions of power both within households and communities.

This approach can then help to identify the specific barriers and opportunities for women’s participation in malaria control initiatives. By unpacking the gendered dimensions in communities, public health officials can design targeted interventions that promote women’s empowerment, address gender inequalities, and increase women’s involvement in malaria control programs.

Confronting not Reinforcing Power Dynamics

A people-centred approach to malaria control can empower individuals by providing education and training on malaria prevention and control. It can emphasize inclusivity and centre the experiences and knowledge of those who have been historically excluded or marginalized due to factors such as racism, sexism, classism, and other systems of power.

To avoid reinforcing power dynamics in malaria control, it is crucial to involve and empower marginalized groups in decision-making. This involves consulting communities to identify their needs and priorities, promoting participation of women and marginalized groups, and designing interventions that promote equity and inclusion.

The foundation for improving community dialogue and community-led actions towards malaria elimination has been established over the years.

A case in point is the successful elimination of malaria in Cambodia’s last mile, which relied on communities in high-risk areas agreeing to increased testing, regular fever screening, and in some cases, taking preventive antimalarial medication.

A people-centred approach recognizes the significance of communities in designing and implementing malaria control programs, considering their unique social, cultural, and environmental contexts that can impact malaria transmission and control.

One illustration is the use of local languages and cultural practices to build trust and improve communication on malaria prevention and control measures through empowerment of community health workers who understand and can tailor interventions to their specific contexts.

On the other hand, a people-centred approach, which does not consider power dynamics, can unintentionally reinforce social hierarchies and exclude vulnerable populations from accessing preventative and curative treatment for malaria.

For instance, a malaria control program that only involves male community leaders and village chiefs in decision-making when distributing bed nets reinforces patriarchal power and favour wealthier households, while excluding marginalized groups such as women and those from lower socio-economic backgrounds.

In conclusion, achieving malaria elimination through people-centred approaches requires a holistic approach that actively considers issues of gender, intersectionality, and balance of power. It is crucial to ensure that these approaches do not perpetuate existing inequalities, but instead centre the experiences and knowledge of marginalized groups.

By acknowledging and addressing the ways in which different forms of oppression intersect and compound to create experiences of marginalization and exclusion, we can make meaningful strides towards malaria elimination.

To achieve this, sustaining a commitment to inclusivity, equity, and social justice is imperative in all efforts aimed at eradicating malaria and improving the health and well-being of communities affected by this disease.

This includes actively involving marginalized groups in decision-making processes, addressing social determinants of health, tailoring interventions to specific cultural and contextual factors, and promoting gender equality and women’s empowerment.

By taking a proactive and inclusive approach, we can ensure that malaria control efforts are effective, equitable, and sustainable, leading to more just and healthier communities.

The world is becoming increasingly coexistent with crises. A pandemic, the Ukraine-Russia war, and cost-of-living crisis are only a few of the ordeals we’ve seen in just the last two years.

As is characteristic of such crisis settings, those already marginalized are further pushed back, augmenting existing barriers to accessing services, resources and opportunities.

The UN’s Sustainable Development Goals centered around leaving no-one behind become all the more difficult to achieve.

Crisis settings are now leading to a worrying trend where those not categorically marginalized are becoming increasingly vulnerable. The World Bank estimates that the COVID-19 pandemic pushed 71-100 million people into extreme poverty, giving rise to the “new poor”, those above the poverty line pre-pandemic who fell below the marker during it.

Against this backdrop, identifying vulnerabilities for development assistance becomes an exponentially more difficult – yet necessary process.

In Bangladesh, around 20 percent of the population was below the poverty line before 2020. This figure has increased substantially since, and is becoming a phenomenon less temporary than expected. In accurately identifying the vulnerabilities of such groups, conventional, income-centred measures of poverty may fall short.

Policy measures must therefore be dispensed using tools that can effectively deal with a range of vulnerabilities, beyond income.

One is the Multidimensional Poverty Index (MPI), which captures deprivations in non-monetary dimensions of wellbeing, utilizing a range of indicators in calculating poverty levels for a particular population. Poverty levels are then represented by an MPI score. The higher the figure, the greater the level of poverty.

To see whether multidimensional approaches to addressing vulnerability could potentially be more helpful during crises the Research Facility at the UNDP Bangladesh country office analyzed data from its “Livelihoods Improvement of Urban Poor Communities” (LIUPC) project.

This is a poverty reduction programme covering four million urban poor in 19 Bangladeshi cities, and employs the MPI metric to identify deprivation levels of potential beneficiaries. Conditional cash grants are provided to help eligible MPI-poor households start a business or expand an existing one.

These households also received COVID-19 relief in the form of cash, food, or preventive materials as unconditional support, separate from grants intrinsically part of the project.

A study presented in a recent UNDP Development Futures Series brief compared the before-and-during COVID MPI figures of the beneficiary group with two other household categories – MPI-poor non-grantee households, and vulnerable MPI non-poor households. The detailed methodology and results of the study can be seen here.

Some of the findings from the study were intuitive, business grants disbursed by the project generally helped poor households reduce their multidimensional poverty levels, despite the pandemic.

Far more interesting however were the rather less intuitive policy insights from the analysis:

Consider vulnerable non-poor groups in development programming.

The study’s findings corroborated the emergence of the “new poor”. Households with MPI scores not high enough to be eligible for grants (but still vulnerable, just below the MPI poverty threshold) experienced on average an increase in their multidimensional poverty levels during the pandemic.

People in these categories usually remain outside the purview of emergency policy measures, having not met eligibility requirements of being “poor” under normal circumstances. As such, their vulnerabilities remain unaddressed and are exacerbated during crises.

Cash support helps vulnerable groups during crises.

Findings suggest that the improvement in MPI levels was concentrated amongst the poor groups, including non-grant receivers, while the vulnerable group, who did not receive grants, saw poverty levels deteriorating.

The latter group barely received cash support even in the form of COVID-19 relief, unlike the poor groups. This suggests that in crisis situations, households that receive unconditional cash support may be able to use it to improve living conditions in the immediate term, including households that are not the neediest judging solely by MPI score, but are still vulnerable and at-risk during crises.

Context-specific MPI can complement income-based poverty measures.

Increases or decreases in a household’s MPI score may obscure changes in households with specific vulnerabilities, such as members with disabilities, members belonging to a particular age group, or geographical and regional characteristics.

Despite an overall decline in MPI scores amongst poor households who received grants, the improvement in multidimensional poverty was not reflected for grantee households with disabled members.

Thus, the use of a uniform MPI metric in programming, irrespective of variations in local contexts, also risks overlooking specific needs of vulnerable communities.

Understanding multidimensional poverty would greatly benefit from dynamic data.

The study used static data which cannot account for real-time changes occurring after collection. In this case, if the data had been dynamic and could be updated during the pandemic, the project may have been able to identify beneficiaries and discern the nature of relief needed more appropriately.

As 2022 came to a close, ChatGPT, an artificial intelligence chatbot, became the fastest-growing app in history, reaching an estimated 123 million users less than three months after its launch.

It is the most prominent specimen of AI-tools that generate content such as text, pictures, and software code. The International Trade Centre (ITC) reflects on what this could mean for the international trade development sphere.

Artificial intelligence (AI) is not new for those using Siri, Cortana and other (virtual) personal assistants. Algorithms powered through massive data have also been determining how we get from A to B when we use a ride-hailing app, whether in a car in Manila or on a “boda boda” in Kampala.

Likewise, AI can screen job applicants in asynchronous video interviews. Cancer diagnosis research, automatic dental prosthetic design and medical image analysis are other examples of how AI is being used in the healthcare sector.

However, the natural language processing functionality of ChatGPT allows us to have a human-like conversation with AI.

This next generation chatbot has the potential to become an alternative to traditional search engines, hence the urge of other big tech companies like Google to launch their own chatbots in 2023 to keep up with the times – and profit.

In the meantime, for many of us, ChatGPT has become a tool we use daily – for research and support in content development. According to Satya Nadella, the CEO of Microsoft, which is said to have recently invested more than $10 billion in OpenAI (the scaleup behind ChatGPT), this marks the emergence of a “symbiotic relationship between humans and machines”.

Whether this will be a choice rather than a necessity remains to be seen.

AI is capital intensive both because of the massive amounts of data and the computer power required, which means it will be difficult to see global challengers emerge outside of the OECD.

Software companies in Africa venturing in this field, for instance Baamtu in Senegal, are struggling to access the required data despite their expertise. Data has become the new oil.

Back in 2019, our colleagues at the World Intellectual Property Organization (WIPO) spotted the exponential growth of AI in related patent applications since 2012, mainly originating in the United States and China. Now, the rest of the world is trying to catch up.

You can count on impact at scale across the board: from government, business, civil society to education, healthcare and financial services.

Smart digital technologies are already widely used in agriculture in high-income countries. For instance, AI is being used in robotic milking systems in places such as Braz, Austria, to decide which cow should be milked when, with little supervision from the farmer.

In low-income countries, on the other hand, AI is mainly limited to small-scale smart farming and satellite imagery processing at the level of smallholder farming. But looking around, we can anticipate future uses, if an appropriate business model can be found.

The concept of “dark factories”, where industrial robots produce under remote human supervision, is not yet widespread. What will happen to the three million workers in the Bangladeshi ready-made garment industry assembling $5 t-shirts, with a monthly $70 salary, when the current equipment is ready for renewal?

Moreover, service jobs automation is around the corner – even in tech. AI is already sourcing code in code libraries at the request of software developers who use it to increase their productivity. Is this happening at the expense of junior software developers?

Other service sectors will be affected: in Senegal, chatbots are being used instead of customer care operators as clients and investors alike want to reduce costs.

In the Philippines, some of its 1.2 million business-process-management jobs – to a large extent customer care for global clients – could be replaced through robotic process automation.

This technology automates repetitive and routine tasks, allowing businesses to streamline their operations, reduce errors, and increase efficiency.

Beyond the business process management industry, generative AI is also likely to take entry-level gigs from game artists, people who create content for video games, or graphic designers, who often operate on a freelance basis.

If we look at the above under Schumpeter’s Creative Destruction theory, new jobs that don’t exist yet will replace the ones that will be made obsolete. In this context, continuous learning, re- and upskilling will be essential for blue- and white-collar workers.

AI will impact our trade-related technical assistance. AI will accelerate how we analyse trade data analysis. AI will also help us improve the learner experience in ITC’s SME Trade Academy, which is already experimenting with tools such as Synthesia to produce videos with human-like avatars in multiple languages and accents.

We need to help our beneficiaries leverage this technology as well, for instance the tailor in Burundi who is using ChatGPT to draft marketing materials like brochures and website content.

How we deliver our technical assistance and in which languages will also change to the benefit of our clients: text-to-speech in multiple languages can make our trade information accessible to farmers who speak a different language from the one the information was published in and who prefer to dial in rather than to read online.

All the above will not happen overnight, but nevertheless, we need to start preparing for it.

In February 2023, the Union of Comoros ratified the African Continental Free Trade Area (AfCFTA). Later that month, the country’s President Azali Assoumani took over as Chairperson of the African Union.

In this interview with Africa Renewal’s Kingsley Ighobor, the UN Resident Coordinator in Comoros François Batalingaya explains the UN support for the country during the ratification process and highlights investment opportunities in the country.

These are excerpts from the interview:

Q: Comoros recently ratified the AfCFTA. What kind of support did the UN provide the national authorities in ensuring a successful ratification process?

A: As you know, President Azali Assoumani was one of the first African leaders to sign the African Continental Free Trade Agreement in Kigali in 2018. So, Comoros was always there with a high-level political will.

However, there were some concerns about a potential loss of customs revenue, which represents between 40 per cent and 50 per cent of the total government revenue. Not all the Members of Parliament or senior government officials were convinced that the AfCFTA is a good idea.

Comoros’ main trading partners are in (Asia) and the Middle East, not the African mainland. For example, India and Pakistan. As well as China and Brazil. We import most of our chicken from Brazil.

Q: Now, what did the UN do?

A: First, the UN organized local and national consultations. Under the leadership of the Regional Economic Commission, the Economic Commission for Africa (ECA) and the UN Development Programme (UNDP), there were workshops on the three islands [that make up Comoros] to discuss the AfCFTA’s opportunities.

We had the consultation workshop in the capital Moroni, attended by President Assoumani, the Speaker of Parliament Moustadroine Abdou, governors, cabinet ministers, MPs, the private sector and others.

Second, the UN assisted the country in drafting a national implementation strategy. UNDP and the ECA were able to help the government to identify the prerequisites needed to maximize the benefits of the trade agreement.

Third, high-level advocacy was my role as the UN Resident Coordinator: to encourage the political leadership to ratify the agreement.

Comoros has significant untapped potential or business opportunities. For example, the tourism industry could be further developed. Looking at the tourism industry in the region, Comoros is the only country whose tourism industry is still not well developed. Neighbouring Seychelles and Madagascar receive between 400,000 and 500,000 tourists per year.

Q: How did you allay fears about loss of customs revenues?

A: When you look at what Comoros imports and where it gets customs revenues from, these are not goods that will be affected much by the AfCFTA. Most imported products are from Middle Eastern countries, India and China. But basic foodstuffs come from Tanzania, Mozambique, Kenya, and other African mainland countries. Importation of these foodstuffs will not significantly affect customs revenue.

Again, remember that Comoros will benefit if it increases industrialisation. If we increase the value chain around key products, Comoros will benefit through access to over a billion consumers on the continent.

Q: What are some made-in-Comoros products the country could potentially export to the larger African market?

A: These are essential oils like ylang-ylang of which Comoros is the number one producer in the world; we have spices that are beloved in places like India; we have vanilla and cloves.

We need to create value chains around these products and export to countries like Kenya, Sudan, Somalia, Djibouti and others. Comoros needs to access these markets.

Q: Now that the Agreement is ratified, what next?

A: As I said, Comoros is heavily dependent on imports. Therefore, the AfCFTA must be an engine of economic growth, sustainable development and, importantly, poverty reduction.

We need to mobilize the private sector to take full advantage of new trading opportunities on the continent. We need to support the industrialisation of Comoros—facilitate trade and promote foreign direct investment.

For example, with funding from the European Union, the UN Industrial Development Organisation (UNIDO) and the International Trade Centre (ITC) are implementing a project to support production, industrialisation and free trade in Comoros. That’s a good initiative.

Another initiative is the digitalisation of the customs process, and that’s with the support of the UN Conference on Trade and Development (UNCTAD).

The AfCFTA is an instrument for strengthening social inclusion; therefore, we must ensure that women and youth are involved in these discussions and can take full advantage of trading opportunities in Africa.

Q: An issue much talked about is a lack of awareness among some African traders regarding how they can benefit from AfCFTA. What is the situation with the private sector in Comoros?

A: What we have done is talk to the leaders of the private sector. We need to continue to engage them and at a lower level. The sensitization has to continue. Having ratified the Agreement, we need to raise awareness so they know how they could benefit from it.

Q: What other key development activities is the UN undertaking in Comoros that are impacting the lives of ordinary citizens?

A: Well, let me tell you this: in July 2021, the UN (21 UN agencies, funds and programmes) and the government signed a new generation Cooperation Framework, a five-year initiative—from 2022 to 2026—divided into four pillars: the planet, prosperity, people and peace.

On the planet, we want to strengthen resilience to climate change, natural disasters and other humanitarian crises. Of course, with sustainable integration and management of marine ecosystems. At the AU Summit, the Head of State said it is a priority for Africa, and it would be a priority for us over the next five years.

The other pillar is prosperity. Basically, we need to create a competitive and inclusive economy and partner with the private sector using a sustainable development approach that focuses on sectors with high potential, such as the blue and the digital economy.

Then we need to invest in people. We need to make better use of opportunities and foster inclusive and equitable, gender-sensitive development, providing high-quality nutrition, education and social protection, and the protection of the survivors of sexual and gender violence.

The last pillar is peace. Social cohesion is a priority for us. Human rights, gender equality and democracy are important. That’s why the elections next year are critical. We need to have public institutions that are more inclusive, efficient and accountable to the citizens.

We are committed to accompanying the government to achieve emerging market status and the SDGs.

Q: Comoros is an island state, meaning there could be climate change challenges. What are these challenges?

A: A good example is Cyclone Kenneth that hit Comoros four years ago and destroyed schools and hospitals. We are still feeling the impact. In addition to the cyclones, rising waters are also a major concern.

We have a water access problem. We have an active volcano called Karthala, which could erupt any time. That’s why we are always in preparedness and disaster management mode.

Q: There are also great opportunities, I guess. What do you tell anyone intending to explore investment opportunities in Comoros?

A: Comoros has significant untapped potential or business opportunities. For example, the tourism industry could be further developed. Looking at the tourism industry in the region, Comoros is the only country whose tourism industry is still not well developed. Neighbouring Seychelles and Madagascar receive between 400,000 and 500,000 tourists per year.

Comoros, before the pandemic, received only about 45,000 tourists per year, mostly Comorians from the diaspora. If I were to invest in Comoros, I would invest in hotels. We need quality hotels.

Comoros now chairs the AU, and it needs quality infrastructure for high-level conferences.Comoros is a welcoming society. I hope other people can come and enjoy that welcoming culture. And the weather is great. So, please, come over!

Q: What are young Comorians doing in terms of innovation?

A: Young Comorians like to join their brother and sisters in especially Marseille, France. The youth are attracted to migration. The good thing is that the girls in Comoros are going to school at a higher rate than the boys, which is not the same in the African mainland. That’s quite encouraging. Girls are attracted to disciplines such as law and administration and less to vocational training. So, we need to get them interested in vocational training too.

Q: What is being done to address this imbalance?

A: Youth employment is a priority for the government and for us as the UN. We are working with the International Labour Organization to invest in youth employment. Every single one of us [UN entities] has a youth mandate. Again, I will not forget the women.

Finally, let me say that Comoros is one of the countries that needs support, particularly investments.

The GDP per capita in Comoros is approximately $1,500. About 20 per cent of Comorians live in extreme poverty. We have more to do to achieve the SDGs. The country needs the UN and foreign direct investors. Let’s work together to support them.

The disease burden and distribution of mycetoma—a neglected tropical disease—are not very well understood. However, it is known to affect people in Sudan, Senegal, Mauritania, Kenya, and Niger, as well as people in Nigeria, Ethiopia, India, and Cameroon. Cases have also been reported in Djibouti, Somalia, and Yemen.

“It is currently unknown what the incidence, prevalence and the number of reported cases per year per country is,” observes Dr Borna Nyaoke, head of the Mycetoma Program at the Drugs for Neglected Diseases initiative (DNDi) – Africa Regional office. DNDi is a not-for-profit international R&D organisation operating in Kenya, Ethiopia, Uganda and Sudan.

Mycetoma is one of a group of 20 diseases referred to as neglected tropical diseases or NTDs in short. These diseases usually affect marginalized and poor communities.

NTDs are caused by viruses, bacteria, fungi and toxins from snake bites. They affect 1.7 billion people globally.

According to the Centres for Disease Control and Prevention, mycetoma is caused by certain types of bacteria and fungi found in soil and water. Mycetoma can be caused by bacteria (actinomycetoma) or fungi (eumycetoma).

For years now, little attention has been directed towards NTDs in terms of research and the development of new treatments, hence their neglected categorization status.

Between 2000 and 2014, only 66 novel products entered phase I clinical trials intended to prevent or treat NTDs, according to Dr Maurice Odiere, head of the Neglected Tropical Diseases Unit, Centre for Global Health Research at the Kenya Medical Research Institute (KEMRI). This represented just 1.65 percent of all 4,006 phase I trials in the world.

However, this has changed over the last couple of years, with concerted efforts producing new drugs and research initiatives.

For example, the world’s first randomized double-blind clinical trial on eumycetoma (fungal mycetoma) was completed last year in Sudan, according to Nyoke.

“We were comparing the investigational drug Fosravuconazole against a treatment against Itraconazole, which is the standard treatment of eumycetoma in Sudan,” she explains.

This clinical trial started in 2017 in Khartoum, Sudan, with phase II clinical trials completed in March 2022, and the top-line results were presented in September 2022. The clinical report is under review and is expected to be finalized later in 2023.

The study was conducted in Sudan because it is one of the countries where mycetoma is endemic.

Expensive Toxic Treatment

The existing treatments for eumycetoma, such as the antifungals Ketoconazole and Itraconazole, are expensive, ineffective, and have serious side effects. Patients oftentimes undergo multiple amputations, which may prove fatal.

However, scientists think that Fosravuconazole, a drug developed for onychomycosis (a fungal nail infection), could offer an effective and affordable treatment for eumycetoma, hence the study. The drug’s interaction with body tissues is said to be favourable, and its toxicity levels are low. Lab tests show its activity against agents causing eumycetoma to be effective.

Mohamed Safi Ahmed El-Safi, who hails from the Kordofan region of Sudan, is a survivor of mycetoma. Initially, he did not think much of what appeared to be a pimple on his toe.

However, he would soon seek medical attention when he began experiencing excruciating pain emanating from the toe.

“The infection and pain increased, giving me a fever. My body felt like I was on fire,” recounts El-Safi.

Medical tests later revealed that the infection had spread to the bone. His lower right leg had to be amputated as a result. He now urges people to immediately seek medical attention once they notice a boil or pimple on the leg.

Mycetoma Research Centre (MRC)

Sudan boasts of the Mycetoma Research Centre (MRC) in Khartoum, which was established in 1991 under the auspices of the University of Khartoum, which is based at Soba University Hospital.

“It is the only referral hospital in the country, providing integrated medical care for mycetoma patients as well as training for medical and health professionals,” says Nyaoke.

Not only does the centre receive patients from within Sudan, patients from across Africa and the Middle East are referred to the Centre as well.

Nyaoke maintains that plans are underway to conduct epidemiological studies in Sudan, Senegal and India, among other endemic countries, to gather information on the burden and distribution of disease.

With schools now reopened around the world, countries are called to take transformative action on education financing to recover and accelerate learning for all children, especially the poorest and most marginalized.

Findings from our recent study, however, reveal that we have yet to overcome hurdles to equitable education financing: in far too many countries, the poorest children often benefit the least from public education funding.

To transform education for every child, governments must address all three aspects of education financing: adequacy, efficiency, and equity. Our analysis covering 102 countries zeroed in on the equity challenge in education.

Many dimensions of equity are important to address, as vulnerable children can face simultaneous disadvantages related to poverty, disability, gender, location and more.

However, our study focuses on the poorest children, often hit the hardest by multiple, compounding barriers to quality education and learning.

Unfortunately, children from the poorest households often benefit the least from public education spending. On average, the poorest learners receive only 16 per cent of public funding for education, while the richest learners receive 28 per cent.

In 1 out of every 10 countries, learners from the richest 20 per cent of households receive four or more times the amount of public education spending than the poorest.

In Guinea, Mali and Chad, the richest learners benefit from over six times the amount of public education spending compared to the poorest learners.

Moreover, despite repeated commitments towards equitable financing – including the Incheon Declaration adopted at the World Education Forum 2015, the Paris Declaration of the 2021 Global Education Meeting, and most recently at the Transforming Education Summit in 2022 – data suggests that progress in delivering on these promises has been far too slow.

Evidence from 46 countries indicates that public education spending has become more inequitable in 4 out of every 10 countries. The data speaks for itself: the poorest learners are not receiving their fair share of public education funding, and we must intensify efforts to address these inequities.

Equitable education spending is critical and can reverse the effects of the global learning crisis before an entire generation loses its future. Our analysis shows that if public education spending stagnates, a one percentage point increase in the allocation of public education resources to the poorest 20 per cent is associated with a 2.6 to 4.7 percentage point reduction in learning poverty rates – translating to up to 35 million primary school-aged children that could be pulled out of learning poverty.

How can we address the equity challenge and ensure education funding reaches the poorest? One way is to ensure public funding prioritises lower education levels.

This financing principle refers to ‘progressive universalism’, by which resource allocation initially prioritises lower levels of education, where poor and marginalized children tend to be more represented. These first few years of learning lay the groundwork for children to acquire basic foundational skills. Then, when coverage at lower levels is near universal, resource allocation is gradually increased to higher levels, with a continued focus on the poorest and most marginalized.

Finally, it is important to note that inequity issues exist not only in domestic education financing, but also in international aid to education.

For instance, over the past decade, official development assistance (ODA) to education allocated to the least developed countries (LDCs) has never exceeded 30 per cent, far from the 50 per cent benchmark set forth by the Addis Ababa Action Agenda.

Moreover, appeals for education in emergencies often receive just 10 to 30 per cent of the amounts needed, with significant disparities across countries and regions. On average, the education sector receives less than 3 per cent of humanitarian aid.

The global community must come together to ensure that children living in the poorest countries and in emergencies can benefit from equitable education financing.

To respond to the equity challenge in education, we call on governments and key stakeholders to take the following key actions:

    • Most critically, unlock pro-equity public financing to education through broader coverage and volume of decentralized allocations, resources to schools, resources to students of disadvantaged backgrounds (by education and social protection ministries), and strengthened resource allocation monitoring.
    • Prioritize public funding to foundational learning by securing funding for all in pre-primary and primary education and targeting the poor and marginalized at higher levels of education.
    • Monitor and ensure equitable education aid allocation in developmental and humanitarian contexts between and within countries, including sub-sector levels, when applicable.
    • Invest in innovative ways of delivering education to complement gaps in existing public funding through multiple and flexible pathways, including quality digital learning.

We cannot hope to end the learning crisis if we invest the least in children who need it the most.

We must act now to ensure education resources reach all learners and progress towards achieving the goal of inclusive and quality education for all – allowing every child and young person a fair chance to succeed.

Discriminatory family laws and policies that restrict women’s access to educational opportunities, employment, inheritance, property ownership and equal pay, are making women disproportionately vulnerable to the impacts of the global economic downturn.

Not only is it unjust to deny women equal economic rights, but it is also significantly hampering socio-economic progress of nation states. Governments urgently need to reform discriminatory family laws that privilege men over women because countries cannot afford to sideline half their population.

Women shoulder a greater burden of unpaid labor

Many countries are currently mired in financial crisis, soaring inflation, and debilitating debt. The backdrop to this is a global economic slowdown triggered by the COVID-19 pandemic, Russia’s war on Ukraine, and extreme weather fuelled by climate change. Research shows that gender inequality at home is exacerbated by such economic slumps, with women more likely than men to be saddled with increases in unpaid domestic work like cooking, cleaning, and caring for family members.

According to the International Labour Organisation, up to 76% of unpaid care work is done by women and girls. The unequal division of informal labor requires women to forgo paid employment, work more hours, and can curtail their financial and career prospects.

Unpaid care work can account for anywhere between 10% and 39% of the Gross Domestic Product (GDP) and a potential tenth of the world’s economic output. It contributes hugely to a society’s economic well-being, but is excluded from official GDP figures that measure the economic performance of countries. This is because many people, including some economists and policymakers, view unpaid domestic labor as women and girls “fulfilling their family duty.”

Discriminatory gender stereotypes of this kind are embedded within patriarchal family structures and are both encoded in and perpetuated by sex-discriminatory family laws that limit women’s ability to participate in the economic sphere.

Legally prohibiting women from equal education and economic involvement limits their earning potential, reduces their decision-making power, and widens the gender pay gap.

All this traps women in a cycle of poverty and forces many to remain financially dependent on male relatives, thus putting them at greater risk of a range of human rights violations, including sexual and gender-based violence and exploitation.

Around half of countries have economic status laws that treat women unequally

Equality Now’s policy brief, Words & Deeds: Holding Governments Accountable to the Beijing +30 Review Process – Sex Discrimination in Economic Status Laws, highlights how around half of countries still have economic status laws that treat women unequally, making them more vulnerable to exploitation in real life and online.

Recent data from the World Bank’s Women, Business and the Law 2023 report shockingly shows that only 14 out of 190 economies surveyed have achieved full legal equality, and a typical economy only grants women 75% of the same rights as men.

According to the same report, women face restrictions in marriage and divorce matters in 89 economies. Lamentably, 43 economies do not grant equal inheritance rights to male and female surviving spouses and 41 economies still favor sons in the division of property.

One factor highly corresponds with these statistics – family laws that discriminate against women and girls. In Gender-Discriminatory Laws and Women’s Economic Agency, Mala Htun, Francesca R. Jensenius, and Jami Nelson Nunez analyzed World Bank data. They found a strong correlation between restrictions on women’s economic agency and gender-discriminatory legislation relating to family laws and personal status laws that regulate relationships between individuals, such as in marriage, divorce, child custody, and inheritance.

Religious and legal discrimination entwines

Sri Lanka is one of many countries with sex-discriminatory family laws. It has also recently been experiencing a severe economic crisis and public demands for political change.

Lawyer and activist Ermiza Tegal highlights how this upheaval tallies with an uptick in domestic violence and sexual abuse.

Tegal is calling for legal reform, citing mounting evidence of the “direct relationship between discriminatory family laws and women’s physical and mental health, and vulnerability to exploitation and violence,” with unjust legal provisions and practices driving women and children to destitution and excluding them from education and development.

Examples of Sri Lanka’s discriminatory laws include the Muslim Intestate Succession Law, which stipulates that daughters can only inherit half of parental property compared to sons, and the Jaffna Matrimonial Rights and Inheritance Ordinance (or Thesawalamai) that applies specifically to Jaffna Tamils and prevents a married woman from disposing of real estate without her husband’s consent.

Another example is the Muslim Marriage and Divorce Act (MMDA), which allows child marriage, denies women the ability to sign their own marriage documents, and does not recognize the concepts of matrimonial property or alimony.

Currently, Sri Lanka is in the process of reforming the MMDA following widespread public demand for reform, led by Muslim women’s rights groups.

In Tunisia too, women do not have equal inheritance rights, despite a very progressive Personal Status Code enacted in 1956 that promoted equality between spouses and abolished polygamy.

Samia Fessi is President of Kadirat, an NGO working to repeal discriminatory laws, and she is part of a vibrant women’s rights movement that has campaigned for decades for equal inheritance.

According to Fessi, “Women rights activists argue rightfully that equality in the inheritance will benefit economically marginalized women as half is better than nothing. We believe that discriminatory laws should be abolished if we want women’s conditions to improve.”

In 2017, there were hopes that equal inheritance would be granted as part of progressive amendments to Tunisia’s Personal Status Code announced by former president Beji Caid Essebsi.

Despite opposition from conservatives arguing that equal inheritance is a violation of Islamic Shari’a law, he succeeded in getting the reform Bill approved by the Ministerial Council.

Unfortunately, Essebsi’s death in 2019 meant the loss of presidential support, and the Bill has not passed. The likelihood of imminent reform has faltered under the new president, Kais Saeid. He holds conservative views on inheritance and other social issues, and has overseen the passing of a new Constitution that declares Tunisia is an Islamic nation and the state must work to achieve “the goals of pure Islam in preserving life, honour, money, religion and freedom.”

Reforming family laws benefits everyone

Equality Now’s report summarizes that “women’s legal capacity – their ability to act and make choices independently of the men in their lives about money, travel, work, property, and children – by far is the strongest predictor of the share of women with bank accounts, the share of women who participate in firm ownership, and female labor force participation.”

Mala Htun et al.’s study concurs, concluding that egalitarian reform of family laws “may be the most crucial precondition to empower women economically,” and this should be everyone’s priority because it would “unleash massive economic potential.”

Global data demonstrates that accelerated progress toward gender equality can result in huge economic gains for a country, and compelling evidence shows that nations have more diverse, dynamic, and resilient economies when they foster environments that enable women to enter and thrive in labor markets.

Employment and property rights can grant women access to loans, insurance, and social protection schemes like pensions and provident funds, reducing the likelihood of old-age poverty, and making women and their families more resilient during economic crises.

Women with full legal capacity and agency are more likely to pursue education, fund skills and income-building, and contribute to the national economy. Women are also more likely to invest in their family’s welfare, such as by prioritizing their children’s education, nutrition, and healthcare.

To advocate for much needed legal change, the Global Campaign for Equality in Famly Law was launched by eight leading women’s rights and faith-inspired organizations, alongside UN Women.

The campaign calls on governments to prioritize equality in family law, policy, and practice, especially in light of severe economic crises that affect women and girls disproportionately. Sexist family and related laws need to be repealed or reformed and attempts to introduce new discriminatory laws should be blocked.

Ensuring that laws which govern the family and personal status protect and promote women’s economic and legal rights must be a prerequisite for every country striving to overcome economic challenges. This must also be a priority for multi-lateral and bilateral agencies supporting countries. Economic equality in the family culminates in economic equality in society. The time for family law reform is now!

International family planning and reproductive health (FP/RH) are critical to achieving gender equity, but U.S. investment in them is not nearly sufficient to meet the moment.

The Biden-Harris FY2024 budget request proposes to invest $619.43 million for bilateral FP/RH programs plus $57.5 million for the United Nations Population Fund (UNFPA)– a total of $676.8 million. That’s 11% more than Congress appropriated last year, and it’s one of the only proposed funding increases in the global health sector this year, yet it’s still just a fraction of what’s needed.

The fair-share U.S. contribution, i.e. what it would need to contribute proportionately to ensure the all women of reproductive age in low- and middle-income countries (LMICs) have their modern contraception needs met, is calculated to be $1.736 billion.

Family planning gives people control over their own bodies and futures. At its core, it’s about empowering individuals to make informed decisions about their sexual and reproductive lives, including if, when, and how many children to have, and how far apart to space births.

Access to family planning enables women to pursue their education and participate more meaningfully in economic and political life.

These are all necessary components of gender equality. Yet U.S. funding for international FP/RH has stayed flat for a decade while global population, reproductive health needs, and barriers to access have been growing. It is high time for the U.S. to meet its responsibility to help close the gap.

There are 923 million women of reproductive age in LMICs who want to avoid pregnancy. About a quarter of those (218 million) have an unmet need for modern contraception. They want to avoid pregnancy but are not using a modern method. Reasons for this vary from government restrictions on accessing contraceptives to service providers refusing to distribute them to having to travel daunting distances to the nearest clinic.

These hurdles are compounded by gender-based discrimination. For example, stigma surrounding contraceptives and sex make it particularly difficult for young, single women to access services.

Marginalized groups face discriminatory attitudes in clinics, including in the U.S., where members of the LGBTQ+ community, immigrants, and Black, indigenous, and other people of color are often denied services and resources to meet their family planning needs.

The world needs much more robust support from the U.S. to overcome these obstacles and pave the way to achieving global gender equality. Due to the lack of sufficient investment to dismantle barriers to sexual and reproductive health and rights (SRHR) worldwide, U.S. support for overarching gender equality goals will inevitably be weakened, a new Population Institute report finds.

Some governments are showing they understand this problem and are changing policies accordingly. For example, President Xiomara Castro of Honduras just lifted a 14-year ban on emergency contraception, which will revolutionize access to FP/RH services. Beginning April 1, the provincial government of British Columbia will provide prescription contraception at no charge.

The U.S. has a responsibility to lead on global SRHR but ceded its leadership in recent years and is getting left behind. U.S. bilateral and multilateral FP/RH programs have been under attack, especially in the wake of Trump-era restrictive policies.

The modest increase in FP/RH funding in the current budget proposal shows the Biden-Harris administration recognizes the importance of global SRHR. But it doesn’t reflect the urgency or level of commitment needed.

At the same time, it undercuts SRHR by including the Helms Amendment, an outdated prohibition on using U.S. foreign assistance funding for abortion as a method of family planning. In practice, implementing the Helms Amendment has meant denying abortions even in instances of rape or incest, or in cases where it would save a woman’s life.

Failure to aim at U.S. fair-share levels of FP/RH funding in the latest budget proposal is a missed opportunity. Let’s not miss any more. Global population recently passed the 8 billion mark, and the need is growing.

We can meet the moment by recognizing the fundamental connections between SRHR, gender equality, and sustainable development, and accepting the obligation of the U.S. to lead on achieving them.

Each year, the UN commemorates World TB Day—March 24-- to raise public awareness about the devastating health, social and economic consequences of tuberculosis (TB) and to step up efforts to end the global TB epidemic. The date marks the day in 1882 when Dr. Robert Koch announced that he had discovered the bacterium that causes TB, which opened the way towards diagnosing and curing this disease.

Despite being both curable and preventable, the TB pandemic is a global health crisis and a leading cause of death worldwide. COVID-19 brought into sharp focus how women bear the brunt of pandemics. In 2021, over three million women and girls fell ill with TB, resulting in 450,000 needless deaths.

As women leaders in global health, on this 2023 World TB Day, we believe that systematic and sustained investment to tackle gender-related barriers is essential to get the world back on course and end TB by 2030.

We must confront the root causes of gender inequality and reshape the power dynamics across health systems, promoting the voice of women in their own care, to reach our global goals, for a safer, healthier world for all.

To better understand how gender norms and inequalities increase the burden, stigma and discrimination on women resulting in the failure to prevent, detect and treat TB infection, adopting an intersectional lens is a necessary step.

Differentiating the impact of TB based on the intersection of different determinants such as sex, gender, ethnicity, age, location and socioeconomic status can improve health planning, along with confronting legal, cultural and social barriers that are preventing improved health outcomes.

Using evidence-based knowledge, we can tailor interventions and care strategies for populations with increased vulnerabilities and curb the spread of the disease.

The Global Fund data has shown that women often face additional barriers to accessing TB diagnosis and treatment in countries with high rates of TB. Women generally wait longer than men for diagnosis and treatment, and may be discouraged from seeking care by a lack of privacy or child-care facilities in health services.

In some contexts, women have been less likely to undergo sputum smear examinations due to cultural norms and perceptions about femininity as well as gender dynamics of service provision. Young women in high HIV burden settings face increased TB risk.

The stigma, discrimination and exclusion associated with HIV amplifies and is amplified by TB-related stigma, especially for key populations. This impacts TB detection, access to reliable health services and treatment adherence.

It is past time to prioritize measures that emphasize women’s fundamental role in building resilient health systems and workforce. Globally, women are 90% of frontline health workers, and 70% of the overall health workforce.

Despite challenging working conditions, and lack of formal representation, women continue to show outstanding leadership across the health sector. Evidence shows that community-based and ambulatory care results in better TB outcomes compared to hospital-based or inpatient care. Yet their contribution is often undervalued, underpaid, and they occupy less than one quarter of management roles.

Women are the vast majority of nurses and community health workers (CHW) that play a vital role in the delivery of TB care and people-centered approaches to treatment, yet their voices are more often than not absent from decision-making fora. Valuing women, working at all levels of health, including CHWs is essential for the prevention, detection and treatment success of TB.

Making health systems fit for purpose means promoting gender parity in management, leadership, and governance. Mechanisms that harness the talent and expertise of women in the health workforce will result in better health systems, and support improved health governance.

Women in Global Health is committed to work with global health institutions to ensure that structural gender barriers are addressed and promote accountability for resilient health systems that improve health at every level.

Recent history has taught us that pandemic responses have often overlooked the specific needs of diverse women. Health leaders must promote and create opportunities for gender transformative leadership to strengthen health systems and ensure quality services. It is urgent to both recognize and include women and people of all gender identities for more impactful health interventions.

As we commemorate World TB Day, we appeal for increased efforts and stronger commitments to promote gender parity in decision-making across the health sector. This must be matched with sustained investments in gender transformative policies and programs to build resilient health systems and a workforce that adequately represents the diverse communities it serves.

Women health workers are more than two thirds of the health workforce and represent 90% of the world’s frontline health workers, yet hold less than a quarter of senior leadership roles – a situation which is unfair and a significant risk for global health security.

Despite five years of ad hoc commitments, our new report The State of Women and Leadership in Global Health shows few and isolated gains, while overall progress on women’s representation in global health governance has remained largely unchanged.

The report, launched on March 16, assessed global data together with deep dives into country case studies from India, Nigeria and Kenya. It found that women lost significant ground in health leadership during the COVID-19 pandemic.

A Women in Global Health study calculated that 85% of 115 national COVID-19 task forces had majority male membership. At global level, during the World Health Organisation’s Executive Board meeting in January 2022 just 6% of government delegations were led by women (down from a high point of 32% in 2020).

It appears that during emergencies like the pandemic, outdated gender stereotypes resurface with men seen as ‘natural leaders’.

A key and disturbing finding in the report was that women belonging to a socially marginalized race, class, caste, age, ability, ethnicity, sexual orientation, gender identity or with migrant status, face far greater barriers to accessing and retaining formal leadership positions in health.

Without women from diverse backgrounds in decision-making positions, health programs lack insight and professional experience from the women health workers who largely deliver the health systems in their countries.

Expanding the representation of diverse leaders in health is not just a matter of fairness, it also contributes to better decision-making by bringing in a wider range of knowledge, talent and perspectives.

Further, the report shows there is a ‘broken pipeline’ between women working in national health systems and those working in global health. As long as men are the majority of health leaders at national level and systemic bias against women continues, the global health leadership pipeline will continue to funnel more men into positions with global decision-making power.

The issues women face in national health systems are then reproduced at the global level where women are excluded from political processes and marginalized from the most senior appointments.

A deep dive of case studies in India, Nigeria and Kenya confirms that women are held back from health leadership by cultural gender norms, discrimination and ineffectual policies which don’t redress historic inequalities.

The similarities in the barriers faced by women health workers from very different socio-economic and cultural contexts are marked, indicating widespread systemic bias right across the global health workforce.

The consequences of locking women out of leadership represents a moral and justice issue, and also a strategic loss to the health sector. Through the pandemic, we saw how safe maternity and sexual and reproductive health services were deprioritized and removed from essential services in some countries, with catastrophic consequences for women and girls.

We saw women health workers unpaid or underpaid, and we saw dangerous conditions escalate as community health workers were sent to enforce lockdown, do contact tracing or provide services in unsafe conditions with no forethought given to providing security.

The findings of our report show that systemic change goes beyond numbers in gender parity leadership. What is needed is a transformative framework for action involving all genders from institutional, to national and global level.

Recommendations to drive transformative approaches include:

    ● Men must ‘lean out’ and become visible role models in challenging stereotypes to make way for qualified women
    ● Normalization of paternity leave to shift gender norms and reduce the burden of care of women
    ● Governments taking targeted actions to fast track the number of diverse women in health leadership roles through quotas and all-women shortlists, particularly for senior global health leadership roles that have never been held by a woman
    ● Institutions must be intentional about creating and maintaining a pipeline for women to move into leadership
    ● Measurable actions such as mentorship, shadowing / pairing and deputizing opportunities should be created and monitored to ensure women are visible for promotion opportunities
    ● A zero tolerance of discrimination towards pregnancy
    ● Supported flexible working options for all parents and carers

Investing in women is not only the right thing to do, but it also makes good business sense. When we get it right, we can unlock a “triple gender dividend in health” that includes more resilient health systems, improved economic welfare for families and communities, and progress towards gender equality.

The lessons of the pandemic have taught us much about the value of the health workforce and even more about the value of health workers. They are mostly women. It’s time for them to take their rightful roles in leadership.

When Secretary-General Antonio Guterres addressed the UN Commission on the Status of Women (CSW) last week, he said the annual meeting takes on even greater significance at a time when women’s rights are being “abused, threatened, and violated around the world.”

Progress won over decades is vanishing before our eyes, and gender equality is growing more distant, he told the CSW, the principal global intergovernmental body exclusively dedicated to the promotion of gender equality and the empowerment of women (and which concludes its two-week session on March 17). And he quoted the dire prediction from UN Women that “gender equality is 300 years away”.

Hopefully, that prediction does not apply to the United Nations which has failed to elect a woman Secretary-General during the last 77 years while asserting male dominance in one of the foremost international institutions—even as it ceaselessly continues to advocate gender empowerment worldwide.

Guterres said last December that overall, “we have come a long way”, and achieved some notable firsts, such as reaching parity within the senior leadership group, for the first time in UN history, two years ago.

“That’s also true now among heads and deputy heads of peace operations. Five years ago, the proportion of women in those roles was just 25 percent”, he noted.

Parity was reached in 2018, among the 130 Resident Coordinators, and the representation of women at headquarters locations has now reached parity, while the number of UN entities with at least 50 percent women staff, has risen from five to 26.

Still, the male/female ratio for the Secretary-General stands at 9 vs zero. And the Presidency of the General Assembly (PGA), the highest policy-making body at the UN, is not far behind either: 73 men and four women.

The upcoming election for a new PGA –Dennis Francis of Trinidad and Tobago—will bring the total to 74 men and four women. Score another one for men.

PassBlue said last week that Some diplomats are rightly furious that this means that there will be a 74th man elected out of the 78 people to hold that role, but they have been unable to organise a rival to run against him.

“Pressure has at least caused Mr. Francis to publish a vision statement, although that is perhaps a generous term for a short document containing only four paragraphs on policy”.

“We wish Mr. Francis the best of luck in this important role but regret that the process wasn’t strengthened by meaningful competition and a thorough policy platform,” said PassBlue, a widely-read independent, women-led nonprofit multimedia news company that closely covers the US-UN relationship, women’s issues, human rights, peacekeeping and other urgent global matters playing out in the world body.

The nine Secretaries-Generals so far include Trygve Lie from Norway, 1946-1952; Dag Hammarskjöld from Sweden, 1953-1961; U Thant from Burma (now Myanmar), 1961-1971; Kurt Waldheim from Austria, 1972-1981; Javier Perez de Cuellar from Peru, 1982-1991; Boutros Boutros-Ghali, from Egypt, 1992-1996; Kofi A. Annan, from Ghana, 1997-2006; Ban Ki-moon, from the Republic of Korea, 2007-2016 and António Guterres, from Portugal, 2017-present.

The only four women elected as presidents were: Vijaya Lakshmi Pandit from India (1953), Angie Brooks from Liberia (1969), Sheikha Haya Rashed Al-Khalifa from Bahrain (2006) and Maria Fernando Espinosa Garces from Ecuador (2018).

But the blame for these anomalies has to be shouldered, not by successive secretaries-generals, but by the UN’s193 member states who are quick to adopt scores of resolutions on gender empowerment but fail to practice them in the highest echelons of the UN totem pole.

Ben Donaldson, speaking on behalf of Blue Smoke – described as “a new initiative shining a light on UN appointment processes”—told IPS progress on gender parity at the UN has been mixed.

“Gains have been made within the SG’s senior management group but this is not the full story. There is no avoiding the fact that an unbroken chain of nine male SG’s will have led the organization for 80 years by the time the next SG is due to be chosen and just two of the last 50 Presidents of the General Assembly have been female”.

And like Guterres’s reappointment, the male candidate for the next PGA has a blank slate before him – unchallenged by any candidate, female or otherwise, he pointed out.

In both cases, he argued, states have failed to nominate female candidates despite the plethora of highly qualified women out there.

“Sexism still pervades the international system, stacking the deck against women from early career onwards resulting in our current predicament: just 25% of UN ambassadors are female and parity remains well out of reach in field operations, peacekeeping and in global health leadership despite 70% of the health and social care workforce being women,” said Donaldson.

“The most frustrating thing about the UN for those of us trying to understand this issue is the lack of transparency”.

“It remains impossible to obtain a readout of the gender balance of, for example, all D1 and D2 positions across the UN system, or a geographic breakdown for that matter. This is why we launched Blue Smoke – a monthly email shining a light on UN appointment processes and calling for inclusivity every step of the way,” he declared.

Mandeep S. Tiwana, Chief Programmes Officer at CIVICUS, told IPS the gender imbalance in the election and appointments of the UN Secretary General and President of the General Assembly “is symptomatic of a larger malaise in our societies”.

“States in particular need to make progress on diversity, equity and inclusion but are often found to be lagging behind non-governmental actors,” he noted

Meanwhile, reflecting on Guterres’ statement on gender equality, one of the questions at the UN press briefing on March 6 was whether the Secretary-General would “consider making some kind of grand gesture to underline his point by stepping aside and giving his job to a woman”.

Responding to the question, UN Spokesperson Stephane Dujarric said “resigning is not something the Secretary-General is contemplating doing in any way, shape, or form.”

“He will continue and has, I think, shown demonstrable results in improving and reaching gender parity in the senior post that he appoints, right? Because he doesn’t have the authority over the whole administration”.

But he has been putting in place a strategy to reach gender parity at the professional levels to ensure that there is more equitable and clearer representation.

“And I think what he has done in terms of appointments was done extremely quickly, within UN standards. I think within two years he had reached the parity, also including the resident coordinators on the ground. And that is a policy he will continue with a lot of energy,” declared Dujarric.

Under the Guterres administration, gender empowerment has been on the rise at senior staff levels, at UN agencies, and in peacekeeping and field operations worldwide.

Mathu Joyini of South Africa, Chair of the CSW, said “gender-based discrimination is a systemic problem that has been interwoven into the fabric of our political, social and economic lives and the technology sector is no different.”

While digital technologies are allowing for unprecedented advances to improve social and economic outcomes for women and girls, new challenges may perpetuate existing patterns of gender inequalities.

She called for more opportunities to be available to women leaders and innovators and for the public and private sectors to make more available funding that enables the full participation of women and girls in the technology ecosystem.

NEW YORK, Mar 15 2023 (IPS)

On 29 and 30 March, the US government, in partnership with Costa Rica, Netherlands, South Korea and Zambia, will co-host the second virtual Summit for Democracy. Several elected leaders and state representatives will come together to highlight achievements in advancing democratic principles.

This online global gathering intends to ‘demonstrate how democracies deliver for their citizens and are best equipped to address the world’s most pressing challenges’. Yet evidence gathered by civil society researchers indicates that all is not well with the state of democracy worldwide. Civic space, a key ingredient of democracy, is becoming increasingly contested.

Pundits have long argued that democracy is not just about majoritarian rule and nominally free elections. The essence of democracy lies in something deeper: the ability of people – especially the excluded – to organise, participate and communicate without hindrance to influence society, politics and economics.

Civic space is underpinned by the three fundamental freedoms of association, peaceful assembly and expression, with the state having responsibility to defend and safeguard these freedoms.

Yet, as revealed by the 2022 People Power Under Attack report from the CIVICUS Monitor, a collaboration of over 20 research organisations across the globe, states themselves are the biggest violators of civic freedoms.

Among the top violations recorded globally are harassment and intimidation of activists, journalists and civil society organisations to deter them from their human rights work; arbitrary detentions of protesters as punishment for speaking out against those in power; and restrictive laws designed to prevent people mobilising and exercising their fundamental civic freedoms.

Shockingly, two billion people – 28 per cent of the world’s population – live in the 27 countries where civic space is absolutely shut down, where mere expressions of democratic dissent can mean prison, exile or death.

These countries categorised as ‘closed’ on the CIVICUS Monitor include powerful authoritarian states such as China, Egypt, Iran, Russia, Saudi Arabia and United Arab Emirates, as well as well as dictatorships with one-party or one-family rule such as Afghanistan, Belarus, Cuba, Equatorial Guinea, Eritrea, Myanmar, Nicaragua, Syria and Turkmenistan, among others.

However, the problem extends beyond autocracies. Worryingly, there’s been a perceptible decline in civic space in democracies. In the UK, the Police, Crime, Sentencing and Courts Act 2022 gives police unprecedented powers to restrict protests on grounds of preventing serious ‘distress, annoyance, inconvenience or loss of amenity’.

A deeply draconian public order bill to further limit protests in response to civil disobedience activities of climate and environmental activists is also on the cards. As a result, the country has been downgraded to the ‘obstructed’ category on the CIVICUS Monitor.

Civic space in India, which calls itself the world’s biggest democracy, is under attack, with continuing intimidation of independent media, think tanks and civil society groups that oppose serious human rights violations and high-level corruption.

Tactics include raids on office premises of organisations on flimsy grounds and denial of permission to access international funding. Prominent victims include the BBC, Centre for Policy Research and Oxfam India.

Tunisia, where democracy was until recently starting to grow roots, is now experiencing severe regression due to the high-handed actions of President Kais Saied, who has assumed emergency powers, undermined judicial independence and misused the law enforcement machinery to persecute critics.

India and Tunisia are now both in the second lowest category, ‘repressed’, on the CIVICUS Monitor.

Despite continuing civic space impediments, people are speaking out: the CIVICUS Monitor recorded significant protests in over 130 countries in 2022. The rising costs of food and fuel have sparked mobilisations even in authoritarian contexts.

Protests initially driven by people’s financial pain have tended to grow quickly into mass mobilisations against regressive economic policies, corruption by political leaders and systemic injustice.

Women have often been at the forefront of protests, as seen in Iran, where a brave mobilisation to demand rights has seen thousands of protesters ruthlessly persecuted through mass imprisonment, police brutality and targeted executions.

The gendered nature of repression against women and LGBTQI+ protesters seeking equal rights remains a sadly persistent reality.

However, in the midst of civic space regressions, some successes spurred by civil society action have also come. In Honduras, a group of water and environmental rights activists called the Guapinol defenders were released in February 2022 after two and a half years of pretrial detention following a concerted global campaign calling for an end to their unjust imprisonment.

In Sri Lanka, mass protests led to the resignation in July 2022 of corrupt authoritarian president Gotabaya Rajapaksa, who presided over widespread economic mismanagement and civic space restrictions; however, since then the old guard has reasserted its control over government, resuming repressive tactics to undermine constitutional guarantees, pointing to the need for continuous vigilance over civic space.

Some countries have seen significant improvements in civic space conditions following elections and political shifts, including Chile and the USA. Both countries have moved from the ‘obstructed’ to ‘narrowed’ category on the CIVICUS Monitor.

In Chile, initiatives by President Gabriel Boric’s government to provide reparations for human rights abuses and establish a framework to protect activists and journalists have contributed to an improvement in civic freedoms.

In the US, new policies by the Biden administration to strengthen police accountability, workplace organising and humanitarian assistance, as well as the adoption of a less adversarial position towards independent news outlets, are key reasons for the upgrade.

Nevertheless, civic space remains contested globally. Our research shows that just 3.2 per cent of the world’s population live in the 38 countries rated as ‘open’, where states actively enable and safeguard the enjoyment of civic space.

The scale of global civic space challenges is enormous, and the price paid by civic space advocates can be heavy. In January, human rights lawyer and democracy activist, Thulani Maseko, was gunned down at his home in Eswatini. His killers continue to roam free.

The need to safeguard civic space is great. Many of us in civil society hope that this month’s Summit for Democracy will help build international resolve to recognise civic space challenges and catalyse action to end impunity.

From the Masvingo-Beitbridge highway in Zimbabwe at a spot popularly known as Turn-P, the road passing through Neshuro Township has been degraded, disused, and derelict for over two decades, with buses avoiding the route. Now donkey-drawn carts that operate alongside jalopy vehicles have become the new alternative for remote travellers around Mwenezi villages.

The scotch carts have become even more common in areas around Maranda and Mazetese in Mwenezi as villagers switch to them for transport to hospitals and clinics.

Such has become a life for 64-year-old Dennis Masukume of the Mazetese area.

The diabetic patient is forced to use alternative means of transport.

“I board a scotch cart every time I want to travel to Neshuro hospital for my medication, which means I use the scotch cart up to somewhere in Gwamatenga where I then get some private cars that ply the route to Neshuro at nominal fares,” Masukume told IPS.

At Tsungirirai Secondary school and Vinga Primary school in the Mwenezi district, the rare availability of public transport means that even teachers have to cope with scotch carts each time they have to travel to Maranda, where they catch jalopies to the Masvingo-Beitbridge highway on paydays.

In fact, with road infrastructure badly damaged in most rural areas in Zimbabwe, villagers are resorting to olden ways of transport-using scotch carts and walking to reach places where they can access essential services like health care.

The unpaved rural roads have become impassable for buses.

Now, some villagers are capitalizing on the crisis, using their scotch carts to earn a living.

Mwenezi district, located in Masvingo Province, south of the country, has become famed for routes plied by scotch carts.

Entrepreneurs have turned to making easy money from scotch carts. Twenty-four-year-old Clive Nhongo, who resides closer to Manyuchi dam in Mwenezi, said the bad roads had meant good business for him.

“I’m charging a dollar per passenger every trip I make with my scotch cart taking people anywhere around my area, and I can tell you I make about 20 USD daily depending on the number of customers I get, considering that villagers rarely travel here,” Nhongo told IPS.

While many villagers fume at the damaged roads and lack of a proper modern transport system, many, like Nhongo, have something to smile about.

“I provide the alternative transport, and until roads are rehabilitated and buses return on our routes, I might remain in business, which is fine for me,” said Nhongo.

He (Nhongo) has made wooden seats and installed them on his scotch cart to accommodate passengers.

More and more villagers, cornered with transport woes amid derelict roads in villages, are now having to rely on donkey-drawn scotch carts owned by village entrepreneurs like Nhongo.

Public transport operators like 56-year-old Obed Mhishi, based in Masvingo, Zimbabwe’s oldest town, said there was no way he could endure damaging his omnibuses plying routes with defunct roads.

“It’s not only me shunning the routes the ones in Mwenezi and its villages, but we are many transport operators shunning the routes owing to deplorable roads, and yes, scotch cart operators are capitalizing on that to fill the vacuum. That’s business,” Mhishi told IPS.

Yet even as scotch carts operators cash in on the growing crisis in the Southern African country, local authorities have said donkey-drawn scotch carts have never been regularized to ferry people anywhere in Zimbabwe.

An official working at Mwenezi Rural District Council, who said he was not authorized to speak to the media, said, “scotch carts don’t pay road tax, nor do they have insurance for passengers.”

But for ordinary Zimbabwean villagers in Mwenezi, like 31-year-old Richmore Ndlovhu, with dilapidated roads that have been neglected for years, the scotch carts have become the only way—insurance or not.

Buses that used to reach areas like Mazetese now prefer not to go beyond the Masvingo-Beitbridge highway, where scotch carts and a few jalopy vehicles scramble for passengers alighting from buses. These are the passengers wanting to proceed with their journeys into villages.

Zimbabwe’s rural roads in districts like Mwenezi have remained unpaved for more than four decades after gaining independence from colonial rule.

Meanwhile, Zimbabwean President Emerson Mnangagwa has been on record affirming that his country would become a middle-income state by 2030, just about seven years from now.

Yet for opposition political activists here, like Elvis Mugari of the Citizens Coalition for Change, Mnangagwa may be building castles in the air.

“With corruption in his government and the sustained hatred for the opposition, Mnangagwa won’t achieve a middle-income Zimbabwe. That is impossible,” Mugari told IPS.

Batai Chiwawa, a Zimbabwean development expert, blamed the regime here for taking the whole country backwards.

“Is it not taking the country to the stone age era when villagers now have to use scotch carts as ambulances? Is it not a return to the dark ages when people now have to walk long distances because there is no public transport in their villages? This is embarrassing, deeply embarrassing, when people start using scotch carts as public transport in this day and era,” Chiwawa asked when commenting to IPS.

As countries recently gathered in Geneva for the fourth round of negotiations on the WHO proposed pandemic treaty or accord, close examination of the current text by civil society experts has revealed significant gaps.

Critical concerns about the underlying vision of the draft text have been highlighted in a public statement led and endorsed by civil society organizations globally. The statement has been shared with the Intergovernmental Negotiating Body (INB4) that is mandated with the pandemic treaty negotiation.

These concerns still stand true. And it is urgent that the INB begins to tackle them before the next round of negotiations are upon us.

First and foremost, our analysis focuses on the fact that several parts of the text rely on voluntary arrangements, and that the binding regime of the text appears discouragingly vague and weak. One such instance relates to the principle of “common but differentiated responsibilities in pandemic prevention, preparedness and response,” which the draft borrows from the climate instruments.

This notion is extremely important to avoid pandemics, and it cannot be made voluntary, if the world is serious about the goal of reaching systemic capacity to respond to future health crises.

The draft text’s failure to provide safeguards or an accountability framework regarding the role of the corporate sector is another major source of concern. The WHO negotiation places the new UN’s ‘whole of society’ approach – which has been pushed in other negotiating fora – at its core through multistakeholderism, against the backdrop of striking and unfettered geopolitical power asymmetries. The involvement of the private sector in the COVID-19 response has been extremely problematic.

Countries desperately needing a concerted effort to tackle the pandemic were held ransom to the whims of power and profits of both the philanthropic and pharmaceutical industry.

The proposed treaty or accord mustn’t make the same mistakes, and all attempts to bring the corporate sector into the negotiation of any pandemic prevention, preparedness, or response must be strictly regulated at best, and prevented whenever there is a risk of public interest health policies being hijacked for profit.

It is clear that the financing approach outlined in the draft text blatantly ignores that the global financial system has historically prevented low- and middle-income countries from investing in public health.

Tax dodging by corporations, lack of fiscal and policy space for domestic resource mobilization, and crippling national debts are major barriers that prevent many countries from strengthening their public health services and institutions.

In low-income countries, debt has increased from 58% to 65% between 2019 and 2021. Thirty nations in sub-Saharan Africa have seen a debt-to-GDP ratio exceeding 50% just in 2021.

While the current draft misses taking into account the challenges of the global financial architecture, there is a blind spot with no substantive acknowledgement that public health crises are often engendered or exacerbated by a systematic destruction of the planet, at the intersection of the climate and environmental crises, food insecurity, and the mounting inequality crisis enshrined in gender and racial discrimination.

So far, the draft text hardly does justice to the urgency of preventing pathogen spillover at the animal-human interface. A narrow focus on the biomedical approach to dealing with future pandemics, without considering these intrinsic systemic factors, is bound to remain largely insufficient in dealing with any future pandemics.

Way Forward

Governments and various relevant socio-political actors engaged in the WHO diplomatic initiative on the pandemic treaty or accord have different and diverging interests and the Intergovernmental Negotiating Body (INB), which has done impressive work to keep pace with the agreed negotiations’ roadmap, has to reckon with these diverse political demands and conflicting pressures.

However, it is clear that to carry out the original intent of the new pandemic treaty or accord, unambiguous wording is needed that conveys a binding character of the agreement. This also means that the multistakeholder model under which the entire process of the treaty is being managed has to be re-examined and re-imagined instead of its current ‘whole of society’ form.

In future, none of the promises made by member states in the WHO pandemic treaty or accord will result in the desired change needed if the robust and reliable compliance mechanisms that enable governments to be held accountable are absent.

These demands are not unique to this treaty, but have similarly been made by civil society in ongoing negotiations in the UN on climate change and in the UN treaty on business and human rights. These were also incorporated into the tobacco control binding policy that the WHO established nearly 20 years ago.

At the same time, public health, public governance, public systems, and public funding must be at the center of the pandemic planning, prevention, and response. It is important to finally recognise that the global financial architecture must be overhauled, especially for low income and developing countries to have sovereign control over their fiscal and policy space, and to resource their public health needs through progressive taxation policies.

It is imperative to understand that the private sector cannot fulfill the current funding gaps and needs no leveraging by international development and financial institutions. Healthcare privatization is not the way to go to face the health challenges of the present and the future.

Lastly, all efforts must be made to make sure that the text creates a deliberate interconnection between the right to health and the right to a healthy environment, now explicitly adopted as a human right by the United Nations, as well as the rights of nature to exist and thrive.

It is about time that this global public health discourse reckons with the reality of populations and the environments from the ground, rather than from the ivory towers of corporate investors and vested policy-making.

This month, government and civil society organization representatives gathered in New York for the United Nations’ 67th session of the Commission on the Status of Women (CSW) to discuss technology as a tool to facilitate access to education for women and girls.

But what should have been discussed were the basic issues of gender equality in education. As more than 85% of the world is living under austerity, and with 70% of countries cutting funding to education services, access to education for women and girls is being devastated by the lack of public funding.

The gap between boys and girls when it comes to school enrolment continues to be major, and quite concerning. Data consistently shows – particularly in low- and middle- income countries – that girls from poor families are the children most likely to be, and remain, out of school.

And the cost of education is one of the main barriers for access – which raises the question of affordability when it comes to technological integration.

While technological innovation has the potential to support instruction and education governance, we cannot turn a blind eye to the reality of digital inequality, the possibility of increased fees, and the privatization of education.

That is on top of the existing risks that are associated with the use of technology, including online violence and abuse and the lack of digital protection for girls, further locking girls out of their rights to education.

Austerity measures, public funding cuts, and privatization severely limit the goal of universal education. In a report published last November, Oxfam found that austerity is a form of gender-based violence.

And during CSW67, we emphasized that access to public and quality education is fundamental to gender equality and the realization of the rights of women and girls.

Oxfam does not claim that austerity measures are designed to hurt women and girls, but as policy makers design those policies, they tend to ignore the specific needs of women and girls and turn a blind eye to the disproportionate impact that those policies have on our communities.

We’ve reached this conclusion by gathering evidence from around the world, which showed that governments do not prioritize the needs to women and girls. For instance, more than 54% of the countries planning to cut their social protection budget in 2023 have minimal or no maternity and child support.

In their misguided attempts to balance their books against a looming global economic crisis, governments are treating women and girls as expendable. Women, particularly those from marginalized racial, ethnic, caste, and age groups, are inherently discriminated against when it comes to economic and social opportunities and accessing available public resources. Additional cuts to inequality-combatting public services mean these groups are the hardest hit.

Cuts to both the public wage bill and public health and social protection services – measures that women and their families rely on for survival – mean that women and girls bear the brunt of this austerity because health, education, feeding the family, paying the bills, caring for children and elderly all fall most heavily onto them.

For example, cutting wages in the public work force – especially in sectors like health where women represent 90% of the workforce or education where they represent 64% of the workforce – will directly impact job security.

We must resist austerity and should instead be taxing the wealthiest corporations and people properly. A progressive tax on the world’s millionaires and billionaires could raise $1.1 trillion more than the savings that governments are currently planning to make through their austerity cuts.

With such funding, governments could adopt feminist budgeting across all sectors that put women and girls in all their diversity at the heart of policy making, including ensuring access to quality, and public education.

Feminist movements have for years pushed for bold alternatives to our neo-liberal, capital-oriented economies, and Oxfam raises its voice with them. The integration of technology in education must be looked at from an intersectional lens, taking into consideration barriers to access for girls and low- and middle-income countries, and should not come with an additional cost to the education bill.

We need to stand in solidarity with the women’s rights and feminist movements in demanding that our leaders stop peddling the gender-based violence of austerity as the solution and support more feminist progressive representation beyond identity politics.

We must resist creating societies that prioritize the needs of the most privileged at the expense of everyone else – and instead work to create communities and policies that reflect our diverse backgrounds and identities.

This year marks the halfway point— eight years in and eight years out— of the UN Sustainable Development Goals to end poverty and reduce inequalities.

Yet we are a long way off from these commitments, and multiple crises – now known as ‘polycrisis’ – such as conflict, disaster and extreme poverty are converging on low income and lower-middle income countries, necessitating systemic change in our poverty eradication efforts.

The scale of the challenge before us is undeniable. Poverty has long been concentrated in certain low- and lower middle-income countries that continue to experience conflict and a high number of conflict related fatalities, and high numbers of people affected by disasters from earthquakes, to floods, fires or drought.

These are just two causes of impoverishment and chronic poverty, which often combine with other crises and shocks including ill health.

This isn’t just a concern, however, at the country level. The challenge we are increasingly facing because of polycrisis in many parts of the world is that inequalities within countries are also worsening. The complex and often multi-layered nature of today’s crises means that policymakers need to develop longer term solutions, instead of firefighting crises as they emerge.

Our work at the Chronic Poverty Advisory Network (CPAN) in Afghanistan saw that the pandemic, layered with the transition in power, drought, and heightened economic crises, all combined to drive poverty and a dramatic increase in hunger.

Its consequences were especially worrying for certain groups, not least women and girls, and with intergenerational consequences.

In Nigeria, research points to a confluence of hardships over the years experienced by the poorest populations due to sequenced, interdependent crises. The poorest households pre-pandemic were more likely to experience hunger and sell agricultural and non-agricultural assets to cope during COVID-19 in 2020.

As time went on they were also more likely to pay more than the official price for petrol in 2022 during rampant economic crisis, and to expect drought and delayed rains to negatively affect them financially into 2023.

Yet despite interconnected crises, most governments and international agencies respond to each disaster individually as it arises. This could limit the effectiveness of poverty eradication interventions or create additional sources of risk and vulnerability amidst polycrisis.

For example, the singular focus of many countries responding to COVID-19 often diverted resources from other interventions including peacebuilding operations, thereby allowing new conflict risks to arise.

Working ‘in’ and ‘on’ polycrisis: centring equity and risk

To reach the goal of poverty eradication and reducing extreme inequities, it is critical to respond in a way is sensitive to working in places experiencing polycrisis. This requires at a minimum upholding principles of ‘do no harm’ and being sensitive to local conditions and contexts.

At the same time, we need to find ways of proactively working on polycrisis, by responding to multiple crises simultaneously rather than one at a time. In other words, building on learning from conflict contexts, we need to be working in and on polycrisis in the road to zero poverty.

Many countries worked ‘in’ polycrisis when responding to climate-related disasters during COVID-19. For example, the Bangladesh government adapted its Cyclone Preparedness Plan through various actions including modifying dissemination of messaging through public announcements and digital modalities, and combining early warning messaging with COVID-19 prevention and protection messaging.

Afghanistan disaggregates needs by sector, severity, location, and population groups in its humanitarian needs overview, which when considered holistically can help ensure responses that prioritise benefiting people in poverty.

There are equally important lessons from working ‘on’ polycrisis. The World Food Programme’s operational plan in response to COVID-19 was regularly updated to consider evolving layered crises and support pre-emptive action, scale-up direct food assistance, and reinforce safety nets.

There are also examples we can draw on for reducing poverty from around localised decision making, relying on the knowledge that local communities, women’s rights organisations, and local disaster risk management agencies have about populations in the areas in which they operate.

Flexibility in funding is important in this process to be able to respond to rapidly changing contexts and needs.

Working ‘in’ and ‘on’ polycrisis together necessitates matrix thinking, rebooting and recasting what we know of complexity of intersectionality. While we previously recognised intersecting inequalities primarily by identity markers, such as gender, caste, and socio-economic status, we need to increasingly be aware of how inequalities of people and place converge over time, and how we might centre equity in risk-informed responses.

This requires a fundamental shift from single-issue technocratic approaches to crisis management. For example, though social protection – direct financial assistance for people – was heralded as a key mitigation measure during COVID-19 and in response to recent food and energy price inflation, most cash transfer programmes averaged just four to five months during the pandemic.

Social protection could be adjusted to increasingly target the vulnerable as well as people in poverty, and within those categories the people who have arguably been most disadvantaged by these crises. Recovery programmes by governments and international agencies also need to go on for longer than they typically do to build people’s resilience in times of uncertainty.

Disaster-risk management agencies within government could also consistently integrate conflict considerations in their activities. There are examples of anticipatory action such as early warning systems that draw on local, customary knowledge that could be built on in this process.

Investments in coordination between disaster risk, social protection, and peacebuilding agencies, as well as multilateralism between governments, civil society, and international organisations more broadly are needed to anticipate and adapt to systemic risk.

But this risk-informed development will only get us so far, if equity is not centred alongside risk management. Just as crises are increasingly layered and interdependent, we need to similarly integrate our responses to break the link between polycrisis and poverty.

In September 2020, the Beijing Declaration and Platform for Action for women’s rights celebrated its 25th anniversary. It was, however, a bittersweet commemoration, mixing joy for the progress in gender equality achieved since 1995, and the stark realization about the multidimensional gaps awaiting tackling and the new divides brought by the social consequences of COVID-19.

In 2021, UNESCO projected that 11 million girls were at risk of not returning to school after the education interruptions caused by the pandemic. Even though the educational disruption accelerated the way into innovative learning practices, including distance and online education, it was not an equal reality for all social groups, since those already marginalized were also overrepresented in the offline population, including girls and women, and especially those living in poverty and rural communities (ECOSOC, 2021).

In 2020, worldwide, 57 percent of women used the Internet, compared with 62 per cent of men (ECOSOC, 2021). In the least developed countries (LDCs), landlocked developing countries (LLDCs), Africa, and the Arab States, the gender gap in internet use remains more significant.

For instance, in LDCs, only 19 per cent of women are using the internet, which is 12 percentage points lower than men. Similarly, in Africa, 24 per cent of women use the internet compared to 35 per cent of men, while in the Arab States, the Internet usage rate is 56 per cent, compared to 68 per cent of men.

Girls and women who are kept without access to Internet and digital literacy will not benefit from the technological revolution that is currently transforming all areas of life, most centrally the educational sector and the job markets.

Even though innovation and technology for girls and women’s education is undoubtedly a critical topic in the contemporary scenario, we should notice that innovation itself extends beyond the boundaries of the digital world.

To further explore the field of innovation in education, the UNESCO Young People on Transforming Education Project (YPTEP) focuses on innovative learning practices – technological or non-technological tools and techniques – initiated and led by learners themselves for meaningful and transformative engagement in their own educational journeys.

One highlight of the project is on understanding the gender-responsive practices from girls and women.

Girls and women worldwide have long been innovative in fighting gender barriers and creating self-initiative and community strategies to accessing learning even when excluded from Internet access and other forms of innovation.

A female leader who creates a finance course for mothers, while providing turns of collective care for their children, is innovating in education. A girl who creates a book club with her friends to read and debate publications on feminism is innovating in education.

Women in STEM, taking part in research and development groups, although still underrepresented, are innovating in education.

So, here we are – right at the crossroad where education, innovation and gender inequalities meet. Not paying attention to those issues will only aggravate previous gaps, hampering the advancement of all 17 Sustainable Development Goals.

To contribute to this debate and pathways for solutions, the UNESCO team of Young People on Transforming Education Project (YPTEP) at UNESCO IESALC hosted a Fireside Chat on “Women and girls, innovation, and higher education” on 6 March 2023 to reunite women and girls from different countries and regions and celebrate their success not only to overcome challenges, but also to become changemakers in the field.

During the chat, we had the opportunity to engage with ten female storytellers who shared their stories on innovative learning and expand our understanding of innovation, creativity, and transformation in education.

Stories approached, in a broader sense, innovative paths in getting access to higher education; innovative learning practices to get through education and achieve learning goals; innovative tools and techniques that have enhanced their experiences as learners both inside and outside the classroom; and studying and working initiatives to design new technology and broader forms of innovation for education.

Participation in the Fireside Chat is also open and expected from all those who wish to share their experiences on innovative learning and higher education. We have organized interactive activities and will have “open chatbox” and “open mic” for anyone who are willing to present yourselves typing and tell your stories live.

The internet has a pivotal role to play in empowering women and girls across Africa, but preexisting forms of gender discrimination and marginalization are underpinning a widening digital gender divide.

The root causes preventing millions from getting online need to be urgently addressed, because until we close the technology gap, longstanding gender inequalities will be exacerbated, and new expressions of discrimination will manifest.

More women are coming online, but progress is slow

In a speech to the UN General Assembly for International Women’s Day 2023, UN Secretary General António Guterres spoke about how “centuries of patriarchy, discrimination, and harmful stereotypes have created a huge gender gap in science and technology.”

Warning that “gender equality is growing more distant” and will take 300 years to achieve on the current trajectory, the Secretary General called on governments, civil society, and the private sector to work collectively to bridge the digital gender divide.

ITU estimates that in 2022, 66% of the world’s population used the internet. This is a 24% increase since 2019, with 1.1 billion more people coming online. Despite this substantial uptake, 2.7 billion people remain offline – the majority of whom are female.

According to GSMA’s Mobile Gender Gap Report 2022, mobile phones are the primary way people in low- and middle-income countries (LMICs) access the internet, accounting for 85% of broadband connections in 2021.

But over 1.7 billion women do not own a mobile phone, and women globally are 14% less likely to have one than men, with the largest disparities in Sub-Saharan Africa and South Asia.

Worryingly, GSMA found that globally the gender gap in mobile internet use has worsened from 15% in 2020 to 16% in 2021. And although women’s uptake of mobile internet in LMICs continues to grow, adoption has slowed, with just 59 million women coming online in 2021 compared to 110 million the previous year.

This significant shortfall means many women and girls are missing out on the benefits of digital, social, and financial inclusion, and this is especially acute amongst those burdened with intersectional discrimination linked to characteristics like race, caste, religion, poverty, and disability.

Smartphones are key to connectivity

Smartphone ownership offers life-changing connectivity by opening portals to crucial resources, markets, and services for education, healthcare, business, and finance. Providing important and timely information that might otherwise be hard to obtain, handsets are a vehicle for formal and informal learning and enable social and civic networking and participation.

According to the UN, over 90% of jobs worldwide now have a digital component. Digital literacy expands a person’s employment and economic prospects and facilitates greater earning potential. Without digital adoption and use, women have fewer employment opportunities and face additional barriers to workforce participation.

Unequal access to the digital realm is undermining women’s economic independence, financial prospects, and decision-making power. It limits their life chances, increases their risk of gender-based violence and exploitation, and makes it harder to escape abusive situations or obtain justice when rights have been violated.

Barriers to internet access faced by women and girls

For many women and girls in the Global South, low literacy and digital skills are major barriers to phone ownership and use. They are more likely to live in poverty and have less schooling, and this translates into underconfidence in utilizing technology. A Web Foundation study found that women are 1.6 times more likely than men to report a lack of skills as a block to internet use.

Language exclusion is also a challenge. Nine in ten users in Africa have to switch to a second, often European colonial language, to use apps and websites, while over half of the world’s 7,151 languages have no digital footprint – effectively shutting out those who only speak local dialects.

To overcome this, more local language internet services and operating systems are required, alongside video content tailored to women’s contexts and needs.

Another hurdle is money. Global Digital Inclusion Partnership estimates that for 2.5 billion people, buying the cheapest available smartphones would cost over 30% of their monthly income. For many women, this is unaffordable, particularly as they are more likely to have lower earnings.

Mobile data is a burdensome cost, partly because of exorbitant pricing. African countries have some of the world’s most expensive data due to issues such as high taxation in the telecom industry, and unavailability of infrastructure. Coming top on the continent is Equatorial Guinea, where one gigabyte can be a whopping $49.67.

Only half of the 1.1 billion people in the Least Developed Countries have access to electricity – 13% of the global population – and many more face regular disruptions to energy supplies, making it harder to keep devices charged.

Especially in rural and remote locations, reliable and affordable electricity is limited or absent. With over half of Africa’s women living in rural areas, energy scarcity too has a gender dimension.

Strengthening online safety

Harmful social norms in the offline world impede women’s and girls’ access to and experiences of the digital domain. Gender stereotypes and power hierarchies within households can result in males having priority over using digital tools.

Some communities view the internet as posing a risk to the traditional social order, with male family members acting as gatekeepers that control and monitor female access to devices and the internet.

Safety concerns also discourage online engagement, and not without cause. A report by Equality Now found that governments are failing to effectively address an alarming increase in online sexual exploitation and abuse of women and girls because national and international laws are not keeping up with advances in technology and cybercrime, leaving perpetrators unpunished.

Governments need to urgently review and update legislation and policies, and implement comprehensive laws that clearly specify the legal responsibilities that digital service providers have to people using their platforms, and for the content posted on their sites.

Equality Now and Women Leading in AI have launched the Alliance on Universal Digital Rights (AUDRi), a global campaign calling for “the adoption of a universal digital rights framework, rooted in human rights law and underpinned by an intersectional feminist, anti-discrimination analysis.”

AUDRi has produced a set of Digital Principles that articulate how human rights should be applied to the digital sphere, with binding agreements buttressing these rights so that governments and the private sector can be held more accountable.

Strengthening digital inclusion for women and girls in Africa is crucial to upending harmful gender norms and stereotypes, and preventing backsliding on women’s rights. Across the continent, digital technologies must be better harnessed to accelerate progress towards closing the gender equality gap.

To achieve this, state institutions, policy-makers, industry, and civil society have to collaborate to understand and eliminate the root causes hindering women’s and girls’ digital participation, and enact universal legal protections that foster a safe, inclusive, accessible online world for all.

Since the onset of the COVID-19 pandemic, the tremendous power of technology and innovation has become clear to the world.
However, it has also increased exclusion, discrimination, and inequalities — especially for women and girls.

On International Women’s Day, we must re-imagine a world whereby innovation and technologies are more intentionally leveraged towards transforming our societies and economies so that resources and power are more equitably distributed.

Women and girls across the globe are anxious for this radical change, and it’s easy to understand why.

There is a growing gender digital divide and a mistaken assumption that the use of digital tools and services will simply increase with universal internet access. 95 per cent of the world’s population has access to a mobile broadband network.

Yet just one-quarter of people in lower-income countries use the internet, with 21 per cent of women in those countries online compared to 32 per cent of men. In tandem, many women and girls — especially women politicians, voters, human rights, and environmental defenders, LGBTIQ+ people, activists, feminist groups, and young women — face widespread forms of violence online, threatening their participation as well as their mental health and wellbeing.

We witness the call for social transformation from women who are at the forefront of movements for social change — online and in the streets — in their countries and around the world.

Digital technology can nurture democracy and human rights by boosting civic engagement and political participation. That includes using behavioural science to help ensure that women can access their property rights in Syria, an effort supported by the UNDP Accelerator Lab there.

Or consider the eMonitor+ platform developed in Tunisia that uses Artificial Intelligence to identify mis/disinformation, hate speech, and violence against women around elections.

Or look to new innovations that are using solar power to capture rainwater and treat it to produce drinking water in Tanzania — allowing women and girls to avoid trekking for kilometres every day to collect water.

At a time when women and girls are denied access to education in countries such as Afghanistan, the STEM4ALL platform coordinated by UNDP and UNICEF aims to increase the representation of women and girls in science, technology, engineering and mathematics (STEM).

This network of ‘STEMinists’ plans to expand from 34 countries to a global reach — part of much-need efforts to help ensure that women can lead our new digital societies that will drive forward everything from climate action to the restoration of our natural world.

UNDP is working with key partners like UN Women to support countries to build inclusive digital ecosystems that work for women in all their diversity, guided by our Gender Equality Strategy 2022-2025 and our Digital Strategy 2022-2025.

All of us have a role to play in amplifying women’s voices; women’s participation in public life and access to justice, including through e-governance initiatives.

More efforts are also needed to tackle discrimination and violence against girls with disabilities. And digital finance will be a key means to allow women to gain full control over their finances — perhaps the most powerful means to reduce poverty and advance the Global Goals. In short, women and girls must be an intrinsic part of answering people and planet’s most pressing challenges.

International Women’s Day is right around the corner and it presents an obvious opportunity to dig into what female and empowerment means for different people.

INXO invited their female CEO and two female board members to answer five sharp political and personal questions.

The following is a shortened version of my answers. It is an adapted version of the original Danish version, which can be found here.

– When you hear the words Female Empowerment – what do you think?

I think: “More of that”…. We need more gender equality. We need more women in economic and political power. And we need more women to feel more in the driver’s seat, be more powerful and more valued in their personal and professional lives.

– Where do you see the biggest obstacle to Women’s Empowerment – in the individual woman?

Women are often brought up to be liked. We are often socialized to put others’ needs before our own, to be seen not heard, to smooth conflicts, and not to spoil the party – and taught that we indeed do spoil it, if we are too loud, or claim our rights, and rightful share of power.

Hence, many girls and women don’t articulate their own needs and what they themselves want, but – consciously or unconsciously – live a life in service for others, whether it is the children, the partner, the parents or the workplace.

This is not only an individual problem, but very much also a systemic problem, which is underscored by the statistics, documenting that women shoulder by far the largest share of the unpaid care work at home, as well as the largest part of the unpaid voluntary work at work, adding up to more than US$10 trillions a year.

– … and the obstacle to Women’s Empowerment – in the outer world?

Apart from the current political push back on gender equality, women’s rights, and not least sexual rights, I see three groups of obstacles: systems, stereotypes and language.

Many of the existing power structures and systems in societies are keeping men in power.

The world values production, but not reproduction. We already spoke about the unpaid care work which needs to be recognized, reduced and redistributed. But add to that the motherhood penalty – the systematic disadvantage that women encounter in the workplace when they become mothers – and how sector’s and jobs with predominantly women in them often have lower worth and salaries. And don’t get me started on the tax systems or systematic lack of diversity and inclusion in top leadership.

Then there are the norms and stereotypes: How many times haven’t we heard women in power be called too loud, too much, too aggressive, or criticized on their body, dress, looks? “Good girls” are typically described and defined as sweet, caring, quiet and beautiful, while “real boys” must be strong, fast, energetic and assertive.

Let it be clear that these stereotypes don’t just hold women back, they also hold men back. When men for example, do not live up to the stereotypical image of the ‘real man’, who is tall, powerful, never cries, and earns a lot of money, they too can feel inadequate.

Language is gendered. There are so many phrases in our language that denigrate or disparage women – bossy, nasty, catty, chatty, ditzy, slutty, mousy, moody, flakey, blond, kept. Or reproduce the man as the one with influence and power: Chairman, fireman, business man, manmade, manpower, mankind. And if you want to diminish or make less of a man, there are plenty of gender slurs like sissy, queen, cunt, bitch available – or just tell him that he acts, run or cries like a girl.

Luckily how language reproduces gender norms HAS gained much more attention, and it has begun to change, not least thanks to young people, who are challenging that and gender stereotypes at large.

– How have you empowered yourself throughout life?

You can be what you can see, and I have always had good female role models who were inspiring and strong in different ways – Pippi Longstocking, Rosa Parks, Virginia Woolf, Eleanor Roosevelt, Ngozi Okonjo-Iweala, Christine Lagarde and my grandmother just to name a few.

Also, I followed by my grandmother’s strong advice of getting an education and never become financially dependent on a man.

Even if my family does not come from money, I know I am privileged – and that I am fortunate that my parents instilled in me from an early age that I am good, loved and worthy, just the way I am. I know, I don’t have to be perfect to be loved, and I’m allowed to make mistakes. This has made me confident in trying new things, without fear of failing.

I’m also good at forgiving myself – and others. I actually think, that I am both smart, beautiful and talented, even if I don’t live up to the standard norms. If someone says otherwise, I don’t listen.

In general it is a way of holding women down and back, indicating that SHE is the less capable, less confident, less good at this or that. But it is not the women who need to be fixed, it is the systems.

– … and what is your best advice to other women if they want to empower themselves?

The first piece of advice: You are good enough, you are strong enough, and you have enough worth in yourself. All women should remember that. We are not only worth something in relation to others. We are not only worth something or worthy of something when we give, care and nurture.

The second: We must stand up for ourselves and stand up for each other. Show some good old sister solidarity – and not just to women who look like us, or are privileged like us. Women should play each other good, and lift each other up.

The third: Be aware of what you want and what you desire – and this is both in relation to sexual desire and life in general. Desire (and pleasure) is a good thing and can be a huge positive, driving force, as can breaking habits and being more conscious about the choices you make every day.

Imagine if you for a period of time consistently could asked yourself: What do I want to do? Who do I want to see? How do I want to show up in life today? Imagine what an energy and power that could unleash.

The accelerating pace of digitalization has ushered humanity into a whole different era of information and communication. Today, digitalization permeates every aspect of our lives, socio-economically and politically.

People can leverage digital technology to scale up activities to impact their private and public lives. Citizens can access various digital services such as registrations, voting, conducting business and making online transactions, amongst others. Changes have seen digital technologies thrive.

However, this has come with little or no impact on gender, especially on women and girls. Thus, how is gender equality promoted amid this fast pace of digitalization, and how has this impacted digitalization?

There is a great gap in women’s and girls’ adoption of digital technology compared to men’s and boys’. It has been reported that more than 50% of women are offline globally. In the Global South, this is more pronounced as the internet penetration rate for women is 41%, compared to 53% for men.

In 2020, it was found that 393 million women in developing regions do not own mobile phones when compared to 8% globally.

There are also substantial regional differences, especially in the sub-Sahara and South Asia regions, with gender gaps in ownership of digital devices falling as low as 13% and 23%, respectively. Invariably, women are more likely than men to share or borrow digital devices from friends and family members.

Some studies show that women are 20% less likely than men to own a digital device. Depending on the ability to access, use and adopt digital technology, digitalization will keep increasing in speed.

More so, as digital technology is proactively embraced, it is essential to facilitate skills, access, affordability, and usage for women and girls. Associated policies for facilitating these processes should propel or bring about change for gender equality and inclusion.

Digital technology can indeed be a concrete tool for the development of policies and programs for women and girls to overcome inequalities. Digitalization can also help to speed up gender policy interventions while at the same time bridging the gender digital divide.

This can be achieved by engaging more women and girls in sectors such as health, education, technology, services, etc. However, in the absence of indicators differentiated by gender, it is difficult to measure impact.

More so, without indicators such as age, income level, and literacy, there is always bound to be little or no impact. Gender equality remains one of the fundamental means of curbing the gender digital divide while digitalization is taking place. It is very significant to the progress of women and girls in a digitalized society.

Currently, taking up initiatives for the promotion of gender equality is one of the ways through which countries strive to close the gender digital divide amid digitalization. For instance, there is a strong call for promoting an educational and knowledge infrastructure scheme in remote rural areas in the Global South.

Countries such as Ghana, Kenya, Botswana, India, Bangladesh, and Nepal are taking the initiative to improve the skills level and usage of women for the reduction of the gender digital divide. For women with small- and medium-scale enterprises, having proper access to financial products and services is of great importance.

Governments and financial institutions are seen to be taking up initiatives to help accelerate access for female entrepreneurs and business owners to tap into financial resources, which in turn leads to a reduction in the digital gender divide and the promotion of gender equality.

Furthermore, women play very vital roles in their families and communities, as they traditionally are the incubators of small start-up businesses. This also promotes gender equality while presenting the possibility of accelerating women’s participation in digital technology, thereby reducing the gender digital divide.

For instance, In Europe and North America, scholars and institutions are calling on policymakers to address the need for the continuous improvement of digitalization and skills for women through innovative technical ideas.

As a functional tool for attaining sustainable development, digitalization is not only central to modern societies; it is a means to unlocking opportunities for social interactions. More so, it is an opportunity for the promotion of gender equality and the reduction of the gender digital divide.

However, due to it not being gender-neutral, gender dimensions that impact women and men must be considered when addressing the gender digital divide. Significantly, access, ownership, and use of digital devices are not gender-neutral; therefore, women tend to face more barriers than men in the accessibility and use of digital technology.

There have to be better opportunities for women to be able to access and take advantage of both socioeconomic and political positions. Also, access to digital devices will help to increase women’s online activities, thereby reducing the gender digital divide and promoting gender equality.

Notably, women must play active roles, get involved, and through gender experts and women’s organizations, come up with policies and service designs to enhance women’s needs, inclusion, and empowerment.

Governments must ensure that the privacy and security of women and girls are protected. They should also safeguard enhanced, affordable, and inclusive service delivery for women, especially those in rural environments.

In summary, engendering digital technology by adopting digitalization policies with gender perspectives is significant not only to women but also to the whole of human development.

When it comes to land, gender inequalities are pervasive. Today, nearly half of the global agricultural workforce is female – yet less than one in five landholders worldwide are women 1.  

Women’s land rights are essential for their economic empowerment and the sustainable development of rural communities. However, women continue to face significant barriers to accessing and controlling land resources, which limits their ability to participate fully in agricultural production, improve their livelihoods, and contribute to broader economic growth. 

Moreover, the lack of access to land and other productive resources adversely impacts on women’s enjoyment of human rights.

According to a landmark study by UNCCD, gender equality remains unfinished business in every part of the world. For instance, in more than 100 countries today, women cannot inherit their husband’s property under customary, religious, or traditional laws and practices.

Due to the COVID-19 pandemic, some women tragically lost not only their spouses but also access to their land. Even in countries where women have the same legal rights as men to own and access land – as is the case in Costa Rica – only 15.6% of farm ownership is currently in the hands of women. In the Middle East and North Africa region, just 4% of women hold land titles.

Discrimination related to land tenure, credit access, equal pay and decision making often keeps women from playing an active role in sustaining land health. When they do have property rights, women often own smaller plots, and less fertile lands, compared to male landowners.

And when land becomes degraded and water is scarce, rural women are usually the worst affected, often skipping meals in favour of other family members.  

Globally, women already spend a collective 200 million hours every day collecting water. In some countries, a single trip to fetch water can take over an hour. Droughts make the situation even harder—they tend to increase the burden of unpaid care and domestic work shouldered by women and girls. 

But women are not only on the frontline of climate change and land degradation impacts; they can also be major actors in the global efforts to restore the land back to health and boost drought resilience. 

Evidence shows that when women and men have equal land tenure rights, women are more likely to invest in soil conservation and sustainable land management practices. For example, in Ethiopia, land certification and registration undertaken in the early 2000s increased tenure security for women and men and boosted landowners’ likelihood of investing in soil and water conservation measures by 20-30%. 

Gender equality is vital to deliver sustainable, progressive, and meaningful action to advance sustainable land stewardship. The recognition of women’s land and resource rights will accelerate land restoration efforts by opening doors to markets and finance, training and other services, and gender-appropriate sustainable land management tools and technologies.

It will also enable women to step up their contribution to the achievement of climate and biodiversity goals, keeping global temperature increase to 1.5°C and restoring at least 30% of degraded ecosystems by 2030.

Already, women worldwide use traditional knowledge and innovative solutions to address desertification, land degradation and drought. In India, irrigation systems developed by women farmers rely on rainwater harvesting. In Jordan, a plant nursery entirely run by women using state-of-the-art methodologies and protocols is producing high-quality native seedlings for land restoration. 

The UNCCD has a long track record in placing gender equality firmly at the core of its mandate as a vital catalyst of progress. Gender-responsive land restoration is an obvious pathway to reduce poverty, hunger, and malnutrition.

When women are empowered to have a say in decision-making on land matters, entire communities and societies benefit, and these benefits can be passed on to future generations. 

We must urgently change the way both women and land are treated. We must invest more in women as the custodians of healthy land and thriving communities. It’s time for women and girls to be at the forefront of land restoration efforts.

For this, governments must take action to assess and reform legal and regulatory frameworks, promote gender-responsive policies and public services, and support successful programmes that promote women’s rights to land and resources.

Ending discrimination against women in their access to, use of, and control over land and other resources is crucial. In doing so, we can create a more just and sustainable world for all.

Gender inequality exacerbates the impact of natural disasters, and the consequences of natural disasters compound gender inequality. States must introduce progressive taxation to finance the expansion of rights such as universal access to health care and education, and strengthen women's resilience to natural hazards, including climate change.

She will be called Aya. This is the name that nurses gave to the infant baby pulled from the rubble of a five-story building in Jinderis, northern Syria. A miracle. Beside her, the rescuers found her mother, dead.

She had given birth within hours of the 7.8-magnitude earthquake that struck Turkey and Syria on the night of February 6, 2023. Like her, more than 50,000 people died in the earthquake. As tragic as it is hopeful, this story has moved the international media.

It also reminds us that over 350,000 pregnant women who survived the earthquake now urgently need access to health care, according to the United Nations. And this is only one aspect of women’s vulnerability to natural disasters.

Floods, droughts, earthquakes, and other extreme events are not gender-neutral, especially in developing countries. Evidence shows that women and girls die in greater numbers and have different and uneven levels of resilience and capacity to recover.

Of the 230,000 people killed in the 2004 Indian Ocean Tsunami, for example, 70% were women. Because of gender barriers, they often have fewer survival skills: boys are taught to swim or read first. This makes it difficult for them to access early warnings or identify safe shelters.

In addition, it is more difficult for women to escape from danger, since they are most often responsible for children, the elderly, and the sick. Heightened tensions and fear, as well as the loss of income provoked by disasters, drive increased domestic violence against women and girls.

They are also the first victims of sexual violence and exploitation when entire populations are displaced – this was one of the first concerns in Pakistan when more than 8 million people had to leave their homes because of the terrible floods in June-August 2022.

Natural catastrophes negatively impact everyone economically, but women and girls are disproportionately affected. World Bank data show that female farmers suffer much more than male ones in rural areas.

Assigned to domestic tasks, they are more dependent than men on access to natural resources and are, therefore, the first to suffer when these become scarce. In every region, food insecurity is higher among women than men.

In 2020, it was estimated that nearly 60% of the people who go hungry are women and girls, and the gender gap has only increased since then. Their lack of access to bank accounts also means that women’s assets are less protected than men’s.

And, of course, recovery from any crisis builds on societal expectations related to gender roles. Consequently, women bear the brunt of the increased domestic burden after a disaster at the cost of missing out on other income-generating activities.

We know that women spend, on average, 3.2 times more time than men on unpaid care work, and the COVID-19 pandemic – another human-induced natural catastrophe – made evident how unequally unpaid care and domestic work is shared, and how undervalued and underrecognized it is.

This is a major constraint on women’s access to education, an obstacle to their entry into and advancement in the paid labor market, and to their political participation, with serious consequences in terms of social protection, income, and pensions.

Gender inequality exacerbates the impact of natural disasters, and the consequences of natural disasters exacerbate gender inequality. An unacceptable vicious cycle. With the world already facing a growing number of climate-related tragedies, governments must take immediate and long-term action to invest in universal access to health care, water and sanitation, education, social protection, and infrastructure for gender equality and the full enjoyment of women’s human rights.

Even in times of crisis, when state coffers are nearly empty, there are equitable solutions to raise revenues to fund the investments needed to strengthen women’s resilience: to make those who profit from the crises ravaging the planet, including from those natural disasters, pay, as recommended by the Independent Commission for the Reform of International Corporate Taxation (ICRICT), of which I am a member alongside, among others, Joseph Stiglitz, Jayati Ghosh, and Thomas Piketty. Instead of implementing austerity programs that devastate the most disadvantaged, states can increase their fiscal space by taxing companies and the super-rich more.

It starts with taxing the super profits made by multinationals, and several countries in Europe and Latin America have already begun to do so. This is particularly true for the pharmaceutical giants that have made a fortune selling vaccines against Covid-19, which they were able to develop due to public subsidies. This is also the case for multinationals in the energy or food sector.

Oxfam estimates that their profits increased by more than two and a half times (256%) in 2022 compared with the 2018–2021 average. For the same reasons, it is urgent to tax the richest, who get away with paying hardly any taxes these days.

One cannot accept that, as Oxfam reminds us, a man like Elon Musk, one of the wealthiest men in history, is taxed at 3.3%, while Aber Christine, a market trader in Uganda who sells rice, is taxed at 40%.

Progressive taxation – making the richest people and multinationals pay their fair share – is one of the most powerful tools for reducing inequality of all kinds. As the world celebrates International Women’s Day, let’s keep in mind that it is impossible to build more resilient societies without fighting for gender equality.

Continuing to ignore it is a political choice, and an even more perilous threat to development than natural disasters themselves.

On the one hand, the special procedures under UN Human Rights focused on women should be re-organized and on the other hand, country level programs supporting women should become more unified. Meanwhile, a new global platform, building on the Generation Equality Forum, could bring these two complementary but vastly different realm of works, together to engage the global public and the leaders.

If you want to have a good reading on women and young girls’ activism, there is a high chance that you have missed an incredibly interesting report.

Entitled Girls’ and Young Women’s Activism, the publication is a product of the UN Working Group on Discrimination against Women and Girls, formally a special procedure mechanism within the United Nation Human Rights, officially the Office of the High Commissioner for Human Rights.

The blueprint offers a real and practical guidance on about how the direct involvement and engagement of women and young girls is essential if governments are serious about achieving gender equality and ends, once for all, any type of gender-based discriminations.

The Working Group is composed by five experts, mostly academician but also practitioners, on women’s rights and despite the low profile, it maintains a real busy annual schedule that makes its work incredibly relevant and valuable.

It does not only meet three times a year for planning and coordination and but also holds a dialogue at the Human Rights Council in June in addition to reporting to the General Assembly in October/November and also participates at the annual March meeting of the Commission on the Status of the Women.

On the top of all these tasks and consider that their commitment with the Working Group proceeds along their official and equally demanding full-time jobs, the members also conduct annual visits to member states to monitor and assess their work to protect women and girls against discrimination.

The problem is that its work does get neither visibility nor recognition.

One of the reasons is that the UN human rights architecture promoting and defending the rights of women is too complex and fragmented and requires a drastic overhaul.

There are too many mechanisms often with an almost overlapping mandates tasked to protect women’s rights, perhaps also a reflection on the inevitable rivalries at the UN and the consequent compromises that are always struck by the member states.

In addition to the Working Group, there is also the UN Special Rapporteur on Violence Against Women, currently Ms. Reem Alsalem, who started her tenure on August 2021.

Her mandate is stronger and certainly more visible than those of the members of the Working Group even though she operates within UN Human Rights.

Though the former mechanism is focused on fighting discrimination and the latter is instead exclusively aimed at assessing cases of violence against women, you might wonder if it could be more effective and value for money to devise a more united approach, a more effective modality to monitor and defend the rights of women around the world.

Certainly, we cannot discount the fact that we are talking about special procedures mechanisms within the Human Rights Council, an intergovernmental body within the UN that is actually the only forum where the member states of the UN discuss, share and peer reviews their human rights.

The special procedures are important because they uniquely involve top experts in matters of human rights and their contributions provide even more legitimacy to the important work that the UN System is doing to uphold the rights of vulnerable persons around the world.

A possibility to strengthen their work could be to imagine a different “governance” that maximizes their opinions and reviews, even with the possibility to provide full time tenures and adequate resources to support their work and give it the visibility it deserves.

Let’s also bear in mind that in matter of women’s rights, there is also the Committee on the Elimination of Discrimination against Women that should be considered as the guardian of the Convention on the Elimination of All Forms of Discrimination against Women known as CEDAW.

It is composed by twenty-three experts and one of its main tasks is to “assist States parties in the preparation of initial and subsequent periodic reports” and holding constructive dialogue with them and issue the so called “concluding observations” on what the member states present to show their commitment to CEDAW.

To help with coordination among mechanisms, there is actually, at least on the paper, a very lean and weak coordinating mechanism called Platform of Independent UN and Regional Experts Mechanisms on Elimination of Discrimination and Violence against Women, or EDVAW Platform.

Officially started in 2017, the platform aims to “promote thematic and institutional cooperation between the UN and regional expert mechanisms on the elimination of discrimination and violence against women and girls with the view of accelerating domestication of international and regional standards, achieving gender equality and empowering women and girls”.

The reality is that this mechanism never got traction nor got the mandate to truly coordinate among UN and external, autonomous regional mechanisms outside of the purview of the UN system.

Mentioned earlier, the Commission on the Status of the Women is the oldest of all these mechanisms that, while proved to be indispensable over the last decades to mainstream women rights within the universal human rights agenda, is now outdated.

Till now we have been only focusing on mechanisms to uphold, monitor and protect the rights of women.

We have not yet discussed the “program” side of the equation, the work to prevent violence and discrimination against women and promote their empowerment being done by UN agencies and programs, including UN Women the agency that provides the secretariat of the Commission on the Status of Women.

In this respect, there is also, always within the UN System, the Inter-Agency Network on Women and Gender Equality or IANWGE, bringing together all the main women focal points of all UN agencies and programs.

Under responsibility of UN Women, the Network appears weak and just a formality though we should assume that at country level, all the work related to women’s empowerment is coordinated under the United Nations Sustainable Development Cooperation Framework (formerly named United Nations Development Assistance Framework).

This is a process that itself could require a further upgrade to truly maximize cooperation and avoidance of overlaps between and among agencies and programs.

It is evident that in both domains, on the one hand, the human rights accountability mechanisms and on the other hand, the actions and programs on the ground to change the status quo, there is need of a much stronger synergy and coordination, something that might be objected by several members of the UN that are unlikely to support anything akin to strengthen mechanisms upholding human rights.

Even the Commission on the Status of Women itself, whose upcoming session will be held between the 6 and17 March, should be re-thought.

With a multiyear thematic plan, the Commission, is a toothless and unnoticed advocacy and knowledge creation institution that each year comes up with a topic up for analysis and discussion.

This year, for example, the focus will be on “Innovation and technological change, and education in the digital age for achieving gender equality and the empowerment of all women and girls” while last year’s theme was centered around climate change, environment and disaster prevention.

There are no doubts that it is important to have a global convening forum that brings together the top experts on issues that are so relevant to achieve SDG 5. Yet it is not hard to imagine how a stronger, more coordinated women centered architecture in the UN could achieve and produce more while spending less.

Let’s remind ourselves that the Agenda 2030 and the SDGs brought some institutional innovations in the way the UN operates, primarily the High-Level Political Forum on Sustainable Development, that is the major SDGs focused platform promoted by the UN.

Besides its usual gathering in July, this year the Forum will also host another SDG Summit in September, the biggest format to discuss about and review the SDGs at the highest levels of political leadership worldwide.

Yet, while we are referring to a strong advocacy and review mechanism with a considerable amount of convening power, the High-Level Political Forum is simply what it is, a review mechanism of countries’ performances towards accomplishing the SDGs and important vehicle for debating them.

A reform of a stronger UN System that is better positioned to truly achieve SDG 5, should acknowledge an existing deep gulf between promotion and defense of human rights focusing on women (as well other human rights issues) and, on the other end, actions on ground at legislative, judiciary and economic and social levels to change the status quo.

For example, UN Human Rights has no formal role in hosting the High-Level Political Forum that is instead organized by ECOSOC and has a very limited presence at countries level.

A better chance at ensuring that the rights of women are defended while their living conditions improve, could be based on two complementary internal reforms within the UN System: an improvement on how Human Rights operates and a drastic rethinking of how the women focused service, advocacy and delivery-oriented agencies of the UN work.

On the former, the UN Human Rights could undertake, with the aim of giving them more voice and authority, a major reform of its “accountability” mechanisms that rely on the professionalism, integrity and expertise of world class activists, advocates and legal scholars.

The role of the Commission on the Status of the Women should also be reviewed. As per now, its outreach and voice are limited within the development sector and it has become almost irrelevant and unknown to the global public opinion.

On the latter, in terms of programs and initiatives supporting women and their rights around the world, only a true One United Nations approach at country level could do the job with ultimately a much better coordination and one unified “delivery” channel.

Both processes of change and their respective spheres of work, accountability and program, could then be promoted through a united “Global Women” platform that could end up with the same visibility that COP process gained for climate action.

A recently created multi partnership forum could, potentially, become such main vehicle to achieve SDG 5. I am talking of Generation Equality Forum, a joint initiative of Mexico and France that has been facilitated by UN Women.

It holds a great potential to facilitate new collaborations that so far has been convened twice in 2021, first in Mexico City and then in Paris, paving the way for an ambitious global program of action, the Global Acceleration Plan.

The interesting part of it is that the Forum is truly action oriented with its members committing to take action through six sub areas groups, branded as Generation Equality Action Coalitions that include the entire spectrum of areas that would ensure achieving SDG 5.

From gender violence to economic justice, to bodily autonomy and sexual reproductive rights, to climate justice to technology and innovation, to leadership, the coalitions, made up by hundreds of civil society organizations, global foundations and private corporations, can really facilitate partnerships with private sector and civil society, a capacity that the UN System has never mastered.

Can this new and bold attempt to catalyze efforts and investments for the rights of women and girls around the world become the epicenter of a new women focused development architecture?

Can a hybrid vehicle to rally global investments and actions for women help galvanize global attention on their rights and at same time do the job of meeting the targets of SDG 5?

Finally, would a new women focused “governance” of development assistance also force the UN System to change for good its working modalities?

Even if the accountability mechanisms under UN Human Rights would remain formally separated by this process of renewal for women ‘rights, nevertheless the banner of the Generation Equality Forum transformed into a “Global Women” platform could be used to highlight and “empower” their work.

The fact that this year there will be another gathering of the Generation Equality Forum could offer additional new momentum to the initiative though last year only a very low key event celebrated its 1st year anniversary.

Yet it was still an important gathering because it was where the Forum’s first accountability report was unveiled.

In few days from now the Forum will actively participate in the upcoming session of Commission on the Status of Women but with some insights, perhaps, the opposite process should occur.

The Commission and all other women focused mechanisms and programs, at minimum, could become part of a much larger and more institutionalized institution that should also be fully aligned to and possibly become the central pillar for SDG 5 of The High-Level Political Forum on Sustainable Development.

We know from the latest Progress on the Sustainable Development Goals: the Gender Snapshot 2022 that there is still so much to be done in the field of gender empowerment that urgency and radical thinking should not be discouraged nor set aside.

Rather they should be truly embraced head-on. Meanwhile another great publication on women and young girls’ activism will be read by too few people.

There is no better environment for the expansion of violent extremist groups than a vacuum in state authority. It provides ideal conditions for these groups to prey on existing and historical grievances, fill the void with promises of financial support, access to services and attention for marginalized, neglected communities.

But, at what cost?

In sub-Saharan Africa, we are witnessing the toll. In the past decade, violence linked to the influence of global violent extremist groups like Al Qaeda and Daesh has spread swiftly across the region. In 2022, new global epicentres of terrorism were found in sub-Saharan Africa.

With thousands killed and millions displaced, this violence threatens the stability of the entire region and hinders development gains on the continent.

To better understand how violent extremist groups proliferate, and how they impact development and social cohesion, UNDP commissioned unique research to find out what gives violent extremists a foothold in particular contexts.

We looked at the Sahel, the Lake Chad Basin, DR Congo, Somalia and Northern Mozambique. What we found is that while every country – and district – has its own story, there are clear common denominators that help design relevant, coherent responses.

This new study, Dynamics of Violent Extremism in Africa: Conflict Ecosystems, Political Ecology, and the Spread of the Proto-State complements the research we have done into how and why individuals join violent extremist groups in the Journey to Extremism series.

Filling the void

As they expand in size and resources, buttressed by a link to a global ideological orientation, some violent extremist groups organize in ways akin to local government structures. They begin to compete with the state not only by monopolizing the threat/use of violence – in this case, instilling terror – but also by promising some of the most essential local services that people are aspiring to, such as a relative sense of security, sources of income and swift adjudication of disputes.

They may do so cruelly and oppressively, but even that may initially be attractive to communities weary of years of lawlessness, corruption and chaos. Indeed, the more deeply structured local violent extremist groups have evolved from raiding bands and now show many of the characteristics of a “proto-state”, typified by Daesh in Syria.

As the study findings suggest, the modus operandi of these local violent extremist groups is not centred mainly around persuading people to adopt their ideology. Instead – and often coming from the locality itself – they are grievance entrepreneurs, exploiting local development deficits, and forging alliances of convenience with other violent groups and criminal networks, like smugglers or local militias.

Even so, this does not make them one-dimensional opportunists. Their link to global networks helps to give them direction, binds them together and adds to their appeal. They are both global and local, both ideological and economic alternatives that can be appealing to people living in perceived or de facto state vacuum.

One common finding in this study is that violent extremist groups rarely appear in places well served by stable, predictable governments and governance systems. Instead, they operate where there is already poverty and instability, away from capital cities, in marginalized places where public services are thin or non-existent – all of which are often the product of local power-brokers’ interests.

The lack of trust between communities in these remote and crisis-hit areas and their government is also a common factor highlighted in the research. All too often communities suffer acute insecurity, feeling let down, targeted, and abused by the very state that should be protecting them. Violent extremist groups then plug in to fear or anger among communities and local leaders.

The first step to addressing this growing trend is to understand the political economy of violent extremist groups, and the sources of their power, with a view to halt and reverse their stranglehold on society.

The next step requires collaboration by the international community, supporting national partners not only to address the visible manifestations of the problem, but also to reverse years or decades of state fragility, exclusion and insecurity that emboldened these groups over time.

To this end, UNDP’s work on sub-national and local governance and institutions is critical – resilient, responsive, accountable, transparent, linked to national-level reforms that will have the biggest impact on violent extremist groups’ “business models.”

UNDP also works to empower local communities and local leaders towards positive and inclusive governance and improving access to basic services in under-served areas. This is the way to avoid recreating the same conditions that enabled the governance void to exist in first instance.

Gaining a foothold

It is clear that many of the conflicts which give these groups a foothold are over land and water. Desertification, climate change and poor land management have made traditional ways of life difficult in many places where land has degraded and pastures no longer support herds, nor do farms support crops.

But this need not be irreversible. With careful attention to local power politics, social relationships and trust-building, we can help communities to regenerate land and revive livelihoods – and to capture carbon in the soil in the process, offering local solutions to global problems and giving communities agency in shaping their present and future.

We call it “political ecology”, and with this approach we can simultaneously improve lives and undercut the appeal of violent extremist groups.

Also crucial to this approach is understanding how illicit funds flow around an economy, both inside a country and across borders; how power-brokers depend on and manipulate instability and corruption for greater influence; and which actors have a real interest in reform. This knowledge can help identify and interdict income sources of violent extremist groups while sustainably rebuilding local economies.

A human-centred approach

While there is a common thread of misogyny in the narrative and behaviour of violent extremist groups, women’s roles are not homogenous or predestined to victimhood. On one hand, Boko Haram has used women as suicide bombers and al Shabaab as intelligence sources, but on the other hand women form the backbone of many peacebuilding and victim support efforts, and are the engine of cross-border trade in many areas.

This very diversity makes it more important to ensure that both women and men are fully involved in our efforts, from analysis to implementation to evaluation. In the end, where does the study address our collective approach to human security, to people-centred development, justice and peace?

These conflicts, and all the horrors committed by these groups, leave deep scars, and the trauma is long-lasting. Even in contexts that are not impacted by war, political conflict or pervasive violent extremism, we are starting to understand the cost of recent lockdowns and isolation during the COVID-19 pandemic, in mental health and alienation.

In conflict zones, the depth of trauma needs much more research, but we know it is severe. And people cope with it in ways that can lead to further violence, at a personal, family and community level. Sadly, that often helps to perpetuate cycles of conflict.

So, if we are to address these historical, multigenerational grievances which violent extremists can prey on, while working to heal their ongoing grief, we need to expand our capacity to provide the mental health and psycho-social support that individuals and communities need.

And if we can do so, we can demonstrate in action the positive alternatives to hatred and violence that these groups peddle.

Development first

A new approach is needed – one that first invests in understanding and complex ways in which these violent extremist groups win hearts and minds in different communities, acting as alternatives to state authority.

With this knowledge, we can work together with national and local governments to ensure a developmental, preventive, inclusive approach where people have access to the rights, goods and services they need to live prosperous lives, thus removing the power that these groups wield. Rather than helping people to get by; getting ahead, with hope and dignity, should be the goal.

Through this approach, we can improve the lives of citizens and communities across the region and turn back the tide of violence and despair. The challenge remains complex and urgent, and our collective responses must overcome by being more informed, adaptive, innovative and inclusive to promote and sustain development and peace.

Flexible and predictable funding allows UN agencies to respond promptly and with agility in times of crisis. In countries such as Afghanistan, Yemen, and Ukraine, UNDP implements projects and programmes that help protect livelihoods and enhance the resilience of vulnerable communities.

The UN has estimated that the world will need to spend between US$3 trillion and US$5 trillion annually to meet the Sustainable Development Goals (SDGs) by 2030, while the COVID-19 pandemic has already increased that estimate by an additional US$2 trillion annually.

In addition, the highly fragile global economic outlook, impacts of climate change and rising geopolitical tensions, have led to a major deterioration in international public finance, resulting in 51 developing economies being highly indebted, with the spectre of defaults looming on the horizon for over-indebted developing countries.

Considering this dark scenario of compounded crisis, the multilateral system is being called upon to become more fit-for-purpose to support global public goods and overcome global challenges.

It is therefore imperative that institutions such as the UN and International Financial Institutions (IFIs) need to bolster their partnership to provide coordinated, effective, and targeted support to developing countries’ widening needs for SDG financing.

Against this backdrop and in response to the Addis Ababa Action Agenda and UN Secretary-General’s Roadmap for Financing the 2030 Agenda for Sustainable Development, the UN System and IFIs have strived to work more closely together to promote sustainable and innovative financial systems at country level, and to catalyse more private finance.

In 2018, for example, UN Secretary-General António Guterres and former World Bank Group President Jim Yong Kim signed a Strategic Partnership Framework, which consolidated their joint commitment to cooperate in helping countries implement the 2030 Agenda for Sustainable Development.

UN agencies have developed financial and non-financial partnerships with IFIs with the aim to support governments to leverage financing, technical expertise, and advocacy from a wider range of sources.

By joining forces, UN agencies and IFIs can use and complement their respective comparative advantages in support of national development priorities and maximize development impact on the ground.

Last week, the Executive Board of the United Nations Development Programme (UNDP) held its first regular session of the year in New York. It was clear that Member States are keen to see greater engagement with IFIs to deliver on sustainable development results at scale.

As we are gearing towards the SDG Summit, there is a reckoning that we cannot do business as usual. We need all hands on deck to make progress towards 2030.

This call for joint action should also be an opportunity for Member States – usually the same donors funding the UN system and IFIs – to reflect on the global funding architecture of the United Nations Development System (UNDS). The UNDS needs predictable, un-earmarked, and flexible resources to perform its core functions and preserve the core values of multilateralism, universalism, and development effectiveness.

Nevertheless, a report by the Dag Hammarskjöld Foundation points out that OECD-DAC countries’ funding to the UNDS is more projectized and highly earmarked than the World Bank and the International Monetary Fund, or regional development banks.

In this moment of immense global uncertainty, following the UNDP Strategic Plan, UNDP is scaling up its engagement with IFIs to support countries access the capital, technical expertise, and partnerships required to achieve the SDGs.

Since 2017, UNDP has mobilized over US$1.85 billion from IFI partners, both directly through grant contributions and indirectly through government financing to support loan implementation.

In many fragile and conflict-affected states, UN agencies, such as UNDP, stay and deliver, sometimes on behalf of IFIs who cannot always fully operate in these settings. UNDP works in close cooperation with the humanitarian system and across the development, peace, and human rights pillars of the UN system.

Flexible and predictable funding allows UN agencies to respond promptly and with agility in times of crisis. In countries such as Afghanistan, Yemen, and Ukraine, UNDP implements projects and programmes that help protect livelihoods and enhance the resilience of vulnerable communities.

Member States and shareholders of Multilateral Development Banks and other IFIs recognize the synergistic and complementary mandates of many UN agencies and IFIs. The partnership is or should be obvious in areas such as sustainable finance, climate action, crisis and fragility, and poverty alleviation.

But as the world is faced with unprecedented global challenges that require unparalleled levels of partnerships and a strong multilateral system, Member States should enable a deeper engagement between the UNDS and IFIs through robust political commitment backed by a funding architecture befitting a world racing towards 2030.

New UNCTAD software does to digital government what IKEA did to furniture, allowing Bhutan’s government employees to create their own user-friendly services for citizens online.

Tedious government procedures aren’t just a pain for users, they’re a bore for the civil servants who administer them. Sitting behind a counter and stamping forms isn’t exactly a dream job.

This is where technology can help. In 2021, amid the COVID-19 pandemic, the Bhutanese government launched the G2B digital government portal. It’s a ground-breaking piece of software that earned the country recognition as the fastest place in the world to start a new business.

Entrepreneurs simply fill out a form on their mobile phones, and receive all registration documents at no cost, in less than a minute. In 2022, 5,500 Bhutanese, almost 1% of the population, used the service to register a business – 52% of them were women. It’s also a turning point for Bhutan’s public administration and for the world of digital government in general.

The fastest business registration service on Earth wasn’t designed by consultants in India or California but by the very civil servants who had previously administered the time-consuming, paper-only process that required citizens to go from one government office queue to another.

How did this happen?

Keep it simple

It’s all down to the low-code simplicity of the UNCTAD digital government platform, which after some basic training, Bhutan’s civil servants were able to customize themselves to create online services. The coverage of these services is now vast and includes permits to run bus services, authorizations to fly drones and leases for industrial parks.

Over the next two years, the government plans to include all permits, authorizations and procedures related to the country’s economy in the platform. With time it could stretch across all government departments.

“The goal of our technology is to ease friction,” says Frank Grozel, who heads UNCTAD’s digital government platform programme. “Everyone wins from having effective, uncomplicated technology at their fingertips. But this is especially important for civil servants, because it allows them to focus on why they do their job and not necessarily how they do it.”

Better service delivery

Each service is built from the bottom up. Government teams, including civil servants working on the procedure, developers and trainers came together to simplify existing steps, creating shortcuts that help accelerate service delivery.

Employees are guided to understand the process from the user’s point of view, generating empathy and understanding of where the bottlenecks and frustrations can be.

“Whole teams have started to see how the system could be changed, and why elements of the original process could have felt so painful to the end user,” said Bita Mortazavi, UNCTAD’s project manager for the Bhutan initiative.

The impact on staff has been transformative. “We can now focus on service development and select simple services, with large impact, to change entire systems,” said Sonam Lhamo, project lead at Bhutan’s Ministry of Economic Affairs.

Tshering Dorji, a developer, said it changed his perspective in software development. “My imagination improved a lot. I learned how to simplify without coding,” he said.

Another developer, Pema Gyalpo, was pleasantly surprised.

“We can further simplify even the simple things,” he said. “The experience of building this easier system was not about work, but how we’re going to work [in the future]. I’ll be privileged to send ideas which will serve other countries.”

Innovate first, regulate later

Most Bhutanese businesses are small. About 95% of them are cottage enterprises. This reality drove the country’s government to seek ways to help the mountain nation’s micro-enterprises succeed in the quickest, simplest way.

“Our approach is to innovate first, regulate later, so as to reduce entry barriers for new businesses, embrace innovation and allow creativity to flourish,” said Bhutan’s minister of economic affairs, Tengye Lyonpo.

This ethos has delivered results for the country whose unconventional approaches are working for it and its citizens in novel ways.

While Bhutan has been pioneering the flatpack approach to digital government, making services modular and easier to create, thanks to funding from the Netherlands, other countries are set to follow. Colombia, Estonia, Jordan, Lebanon, Libya, Sudan, Togo and Tunisia will join the club this year.

Countries already benefiting from the platform include Argentina, Benin, Burundi, Cameroon, Cuba, El Salvador, Guatemala, Iraq, Lesotho and Mali.
